Mr. Vetter made a motion to approve the minutes of the special meeting of
06/01/16; seconded by Mr. Anderson. The motion was carried unanimously.

B. Process Review Committee Update — Promotional Exams (sworn
personnel)
Anthony Gonzales provided an update from the Process Review
Committee. The committee consisted of HR Supervisor Anthony
Gonzales, Assistant Chief Lyle Martin, Officer Ramon Chavez and
Officer Alex Patino.
On December 16, 2015, HR Manager Christi Tenter gave an overview
presentation of the promotional examination process including
notification of exam results and scoring of oral interview exams. Tenter
advised the Commission that a committee was formed and a series of
meetings were held. (The committee consisted of HR Manager Christi
Tenter, HR Supervisor Anthony Gonzales, Assistant Chief Lyle Martin,
Officer Ramon Chavez and former Detective Todd Dickson.)
The committee identified administrative opportunities to build
transparency and eliminate subjectivity that is perceived by sworn
personnel applicants participating in the promotional examinations.
POST has a comprehensive guide with recommendations on how oral
appraisal exams should be processed which the committee used as a
reference point.
POST recommends assessing candidates in several key factors or rating
dimensions such as communication skills, technical skills, leadership,
problem solving, etc.
A listing of rating dimensions will be included in the job bulletin so
candidates can prepare for the interview process.
Interview questions will be developed to assess and score candidates in
each rating dimension. For each interview question, Assistant Chief
Martin will provide acceptable responses which will assist the raters in
evaluating and scoring the candidates.
Raters will be instructed and encouraged to provide meaningful
comments for each rating dimension. This process will allow the Chief or
his designee to provide feedback to the applicants if they request
feedback to improve in the next examination process.
Applicants completing the oral examination will receive their oral
examination score and their overall total cumulative score which is the
weighted oral and written score.

When an eligible list is certified by the Commission, the range of scores
for those placed on the eligible list will be announced to the commission.
Officers Ramon Chavez and Alex Patino have reviewed and support the
proposed process.
Anthony Gonzales stated the rating sheet for each promotional
examination will have several different rating dimensions and the raters
will be required to score each dimension and provide comments based
on the candidates responses. The rater's comments will remain
anonymous. After the examination process the candidate can request
feedback from the Chief or Assistant Chief for the next process.
Assistant Chief Martin added there will be a pool of raters who will
receive internal training for the oral panels. Oral raters will be selected
based on availability. The Assistant Chief will also meet and brief the
oral panel on the day of the oral appraisal interview.
Anthony Gonzales added if there are outside raters their training will be
part of the briefing since they will generally be from out of town.
Request to Open Recruitment for Police Sergeant, Examination
#00917
Maria Mojica requested to open recruitment for Police Sergeant. Mojica
advised the exam process will remain the same. There have not been
any changes to the study material. If approved, the recruitment will open
on July 10 and will close on July 28t ". The written exam will be held on
Au�qust 12th. The oral appraisal exam is scheduled for August 25th and
26'q. The top 25 passing written scores will be allowed to participate in
the oral appraisal exam. As stated earlier in agenda item B; the
language in the Oral Appraisal Exam section now includes a listing of the
rating dimensions which will be included on the oral appraisal rating
sheet. The eligibility list will consist of the top ten overall scores. The
eligible list will be certified on September 7, 2016.
Mr. Vetter asked if the new process was going to be implemented in the
Sergeant recruitment. Assistant Chief Martin advised the new process
will be implemented for this recruitment.
After a brief discussion, Chairman Mike Strong requested to reopen
Agenda Item B.
Mr. Strong made a motion to approve the Process Review Committee
Update for Promotional Examination for sworn personnel presented to
the Police Commission on July 13, 2016,

Mr. Anderson requested to amend the motion that items 1 — 10 of the
presentation will be utilized in the police sergeant recruitment
examination #00917; seconded by Mr. Vetter. The motion was carried
unanimously.
Richard Iger requested to reopen Agenda Item C:
Mr. Anderson made a motion to approve to open recruitment for Police
Sergeant, Examination #00917, seconded by Mr. Vetter. The motion
was carried unanimously.
D. Request for Approval to Open Recruitment for Detective,
Examination #00916 (Promotional)
Mr. Vetter made a motion to approve to open recruitment for Detective,
seconded by Mr. Anderson. The motion was carried unanimously.
E. Nepotism waiver Request from Police Officer Joshua Deutinger and
Police Service Technician Mary Peevy
Shayla Woods - Collins advised a nepotism waiver request was received
from Police Officer Joshua Deutinger and Police Service Technician
Mary Peevy. The request was reviewed and recommended by Assistant
Chief Martin.
Mr. Vetter made a motion to approve the nepotism waiver request;
seconded by Mr. Anderson. The motion was carried unanimously.
VI. COMMISSIONER COMMENTS
Mr. Vetter emphasized he was pleased with the procedure to implement the new
process for promotional exams for sworn personnel. Mr. Vetter complemented
everyone involved in the process and expressed his appreciation for their effort and
is pleased with the results.
The comment was seconded by Mr. Anderson and Mr. Strong.
