B. Nepotism Waiver Request from Detective Nicole Shihrer and
Detective Nathan Anderberg
Maria Mcjica submitted a nepotism waiver request from Detective Nicole
Shihrer and Detective Nathan Anderberg. The nepotism ruling report
was reviewed and recommended by Assistant Chief Lyle Martin.
Mr. Strong made a motion to approve the nepotism waiver, seconded by
Mr. Vetter. The motion was carried unanimously.
C. Certification of Police Trainee Eligibility List, Examination #00862
(Open)
Shayla Woods - Collins submitted an eligibility list of thirty seven
candidates for certification with nine ties. Human Resources thanked the
police training staff for their professional assistance with the recruitment
process and throughout the examination.
Anthony Gonzales thanked the Commissioners for holding the special
meeting to certify the Police Trainee Eligibility List.
Mr. Strong made a motion to certify the Police Trainee Eligibility List,
Examination #00862, seconded by Mr. Vetter. The motion was carried
unanimously.
D. Nepotism Waiver Request for Police Trainee Candidate(s)
Shayla Woods - Collins submitted a nepotism waiver requests for Police
Trainee Candidates Miguel Contreras, Heather Cox, Aldair Duenas,
Breanna Foley, Kaitlynn Lerma, Christina Perkins and Mark
Samonte. Nepotism Ruling Reports were reviewed and recommended
by Assistant Chief Lyle Martin.
Mr. Vetter made a motion to approve the nepotism waiver requests for
the seven police trainee candidates, seconded by Mr. Strong. The
motion was carried unanimously.
E. Certification of Police Lieutenant Eligibility List, Examination
#00869 (Promotional)

Caryn Claiborne submitted an eligibility list of six candidates to the
Commission for certification. Human Resources thanked the police
department staff for their assistance throughout the recruitment.
Mr. Vetter made a motion to certify the Police Lieutenant Eligibility List,
Examination #00869, seconded by Mr. Strong. The motion was carried
unanimously.
Promotional Exams (Sworn Personnel)
Per the request of the Commission, Human Resources Manager Christi
Tenter gave an overview presentation of the promotional examination
process including the notification of exam results and the numeric
scoring of the oral examination. Tenter advised the Commission that a
committee was formed and a series of meetings were held. The
committee consisted of Assistant Chief Lyle Martin, Detective Todd
Dickson, HR Manager Christi Tenter, HR Supervisor Anthony Gonzales,
Officer Ramon Chavez and Detective Jeff Watts.
In the meeting process, administrative opportunities were identified by
the committee to be put in place immediately which will help to build
transparency and eliminate some of the subjectivity that is perceived by
sworn personnel applicants participating in promotional examinations.
For future examinations, applicants will receive notification after each
exam segment which will include their score from that exam
segment. Applicants completing the oral examination will receive their
oral examination score and their overall total cumulative score which is
the weighted oral and written score. The committee recommends at the
certification of an eligible list that the range of scores for those placed on
the eligible list be announced to the Commission. Since the next
promotional recruitment is not anticipated for several months, the
committee will have time to implement the new procedures.
Tenter explained POST has a comprehensive guide with
recommendations on how oral appraisal exams should be processed
which was used as a reference point. POST recommends assessing
candidates in several key factors or rating dimensions such as
communication skills, technical skills, leadership, problem solving, etc.
Interview questions will be developed to assess and score candidates in
each rating dimension. In the last sergeant's promotional examination,
individual ratings or scoring were not provided by dimension. In the
future, raters will score by dimension and this will allow the chief or
designee to provide feedback to the applicant per request.
The committee proposes to rate by dimension and to streamline and
clearly define the rating scale. The dimensions will vary depending on

the job title and the raters will not know what the actual weight assigned
for each dimension.
In addition, Tenter expressed that meaningful comments will continue to
be encouraged by the rater on the rating forms for below or above
ratings so it can be clearly noted so it can be communicated back if
feedback is sought.
Anthony Gonzales advised as part of the new training process for the
raters the raters will be encouraged to make comments on each
dimension so feedback can be provided.
Tenter advised the committee proposes an appropriate rater training
program to eliminate drastic differences in scoring and to be informed of
what the organization is looking for.
The committee will make initial changes and will assess the feedback
and will have ongoing committee meetings. The committee was in
agreement with the report with room for further discussion.
Mr. Vetter asked about the selection of the oral board raters. Richard
Iger explained when the announcement is made the Commission may
make a recommendation however; the Commission should not
recommend a particular person due to the appeal process. The
Commission may recommend appointing a certain position such as an
outside sergeant, but not a specific person.
Mr. Anderson asked the Commissioners if they had any additional
comments or needed further explanation of the oral board panels. There
were no further requests.
Tenter advised the notification process providing the score will be
immediate effective at the next recruitment process. The addition of the
ratings of the candidates on the eligible list will commence with the next
examination process. The committee will reconvene in January 2016
and develop a training process. The committee anticipates providing a
draft in January and concluding the process by late February or early
March. The committee will then meet quarterly, if necessary, for any
discussion items.
Mr. Vetter expressed his appreciation to everyone involved in this process.
Mr. Anderson also expressed his appreciation for the time and effort that
went into this report and presentation. He also mentioned his concerns
in the perception and fairness of the promotional examination process

VI. COMMISSIONER COMMENTS
Mr. Strong stated he was very impressed with the committee and the presentation.
Mr. Anderson advised this was his last meeting as chairman and thanked everyone
for all the support and help throughout the year. Mr. Anderson advised he was
reappointed for another three year term and looks forward to serving on the
commission.
