The Secret Witness Program is offering a reward of up to $10,000.00 for information
leading to the arrest and filing of a complaint of Julio Jesus Romero, 21, for the double
homicide and double attempt homicide which occurred on May 26, 2013, in the 3700
block of Columbus Street.
Anyone with information regarding Romero’s whereabouts is urged to contact the
Bakersfield Police Department at (661) 327-7111, Detective Ryan Kroeker at (661) 326-
3546 or Secret Witness line at (661) 322-4040.
The Secret Witness phone line operates 24 hours a day. Secrecy is guaranteed to
those who call. Callers will be asked to select a code name and code number when they
provide information to Secret Witness. Should additional contact with the caller be
necessary, the code name will be published along with a request for the original caller to
establish contact. Once contact is made, the caller will be asked to provide their original
code number for verification purposes. The same steps will be taken to pay a reward to
the caller. Secret Witness is operated under the direction of an independent, voluntary
board of directors representing civic organizations, law enforcement agencies, media
outlets, and corporate sponsors.

The investigation into the double homicide which occurred in the 3700 block of
Columbus Street on May 26, 2013, led to the identification of a suspect.
The Bakersfield Police Department obtained a Ramey Warrant for the arrest of Julio
Jesus Romero, 21, of Bakersfield, pictured in the attached photograph.
On May 28, 2013, at approximately 5:00 p.m., the Bakersfield Police Department’s
S.W.A.T. Team arrived in the 3900 block of Deacon Avenue, in an attempt to find
Romero; however, he was not located.
Romero is considered armed and dangerous.

The investigation revealed there were a total of four victims who sustained gunshot
wounds while attending a party in the 3700 block of Columbus Street. Two of the
victims sustained fatal wounds, while the other two are in critical but stable condition at
local hospitals. The first deceased victim is a 17-year-old male Bakersfield resident
whose name is not being released at this time. The second deceased victim is
identified as 20-year-old Jose Garcia III, of Bakersfield.
The two additional injured victims are identified as 20-year-old Ramon Garza and 20-
year-old Reginald Bailey, both from Bakersfield.

On 5/26/13, at approximately 1:18 AM, Officers of the Bakersfield Police Department
were dispatched to the 3700 block of Columbus St. for a report of gun shots being
heard. Upon arrival, officers were able to confirm four victims of gun shots with
moderate to major injuries. The victims were transported to local hospitals for treatment.
