Adjournment Staff recommends motion to adjourn meeting POLICE CIVIL SERVICE COMMISSION SPECIAL MEETING EXECUTIVE CONFERENCE ROOM, POLICE DEPARTMENT October 12, 2016 8:00 a.m. CALL TO ORDER The meeting was called to order by Chairman, Mike Strong at 8:00 a.m. II. PUBLIC SATATEMENTS None. IV. APPROVAL OF MINUTES Page 1 of 4 Mr. Anderson made a motion to approve the minutes of the regular meeting of 09/07/16; seconded by Mr. Vetter. The motion was carried unanimously. V. NEW BUSINESS A. Review of Special Orders No comments. B. Certification of Clerk Typist Examination, Eligibility List #00918 Isabel Farmer submitted an eligibility list of (15) candidates to the Commission for certification. Human Resources thanked the Police Training staff for their assistance and professionalism throughout the recruitment process and the oral interview raters. Mr. Vetter made a motion to certify the Clerk Typist Eligibility List, Examination #00918; seconded by Mr. Anderson. The motion was carried unanimously. C. Nepotism Waiver Request for Clerk Typist Candidates Isabel Farmer submitted three nepotism waiver requests for Clerk Typist Candidates Megan Cegielski, Melissa Chavaria and Ashleigh Perez. The nepotism ruling reports were reviewed and recommended by Assistant Chief Lyle Martin. Mr. Anderson made a motion to approve the nepotism waiver requests for Megan Cegielski, Melissa Chavaria and Ashleigh Perez, seconded by Mr. Vetter. The motion was carried unanimously. D. Police Trainee Recruitment, Examination #00913 Isabel Farmer submitted the Police Trainee job bulletin to the Commission for review and approval. If approved, the bulletin will be posted on October 13, 2016, with a deadline of November 3, 2016. The written examination is tentatively scheduled for November 21, 2016. Changes were made to the written examination. The changes are noted on the bulletin which reads if you have already taken the POST Entry- Level Law Enforcement Test Battery Pellet B exam administered on September 1, 2015 or later by the City of Bakersfield or with another agency or academy and achieved a T Score of 48 or higher, you are not required to take the examination on November 21, 2016. Refer to Page 2 of 4 supplemental questionnaire #8 for information regarding the required document. The first Pellet B test was proctored on Sept 28, 2015. The Commission was advised that the City would be implementing continuous testing using the Pellet B exam which would allow interested candidates the ability to obtain the required score of 48 in anticipation for any upcoming police recruitments. Since September, the City has proctored a total of five tests; with a total of 287 candidates achieving a T -Score of 48 or higher. The September 1'' date was chosen to encompass the candidates who took the initial Pellet B test and those who subsequently took any other tests offered after that date and who have achieved the T- Score of 48 or higher. In implementing this change it would allow for those candidates who already achieved the score of 48 or higher to simply attach their score rather than having to take the test. For those who have not taken the test or who have not achieved the score of 48 they will be allowed to take the test on November 21, 2016. Human Resources had several meetings with police staff and they are recommending the T- Scores be accepted for this time period. The physical agility is tentatively scheduled for December 20, 2016. The oral examinations are tentatively scheduled for January 17th thru 23rtl, 2017. The list will be certified on February 1, 2017. Mr. Vetter made a motion to open recruitment for Police Trainee, Examination #00913; seconded by Mr. Anderson. The motion was carried unanimously. E. Police Chief Recruitment Lisa McGranahan provided a memo summarizing the promotional recruitment process for the position of Police Chief since 1999. Human Resources recommended that the recruitment process continue to remain the same. Richard Iger stated that a Special Police Civil Service Board meeting was held at the conclusion of the last Police Chief oral appraisal interviews to allow the Police Civil Service Board to debrief with the oral appraisal interview board including the City Manager in closed session. The meeting then went into open session and the Police Chief Eligible List was certified by the Police Civil Service Board. Iger also added that the City Attorney will attend the closed session. Page 3 of 4 Maria Mojica advised if approved, Human Resources will open recruitment on October 13, 2016, with the filing deadline of October 271^. The oral appraisal exam dates are tentatively scheduled for November 16, 17 or 18, 2016, to give more flexibility of availability to the raters. Mr. Anderson made a motion to open recruitment for Police Chief, Examination #00936; seconded by Mr. Vetter. The motion was carried unanimously. VI. COMMISSIONER COMMENTS Mr. Anderson asked the date of the filing deadline and oral interviews for the police chief recruitment. He was advised the filing deadline is October 27th and the tentative dates for the oral interviews are November 16`" —18'". Mr. Vetter asked when Chief Williamson plans to retire and was advised the tentative date is the end of December. Mr. Vetter asked if the vacancy will be filled immediately and was advised it will be filled immediately. According to the charter the position must be filled within 40 days. A special meeting will be held to certify the Police Chief Eligibility List. VII. ADJOURNMENT There being no further business, the meeting was adjourned at 8:18 a.m. Page 4 of 4
