Adjournment Staff n; commends motion to adjourn meeting POLICE CIVIL SERVICE COMMISSION REGULAR MEETING EXECUTIVE CONFERENCE ROOM POLICE DEPARTMENT fo Minutes April 5, 2017 8:00 a.m. Call to Order The meeting was called to order by Chairman, Ken Vetter at 8:02 a.m. II. Roll Call Commissioners Present: Ken Vetter, Chairman Steve Anderson, Secretary Administrative Staff Present: Evan Demestihas, Assistant Chief of Police Greg Terry, Assistant Chief of Police Brian Clayton, Captain Jeremy Grimes, Lieutenant Uriel Pacheco, Sergeant Richard Iger, Deputy City Attorney Viddiana Gallardo -King, Associate City Attorney Maria Mojica, Human Resources Analyst Shayla Woods - Collins, Human Resources Analyst Isabell Farmer, Human Resources Analyst Paula Kitchen, Secretary Public Present: Frances Berisha, Cal State Bakersfield Student Norma Berisha, Cal State Bakersfield Student Darlene LyBurtus, Bakersfield College Student Eric Colsche, Bakersfield College Student Gavin Holzworth, Bakersfield College Student Andrea Stepp, Bakersfield College Student Dustin True, Bakersfield College Student Halley Milburn, Bakersfield College Student III. Public Statements None. V Gi IV. Approval of Minutes Mr. Anderson made a motion to approve the minutes of March 1 ", 2017. The motion was seconded and carried by Mr. Vetter. V. New Business A. Review of Special Orders No comments. B. Certification of Secretary - Police Eligibility List, Examination #00973 Shayla Woods - Collins submitted Secretary - Police Eligibility List, Examination #00973, to the Commission for review and approval for certification. She advised there were 6 candidates with two ties on the eligibility list, for number one and for number two. Mr. Anderson made a motion to approve Secretary- Police Eligibility List, Examination #00973; the motion seconded by Mr. Vetter and carried. Shayla thanked staff of the Police Department with their assistance during the promotional testing process for Secretary. C. Nepotism Waiver Request(s) for Secretary - Police Candidate(s) Shayla Woods - Collins submitted one Nepotism Waiver Request for Secretary- Police candidate Brenda De La Garza to the Commission for review and approval. She advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief Evan Demestihas. Mr. Anderson made a motion for approval of the Nepotism Waiver Request for Secretary - Police candidate Brenda De La Garza; the motion was seconded by Mr. Vetter and carried. D. Certification of Police Dispatcher Eligibility List, Examination #00974 Isabel Farmer submitted Police Dispatcher Eligibility List, Examination #00974, to the Commission for review and approval for certification. She advised there were 18 candidates on the eligibility list with two ties, for number one and number fifteen. She advised there were three vacancies. Isabel thanked staff of the Police Department with their assistance throughout the recruitment / testing process and the oral interview ratings; she said their time, expertise and professionalism was greatly appreciated. Mr. Anderson made a motion to approve Police Dispatcher Eligibility List, Examination #00974; the motion seconded by Mr. Vetter and carried. E. Nepotism Waiver Request(s) for Police Dispatcher Candidate(s) Isabel Fanner submitted two Nepotism Waiver Requests for Police Dispatcher candidates, Rudy Soto and Kimberly Vines, to the Commission for review and approval. She advised the Nepotism Waiver Requests were reviewed and approved by Assistant Chief Evan Demestihas. Mr. Anderson made a motion for approval of the Nepotism Waiver Request for Police Dispatcher candidates Rudy Soto and Kimberly Vines; the motion was seconded by Mr. Vetter and carried. F. Appointment of Hearing Officer and Dates for Personnel Appeal Hearing Richard Iger advised there was not a date yet for the Appeal Hearing; however, he suggested a motion be made to select a Hearing Officer at this meeting and to give authority to himself and Secretary Paula Kitchen to schedule the Hearing at a time that is mutually convenient for everybody, to avoid waiting for the next Civil Service meeting to do so. He advised that Oliver Robinson has been the Hearing Officer in the past; he is easy to schedule and work with. At Richard Iger's suggestion, Mr. Anderson made a motion to appoint Oliver Robinson as Hearing Officer and to set the date at a time that is mutually convenient for everybody; the motion was seconded by Mr. Vetter and carried. VI. Commissioner Comments Mr. Vetter welcomed students from Cal State Bakersfield and Bakersfield College. He thanked them for their attendance. VII. Adjournment There being no further business, the meeting was adjourned at 8:08 a.m.
