HomeMy WebLinkAboutAttachment 1 to 24th Street Improvement Project_051116_Final24th Street Improvement Project FEIR/EA Volume 3 • SP-1 Attachment No. 1 to 24th Street Improvement Project Final Environmental Impact Report Volume 3, May 2016 Issued: May 11, 2016 This Attachment to the 24th Street Final EIR provides information that was inadvertently omitted from Volume 3 of the Final EIR of May 2016, and provides corrections to the text of the Final EIR, Volume 3. This additional information includes portions of four comment letters and an Errata Sheet. 1.0. Supplemental Information from Comment Letters 1.1 Judith Harniman (GP-215). On February 25, 2015, Judith Harniman submitted a supplement to her previously submitted comment via email. Her supplemental comment was inadvertently omitted from the 24th Street Final EIR, May 2016, that was circulated on May 6, 2016. The supplemental comment, designated as GP-215-25 to follow prior comments from Ms. Harniman, is attached hereto along with a response. 1.2 Julian Quattlebaum (GP-229). The Final EIR did not include copies of two scientific research publications concerning glyphosate (an active ingredient in Roundup herbicide) that were mentioned in Mr. Quattlebaum’s comment letter. The 2-page International Agency for Research on Cancer Monographs Volume 112: evaluation of five organophosphate insecticides and herbicides has been reprinted herein. The full text of the second publication entitled Glyphosate’s Suppression of Cytochrome P450 Enzymes and Amino Acid Biosynthesis by the Gut Microbiome: Pathways to Modern Diseases, published in 2013 by Anthony Samsel and Stephanie Seneff, is available at http://www.mdpi.com/1099-4300/15/4/1416/htm 1.3 Nick Ortiz (GP-256). Mr. Nick Ortiz of the Greater Bakersfield Chamber of Commerce submitted a comment, which was responded to in the 24th Street Final EIR, May 2016. However, only the cover page of the correspondence was included in the 24th Street Final EIR. The substance of the comment was inadvertently omitted but is included herein 1.4 Bernadette Root (GP-261). The email message from Bernadette Root transmitting the comments from The Families of Cedar Street was inadvertently omitted. This email message, which has no substantive comment, is included herein. 2.0. Errata Sheet The Errata Sheet included as Appendix A of Volume 3 of the March 2016 Final EIR is revised to include two additional entries as follows: 1. Page 69 (Final EIR Volume 3 Chapter 3): Second paragraph, Line 5 should be corrected as follows “….at the interchange of Oak Olive Drive with State Route 99.” 2. Page 165 (Final EIR Volume 3 Appendix C - Responses to Comments on R-DEIR) Table 3, Item 36, GP-237, should be corrected as follows: Bob, Wayne, Kelley, Lisa, Bill, Anna Bellue Bob and Nancy Bellue, Chris and Kristen Bellue, Kelly and Lisa Bellue, Bill and Anna Bellue Bruce. Supplement No. 1 24th Street Improvement Project FEIR/EA Volume 3 • SP-2 Supplement No. 1 24th Street Improvement Project FEIR/EA Volume 3 • SP-3 Response to Comment Letter GP-215 Comment Code Response GP-215-25 The commenter expresses concerns about the safety of the proposed project, and requests justification for approval of the project. The proposed project has not yet been approved. Project approval or disapproval would follow the certification of the FEIR; certification of the FEIR has not yet been considered by the City. Traffic safety is addressed in the 2013 FEIR/2012 DEIR; this issue is not addressed in the R-DEIR, and is therefore out of scope. Please see Master Response No. 16 – Issues Out of Scope of the R-DEIR (Traffic Study). However, the City had responded to comments made by Judith Harniman during the circulation of the Draft EIR/EA, 2012 as can be found in V2, Response to Comment Letter GP-179.
