Mr. Anderson made a motion for approval of minutes of December 7t° and to defer
the approval of January 12r" minutes until the next meeting when Mr. Payne is
present. Mr. Vetter seconded the motion and agreed the minutes of January 12'"
will be placed on next month's meeting agenda along with the minutes of the current
meeting.

B. Certification of Police Trainee Eligibility List, Examination #00913
Isabel Farmer submitted Police Trainee Eligibility List, Examination #00913,
to the Commission for review and approval for certification. She advised
there were 57 candidates and ten ties on the eligibility list. Mr. Anderson
made a motion to approve Police Trainee Eligibility List, Examination #00913;
the motion seconded by Mr. Vetter and carried.
C. Nepotism Waiver Request(s) for Police Trainee Candidate(s)
Isabel Farmer submitted six Nepotism Waiver Requests for Police Trainee
candidates to the Commission for review and approval. She advised the
Nepotism Waiver Requests were for Nickolas Brackett, Marlys Corral, Kolby
Davenport, Breanna Foley, Brent Moore and Joshua Sanchez. She said the
Nepotism Waiver Requests were reviewed and approved by Assistant Chief
Evan Demestihas. Mr. Anderson made motion for approval of the Nepotism
Waiver Requests for Police Trainee candidates; the motion was seconded by
Mr. Vetter and carried.
D. Certification of Police Lieutenant Eligibility List, Examination #00952
Isabel Farmer submitted Police Lieutenant Eligibility List, Examination
#00952, to the Commission for review and approval for certification. She
advised there were eleven candidates with one tie on the list. Mr. Anderson
made a motion to approve Police Lieutenant Eligibility List, Examination
#00952; the motion was seconded by Mr. Vetter and carried.
Mr. Vetter asked how many openings there were. Chief Martin advised one
opening was created when a lieutenant was promoted to the second Chief of
Police position.
E. Nepotism Waiver Request(s) for Police Lieutenant Candidate(s)
Isabel Farmer submitted Nepotism Waiver Requests for Police Lieutenant
Candidates Jeffrey Burdick and Kevin Fidler to the Commission for review
and approval. She advised the Nepotism Waiver Requests were reviewed
and approved by Assistant Chief Evan Demestihas. Mr. Anderson made
motion for approval of the Nepotism Waiver Requests Jeffrey Burdick and
Kevin Fidler; the motion was seconded by Mr. Vetter and carried.
Certification of Police Captain Eligibility List, Examination #00953
Shayla Woods - Collins submitted Police Captain Eligibility List, Examination
#00953, to the Commission for review and approval for certification. She
advised that there were five candidates on the list. On behalf of Human
Resources, she thanked Chief Lyle Martin for assisting with the examination.
Mr. Anderson asked how many openings there were for Captain. Chief
Martin advised one opening will be created upon Captain McDonald's
retirement on Friday, February 101" and Captain Clayton submitted paperwork
for retirement on May 2 ntl, which would create a second opening.
Mr. Anderson made a motion to approve Police Captain Eligibility List,
Examination #00953; the motion was seconded by Mr. Vetter and carried.
G. Nepotism Waiver Request(s) for Police Captain Candidate(s)
Shayla Woods - Collins submitted Nepotism Waiver Requests for Police
Captain Candidates Jeremy Grimes and Jason Matson to the Commission for
review and approval. She advised the Nepotism Waiver Requests were
reviewed and approved by Assistant Chief Evan Demestihas. Mr. Anderson
made motion for approval of the Nepotism Waiver Requests for Jeremy
Grimes and Jason Matson; the motion was seconded by Mr. Vetter and
carried.
VI. Commissioner Comments
Mr. Anderson expressed congratulations to everyone who has received a promotion
or on line to re a promotion. He also thanked HR for their work on all of the exams
they have been working on lately. Mr. Vetter also agreed with Mr. Anderson and
said he was very proud of the Department.

Richard Iger proposed that approval of minutes be placed on the next agenda along
with the minutes of the current meeting since there was not a quorum for approval.
Mr. Vetter agreed it would be deferred to the next meeting.

Mr. Payne made a motion to nominate Mr. Vetter as Chairman. Mr. Vetter
seconded the motion.
Mr. Payne made a motion to nominate Mr. Anderson as Secretary. Mr. Vetter
seconded the motion.
Mr. Vetter introduced and welcomed new Police Commissioner Mike Payne,
who is a retired Captain of the Bakersfield Police Department
B. Review of Special Orders:

Caryn Claiborne submitted an eligibility list of seven candidates to the
Commission for certification. Human Resources thanked the Police
Training Staff for their assistance throughout the recruitment process.
Mr. Vetter congratulated all of the candidates for their participation. Mr.
Payne made a motion to certify the Assistant Chief of Police Eligibility
List, Examination #00951; seconded by Mr. Vetter. The motion was
carried unanimously.
D. Nepotism Waiver Request(s) for Assistant Chief of Police Candidate(s)
Caryn Claiborne submitted one nepotism waiver request for Assistant
Chief of Police candidate Jason Matson. The nepotism waiver report was
reviewed and recommended by Chief Lyle Martin.
Mr. Payne made a motion to approve the nepotism waiver request for
Jason Matson; seconded by Mr. Vetter. The motion was carried
unanimously.
E. Request from Kettle Roesler to be reinstated as Police Dispatcher II
Caryn Claiborne advised Kettle Roesler requested to be reinstated as
Police Dispatcher II and her request was reviewed and approved by
Captain Scott McDonald. Mr. Payne made a motion to approve the
reinstatement request for Kellie Roesler; seconded by Mr. Vetter. The
motion was carried unanimously.
VI. Commissioner Comments
Mr. Vetter expressed his gratitude and congratulations to both Chief Lyle Martin and
Commissioner Mike Payne.
