Good News!
Bids for the State Route 58 Gap Closure were opened this week; and while staff still
needs to check all of the data, the apparent low bid, submitted by Security Paving,
is about $900,000 less than the engineer’s estimate. This is the second favorable bid
we’ve received in the past two weeks, and together the extra funds will enable us
to borrow less on upcoming TRIP projects.
On July 2nd, the Fish and Wildlife Service (FWS) published their final decision and
excluded the City’s 2,800 acre water recharge facility from the designation of
“critical habitat” for the endangered species Buena Vista Lake Shrew. The Shrew, a
small mouse like mammal, has been listed as an endangered species since
2002. FWS had to either designate the City’s land as critical habitat or accept a
management plan that provides protection for the species. Since 2004, the City
Water Resources Department has worked very closely with FWS on a management
plan; and in 2011, the City’s Water Board adopted an enhanced management
plan that was accepted by FWS.
FWS states; “We have worked with the City of Bakersfield over multiple years to
address monitoring and protection of Shrew habitat. We have consequently
concluded that excluding the unit from designation will assist our partnership with
the City of Bakersfield to manage more effectively for the conservation of the shrew
while still accommodating the City’s use of the area as a groundwater recharge
basin.” We believe this decision is a win-win for the City and provides the best
protection for the Shrew.
Miscellaneous News
The Mill House was officially opened this week. It is an impressive structure that is an
actual replica of a mill that once stood in the vicinity. The facility, which is available
for rent, includes such amenities as Wi-Fi, a lovely patio and a working water wheel.
Our thanks go to Meyer Civil Engineering, Inc. for the design, to Brown & Fowler
Construction, Inc. for their expertise, and to our Recreation and Parks staff for their
diligent oversight of this newest amenity to the Mill Creek area.
If you have not already seen it, next Thursday would be a great time to do so. It is
Third Thursday at the park, so you can stop by while you are on site enjoying the
festivities.

The City’s newest spray park opened to an enthusiastic crowd this week at Siemon
Park. The wet play marks the City’s 9th spray park and the first serving northeast
Bakersfield. The spray park was part of the amenities replacement plan approved to
replace the pools at Siemon and Planz Parks. Mayor Hall and Vice Mayor Weir were
on hand to cut the ribbon as part of the grand opening. Pictures of the grand
opening are enclosed.
The cost for an open swimming will be $1.00 less next Wednesday, July 17th. This
means that there will be free admittance to Silver Creek, Jefferson and Martin Luther
King, Jr. Park pools, and McMurtrey will cost only $2.00, instead of $3.00. Open swim
hours are from 1:00 – 5:00 p.m., except at Silver Creek, when the hours are 1:00 –
4:00 p.m.
City Animal Control will be co-hosting a low-cost rabies vaccination and licensing
clinic on Saturday, July 13th from 8:00 - 11:00 a.m. at Virginia Park, located at 2022
Virginia Avenue. Staff will be on hand to provide reduced-cost vaccinations, dog
licenses and free microchips for licensed dogs. The attached press release provides
more information.

The City of Bakersfield Animal Control Division would like to invite the
community to a low cost rabies vaccination/licensing and microchip clinic
for their pets.
On Saturday, July 13th, 2013, from 8:00 a.m. to 11 a.m., the City of
Bakersfield Animal Control Division will be offering low cost rabies
vaccinations and licensing for city residents. City residents will also have
the opportunity to have their pet implanted with a FREE microchip, if their
pet is currently licensed. The clinic will held be at Virginia Avenue Park,
located at 2022 Virginia Avenue.
The microchip program is an effort focused on reducing the number of
animals entering the shelter system. Typically micro chipped pets are not
taken to the shelter; instead they are returned home.

Resurfacing/Reconstructing streets in the following areas:
Grinding & Paving Planz Rd between Wible Rd & Stine Rd
Reconstructing various streets south of White Ln and west of Old River Rd
Preparing streets north of White Ln and west of Akers for reconstruction
Sealing streets in the area west of Union Ave and North of Brundage Ln
Blade sealing various streets in the area between Palm St and Brundage Ln from Oak St to Oleander
Blade sealing various streets in the area between Beale Ave and Baker St from Niles St to Flower St
Miscellaneous Streets Division projects:
Video inspection of City owned Sewer & Storm lines to evaluate condition of pipes
Miscellaneous concrete repairs throughout the city
Building temporary parking lot at north end of Sports Village phase 2 using asphalt grindings
Concrete work in the area north of Flower St and east of Alta Vista in preparation for street
reconstruction / resurfacing (HUD funded area)
Miscellaneous sewer repairs found during video inspection.
Preparing site at Sister City phase B
Concrete work on various streets in the area south of E. California Ave and west of MLK Blvd in
preparation for street reconstruction / resurfacing (HUD funded area)
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the
end of the month.
