Dear Mr. Schrieber:
At your request, we are providing the following letter which provides supplemental information to
our geotechnical engineering report (Project No. 60125053, dated November 2, 2012). Terracon
Consultants, Inc. (Terracon) has completed additional field exploration and laboratory testing
services for the above referenced project.
The objective of our additional services was to provide hydraulic conductivity values of the
subsurface soils near the proposed infiltration basin, pavement recommendations for the
widening of Panama Lane and Ashe Road, and slope stability analysis for the proposed
infiltration basin.
A total of six test borings/pits were advanced at the site on May 1, 2013. Because of soft and
wet soils (from irrigation of the field) site access was limited. Two test borings were drilled to an
approximate depth of 41½ feet below ground surface (bgs) near the proposed infiltration basin.
Four test pits were excavated to an approximate depth of 2 feet bgs within the outline of the
proposed street widening of Ashe Road and Panama Lane. The approximate locations of these
explorations are shown on the attached Boring Location Plan, Exhibit 1. The test borings were
advanced with a truck-mounted CME-55 drill rig utilizing 6-inch diameter hollow-stem auger.
Continuous lithologic logs of the borings were recorded by the field representative during the
drilling operations. At selected intervals, samples of the subsurface materials were taken by
driving ring-barrel samplers. Bulk samples of subsurface materials were also obtained.
Groundwater conditions were evaluated in the borings at the time of site exploration, but
groundwater was not encountered within our borings.

Permeability Testing:
Three Constant-Head Pressure Permeability (ASTM D2434) tests were performed on selected
soil samples. The tested soil samples were collected at depths of 6½ and 16½ feet from boring
Perc-3, and at a depth of 11½ feet from boring Perc-4. The constant head permeability test
results are included in the following table. The rates shown are measured rates and do not
include a factor of safety. The civil designer should incorporate an appropriate factor of safety
into their design.

It is our understanding that the bottom of the proposed infiltration basin will be at a depth
between 11 and 12 feet bgs. sandy silty clay soils extend to an approximate depth ranging
between 10½ and 11½ feet bgs, and are underlain by silty sand and poorly graded sand soils.
In the event the hydraulic conductivity values of the silty sand soils were utilized in the design of
the infiltration basin, Terracon should be notified at the time of the construction of the infiltration
basin to verify that silty sand soils are encountered at the bottom of the basin.
The permeability tests were performed with clear water, whereas the storm water will likely not
be clear, but may contain organics, fines, and grease/oil. The presence of these deleterious
materials will tend to decrease the rate that water percolates from the infiltration systems.
Design of the storm water infiltration systems should account for the presence of these
materials and should incorporate structures/devices to remove these deleterious materials.
We recommend that infiltration testing be performed after the bottom of the basin has been
exposed to verify the design infiltration rates. It should be noted that siltation and vegetation
growth along with other factors may affect the infiltration rates of on-site soils. The actual
infiltration rate may vary from the values reported here.
Pavement Recommendations:
R-value laboratory testing was conducted on near surface soils collected from test pits S-1, S-2,
and S-4. The R-Value of a combined sample consisting of silty sand soils collected from test pits
S-1 and S-2 was found to be 66 and 56 by exudation and expansion pressures, respectively. The

R-Value of a soil sample consisting of silty sand soils collected from test pit S-4 was found to be
60 and 62 by exudation and expansion pressures, respectively.
A maximum design R-value of 50 was used to calculate the asphalt concrete pavement
thickness sections. Subgrade soils beneath pavements should be prepared per our referenced
geotechnical report. The following pavement sections should be considered minimums for the
traffic indices assumed in the sections below.

All pavements should be supported by a minimum of 10 inches of scarified, moisture conditioned, and compacted
subgrade as recommended in the referenced report.
These pavement sections are considered minimal sections based upon the expected traffic and
the existing subgrade conditions. However, they are expected to function with periodic
maintenance and overlays if good drainage is provided and maintained.
Materials and construction of pavements for the project should be in accordance with the
requirements and specifications of the State of California Department of Transportation, or other
approved local governing specifications.
Preventative maintenance should be planned and provided for through an on-going pavement
management program in order to enhance future pavement performance. This consists of both
localized maintenance (e.g. crack sealing and patching) and global maintenance (e.g. surface
sealing). Preventative maintenance is usually the first priority when implementing a planned
pavement maintenance program and provides the highest return on investment for pavements.
Base course aggregate or pavement materials should not be placed when the surface is wet or
unstable. Surface drainage should be provided away from the edge of paved areas to minimize
lateral moisture transmission into the subgrade.
Slope Stability:
Based on a drawing provided by CTA, we understand the proposed detention pond will have
permanent slopes with an inclination of 2H:1V (Horizontal:Vertical). The proposed 2H:1V
slopes will be approximately 11.8 feet in height. Slope stability evaluations were performed on
