HomeMy WebLinkAbout05/24/2013 OFFICE OF THE CITY MANAGER May 24, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al SUBJECT: General Information Budget News Staff from the Fire and Recreation and Parks Departments, Rabobank and the Convention and Visitors Bureau will provide a detailed overview of their FY 2013-14 proposed operating budgets on June 5th. We will also bring forward for discussion and possible action the budget amendments that have been suggested to date. A public hearing to receive input on the overall Operating and Capital Improvement Budgets will be held later in the meeting. The following referrals are in response to budget-related requests and questions posed to staff since the April 17, 2013 City Council Meeting. Please note, the responses related to a contribution to the Beale Park Band Concerts, the Symphony and the request for 10 additional sworn Police positions are enclosed in one memo to provide a comprehensive look at the requests in relation to funding availability. o Councilmembers Sullivan, Maxwell, Hanson and Johnson:  Contributions to Beale Park Concerts, Symphony and Request to add 10 Additional Sworn Positions o Councilmember Johnson:  Overtime in Signing and Marking  Number of building inspections per week  Police monitoring of the Kern River Parkway In honor of Memorial Day, City offices will be closed on Monday, May 27, 2013. General Information May 24, 2013 Page 2 TRIP Traffic Advisory  Motorists are advised to anticipate nighttime lane closures for the northbound and southbound outside lanes on Coffee Road, between Truxtun Avenue and Brimhall Road, from Tuesday through Thursday, May 28-30, 2013. The contractor will also close the westbound right-turn lane on Brimhall Road during this time period. Access to the gas station/mini-mart, from both Brimhall Road and Coffee Road, will be available while work is underway. The closures will be in effect between the hours of 9 p.m. and 6 a.m., and will allow the contractor to remove concrete barrier rail, replace it with temporary delineators, and to finish construction of the storm drain system in this area. At least one lane in each direction will remain open to traffic while work is underway, and all lanes will reopen in time for the morning commute. Motorists should anticipate frequent nighttime lane closures and changes to the existing traffic patterns in this area in the coming weeks as the contractor for the Westside Parkway completes road widening, paving, and other street improvements. Miscellaneous News  The Convention and Visitors Bureau reports that today kicks off the first of six weekend sessions of the Jehovah’s Witness Watchtower Convention at Rabobank Convention Center. This is the largest group that meets in Bakersfield. Each weekend meeting attracts about 6,000 delegates to Bakersfield, filling up hotel rooms and restaurants during the summer. The dates of the remaining events are June 6-9, June 13-16, August 1-4, August 8-11, and August 15-18. Freeway Litter Pick-up  A PG&E ceremony was held May 22nd kicking off “sponsor program” where P G & E pays City $6,700 annually) to hire homeless crew to clean up in front of the power plant at Rosedale and Coffee. (See attached photos)  KernCOG signed an agreement with the Kern County Sheriff’s Department to use designated call box funds to pay deputies to issue citations for littering. The agreement takes effect July 1st.  Crews are working daily. Eastbound State Route 58 mainline completed and the westbound State Route 58 mainline will be completed early next week. Highway 178 is next on the schedule. Due to safety and coordination issues, some on-ramps are being bypassed at this time. General Information May 24, 2013 Page 3 Recreational Updates  A record number of softball teams have registered for the summer season, with a total of 192 teams, which is 20 more than last summer. All participants are enjoying the playing conditions at Mesa Marin.  The swim lessons that are being provided through the First 5 Kern and USA Swimming grants are now completely full, for a total of 651 slots, and most were filled on the first day of regis tration. There are still openings, however, for regular-priced lessons.  All spray parks will be open this Memorial Day Weekend; Saturday, Sunday and Monday from Noon to 7:00 p.m.  Construction of the spray park at Siemon Park is moving along nicely. Som e pictures are attached that show the progress being made.  Spring Splash at McMurtrey Aquatic Center will take place on Monday, May 27th from 1:00 to 5:00 p.m. Bring the whole family for an afternoon of games, sliding into the pool and kicking off the summer season.  All pools will open on June 3rd for the summer pool season, and they include McMurtrey, Jefferson, Martin Luther King Jr. and Silver Creek. The tenants are Spanish speaking. Operations Division staff has spoken with the constituent on several occasions since May 16th, and he has been provided with direct contact information for a police department Operations Division supervisor. Staff has flagged the address due to the number of complaint calls received and all loud music/party calls will be handled as priority 4 rather than the normal, priority 5 response. Additionally, extra patrol will be provided. City Code Enforcement staff also warned the residents in question of the need to have a permit for a live band and/or DJ. Staff has researched options for smaller blue carts. Problematic is the design of the refuse trucks themselves. Both City and contract hauler refuse trucks are designed to pick-up only 64 and 96-gallon carts. Any cart size other than 64 and 96-gallons would require retrofitting of the existing grab-arms of both the City’s and contract hauler’s refuse trucks. Only 96-gallon blue carts have been rolled-out to date. Upon request, staff can place a special order for 64-gallon blue carts for customers wanting smaller blue carts. Residents may also opt out of the program if they so choose. These residents have several recycling options available to them, such as drop-off centers, buy-back centers, or even sharing blue carts with others. S:\Gen Info\2013\05_May\_392_Countdown_Clocks[1].docx CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Raul Rojas, Public Works Director DATE: May 24, 2013 SUBJECT: ADDITIONAL COUNTDOWN CLOCKS ON CHESTER Referral No. 392 The City Public Works Department has received two Highway Safety Improvement Program (HSIP) grants to upgrade a total of 40 intersections with pedestrian countdown timers. The competitive grant program provides federal funds for 90% of the cost of the projects. The first grant project we received is currently under construction. This project will install pedestrian countdown timers at all signalized intersections along Chester Avenue between Truxtun Avenue and 21st Street. The second grant which is in Fiscal Year 13/14, will install the countdown timers at other various high pedestrians locations such as near schools and shopping centers. Public Works will again submit applications for the next HSIP grant program cycle. The grant applications are due at the end of July 2013. We anticipate that our next grant submittal will include another 40 intersections and will include the remaining portion of Chester Avenue from 23rd Street to West Columbus Street.
