We anticipate awarding the contract this summer, and for construction to begin in mid-fall. The project will add an inside lane on State Route-58, between Cottonwood and Real Roads. This project is federally funded.  The State Route-178 and Morning Drive Interchange project went out to bid recently, and it consists of widening the Freeway from east of Fairfax Road to Canteria Drive and building a full interchange at Morning Drive. We anticipate awarding the contract in July, and for construction to begin this fall. Between the two bids, about $58 million, for the most part in funding from the federal earmark, will be infused into the local economy.  As you are aware, we are adding mulch to the banks of the Westside Parkway to provide a barrier against weeds, and reduce the bare dirt that would potentially blow into neighboring residences and businesses. The attached photo shows how it looks.  You may have seen media coverage from a week or two ago about the potential for the High Speed Rail Authority to honor our request not to draw the plan line into downtown Bakersfield. The story came from a draft item on their agenda, which was worded in a fashion that leaned our way. We have been advised by the Authority that the item is being pulled. They are “still working on it”; so the moral to the story is….don’t get your hopes up when it comes to the Authority.  Attached is a memo from the Fire Department regarding the rehabilitation that is sorely needed at Fire Station #8. As indicated, significant upgrades are necessary to bring the facility up to an acceptable standard, which include electrical, plumbing, roofing, and heating and air conditioning work. As these renovations are so extensive, it will require a temporary relocation of staff and the equipment. It is noted in the memo, but well worth highlighting here, that the cost of rehabilitating the facility, while significant, is actually less that constructing a new one. General Information May 31, 2013 Page 2  Matt Billingsley, Senior Sales Representative at the Bakersfield Convention and Visitors Bureau, has been elected to the Central Valley Tourism Association’s Executive Board as its Southern Representative. This is the first time anyone from Bakersfield or Kern County has served on CVTA’s Executive Board and will increase our area’s visibility in marketing the Central Valley to visitors. Congratulations Matt! Budget News As a reminder, staff from the Fire and Recreation and Parks Departments, Rabobank and the Convention and Visitors Bureau will provide a detailed overview of their FY 2013-14 proposed operating budgets on June 5th. We will also bring forward for discussion and possible action the budget amendments that have been suggested to date. A public hearing to receive input on the overall Operating and Capital Improvement Budgets will be held later in the meeting. TRIP Traffic Advisories  Coffee Road Motorists are advised to anticipate traffic pattern changes and long-term lane closures on Coffee Road, between Truxtun Avenue and Brimhall Road, from Tuesday, June 4, 2013 through Friday, June 7, 2013, between the hours of 9 p.m. and 6 a.m. to allow the contractor for the Westside Parkway to complete road widening, paving, and other street improvements. On Tuesday night, June 4th, the contractor will reopen the outside traffic lanes of Coffee Road that have been closed for construction. The northbound and southbound inside lanes of Coffee Road will then be closed to allow the contractor to construct a new center median. These inside lanes are expected to remain closed for the next four weeks. Two northbound and southbound lanes will remain open while the needed work is underway. On Wednesday - Friday, June 5 - 7, 2013, alternating northbound and southbound lanes of Coffee Road, between Truxtun Avenue and Brimhall Road, will be closed between the hours of 9 p.m. and 6 a.m. At least one lane in each direction will remain open while work is underway.  Allen Road Lane closures are also planned for Allen Road, between San Juan Avenue and Vermillion Drive, on June 3-7, 2013. Two southbound lanes will be closed between the hours of 8:30 a.m. and 4 p.m. to allow AT&T crews to complete utility work on the Allen Road Bridge. One southbound lane will remain open to traffic. All southbound lanes will reopen in time for the evening commute. Northbound lanes will not be impacted. General Information May 31, 2013 Page 3  Centennial Corridor Temporary lane closures will take effect beginning Monday, June 3, 2013, between the hours of 7 a.m. and 6 p.m. and lasting through the end of the month. Crews will be surveying for underground utilities for the environmental work underway for the Centennial Corridor Project on State Route-58 between Cottonwood Road and State Route-99; State Route-99 between the Ming Avenue Interchange and Wilson Road overcrossing; the southbound State Route-99/ Rosedale Highway off-ramp; and Truxtun Avenue east of Mohawk Street. Most of the work will be performed in the shoulder. Recreational Updates  All public pools open on Monday, June 3rd for general swim. City pools include McMurtrey Aquatic Center, Silver Creek, Martin Luther King, Jr. and Jefferson. Open swim hours are 1:00 to 5:00 p.m. daily, except at Silver Creek, which is 1:00 to 4:00 p.m.  Beginning Friday, May 31st, all City spray parks will be open seven days a week from Noon to 7:00 p.m. through Labor Day weekend, September 2nd. The eight locations include Beale, Saunders, Jastro, Jefferson, MLK, Planz, Wayside and Greystone. Siemon is on schedule to open in early July.  Day Camps at Martin Luther King, Jr. and Silver Creek Community Centers will start on Monday, June 3rd. There are still openings in both Centers, and the price varies by location and the amount of time at the camps.  Several other youth and family activities are scheduled throughout the summer and can be found online at www.bakersfieldparks.us Events Mill House Opening The opening of the Mill House is coming up! Mark your calendars for Thursday, June 20th at 4:30 p.m. This particular day is also a “Third Thursday”, making for a very nice transition from one event to the next. Movies in the Park This year’s schedule is enclosed, and it looks like a great lineup. Bright House Networks is once again the sponsor, and we are very grateful for their involvement. Silver Creek Music Festival These concerts are held every Tuesday and Thursday, from June through August. Bring your blanket or lawn chair and your picnic basket, and enjoy an evening of music free of charge. The first concert is next week, June 4th at 7:00 p.m., and it features the popular band, Mento Buru. Greener, Fire Chief DATE: May 24, 2013 SUBJECT: Fire Station 8 Rehabilitation Project As part of the Fire Department’s ongoing process of identifying deferred maintenance issues at its facilities, the necessity to perform a systemic rehabilitation of Fire Station 8 was noted during FY2012-13. As part of the approved FY 2012-13 CIP Budget, the Fire Department, Public Works, Building Division and local construction firms and contractors have conducted an in-depth analysis of the issue and estimated costs as follows. Located at University Ave and Mt. Vernon Ave, Fire Station 8 is a 4,100 square foot, flat- roofed facility, built in 1949. The systems associated with the facility are original, and the facility is constructed of poured-in-place concrete, including walls and floors. This nature of the facility construction makes accessing some of the noted repair issues much more significant compared to conventional construction used in our newer Fire Stations, and the systems have now aged to the point of concurrent obsolescence. Fire Station 8 requires rehabilitation project funding for the following issues, including but not limited to:  Electrical system – The original wiring does not meet current standards, and the primary circuit breakers can no longer be purchased. Some wiring has burned inside the walls, and has been replaced by surface mounted conduits. The emergency generator is no longer functional or serviceable. This will require complete rehabilitation, including wiring, circuit panels, emergency generator, etc.  Plumbing system – The original plumbing is galvanized pipe, is corroding and clogging, and contains elevated levels of zinc, lead, and iron causing water contamination and discoloration. Water pressure is currently too low to adequately supply the facility, and a booster pump is necessary. Pre and post- meter testing has been completed which clearly indicates pressure and elevated mineral content are in direct correlation with the aged plumbing BAKERSFIELD FIRE DEPARTMENT HEADQUARTERS ● 2101 H STREET ● BAKERSFIELD, CA. 93301 ● 661-326-3911 THIS MEMO IS INTENDED FOR INTERNAL FIRE DEPARTMENT USE ONLY – NOT FOR EXTERNAL DISSMENATION inside the facility, not the water purveyor infrastructure, geographical or topographical issues. This will require complete rehabilitation, including water and sewer lines, drains, and fixtures.  Roof system – The existing roof is flat, does not allow for access to support systems, and has chronic leakage. Much of the perimeter roof overhang is severely rotted, is structurally compromised and in need of removal. This will require complete reconstruction, including all structural members, appropriately sloped to eliminate future water leaks.  Heating and air conditioning system – The current units are antiquated, do not comply with current energy standards, and do not efficiently serve the facility. This will require complete replacement of the system, including vents, ducts, and HVAC units.  Perimeter security and hardscapes – Currently, there is uncontrolled access to the east side driveway and rear of the Fire Station from the adjacent street and alley. There are security concerns stemming from this access, specifically when staff is away from the Fire Station. Under this project, a block wall and remote- access gate will be installed to secure this area.  General area improvements – Including apparatus bay repairs, required Americans with Disabilities Act (ADA) restroom and access improvements, and interior finish replacements due to the demolition necessary to replace the systems noted above. In addition, additional concrete surface repairs to the apparatus driveway are needed.  Temporary personnel relocation – The project requires that personnel relocate to allow for timely progress and access by contractors. This includes an off-site mobile-home type structure for living quarters, a Butler-type storage bay for housing the fire apparatus, and utilities for living and communication necessary for emergency response alarms. Current estimates for the Fire Station 8 Rehabilitation Project range from $1.6 to $1.8 million, with an estimated nine month timeline for start-to-completion. After consultation with the City Manager’s Office, it is understood the City has available one-time Capital Outlay funds in the form of Property Tax Administration Fee refund as a result of a recent California Supreme Court decision to recommend as funding for this project. It should be noted that while substantial, a rehabilitation project is significantly less costly than a complete Fire Station relocation and construction, which would typically cost in the $3.5-$4.5 million range.
