Adjournment Staff recommends motion to adjourn meeting POLICE CIVIL SERVICE COMMISSION REGULAR MEETING EXECUTIVE CONFERENCE ROOM POLICE DEPARTMENT fo Minutes May 3, 2017 8:00 a.m. Call to Order The meeting was called to order by Chairman, Ken Vetter at 8:00 a.m. II. Roll Call Commissioners Present: Ken Vetter, Chairman Steve Anderson, Secretary Mike Payne, Board Member Administrative Staff Present: Lyle Martin, Chief of Police Evan Demestihas, Assistant Chief of Police Greg Terry, Assistant Chief of Police Rene Chow, Captain Jeremy Grimes, Lieutenant Joe Dougherty, Lieutenant Mike Hale, Lieutenant Brent Stratton, Lieutenant Richard Iger, Deputy City Attorney Viridiana Gallardo -King, Associate City Attorney Lisa McGranahan, Human Resources Manager Anthony Gonzales, Human Resources Supervisor Maria Mojica, Human Resources Analyst Caryn Claiborne, Human Resources Analyst Shayla Woods - Collins, Human Resources Analyst Isabell Farmer, Human Resources Analyst Adriana Pena, Human Resources Clerk Paula Kitchen, Secretary Public Present: Kristin Price, Channel 17 News 111. Public Statements None. IV. Approval of Minutes Mr. Anderson made a motion to approve the minutes of April 5, 2017. The motion was seconded and carried by Mr. Vetter. V. New Business A. Review of Special Orders No comments. B. Certification of Detective Eligibility List, Examination #00971 Isabel Farmer submitted Detective Eligibility List, Examination #00971, to the Commission for review and approval for certification. She advised there were 12 candidates with ties on the eligibility list for number three and number eight. Isabel thanked staff of the Police Department with their assistance during the promotional testing process for Detective. She said their time, expertise and professionalism were greatly appreciated. Isabel advised Mr. Vetter there were two openings for Detective. Mr. Payne made a motion to approve Detective Eligibility List, Examination #00971; the motion seconded by Mr. Anderson and carried unanimously. C. Nepotism Waiver Request(s) for Detective Candidate(s) Isabel Farmer submitted four Nepotism Waiver Requests to the Commission for review and approval for Detective candidates Peter Beagley, Karl Martin, Ryan McWilliams and Craig Trefz. She advised the Nepotism Waiver Requests were reviewed and approved by Assistant Chief Evan Demestihas. Mr. Anderson made a motion for approval of the Nepotism Waiver Requests for Detective candidates Peter Beagley, Karl Martin, Ryan McWilliams and Craig Trefz; the motion was seconded by Mr. Vetter and carried. D. Certification of Senior Police Officer Eligibility List, Examination #00947 Isabel Farmer submitted Senior Police Officer Eligibility List, Examination #00947, to the Commission for review and approval for certification. She advised there were eleven candidates on the eligibility list with a tie for number nine. Mr. Anderson made a motion to approve Senior Police Officer Eligibility List, Examination #00947; the motion seconded by Mr. Payne and carried unanimously. E. Nepotism Waiver Request(s) for Senior Police Officer Candidate(s) Isabel Farmer submitted two Nepotism Waiver Requests to the Commission for review and approval for Senior Police Officer candidates Kraig Guinn and Alejandro Patino. She advised the Nepotism Waiver Requests were reviewed and approved by Assistant Chief Evan Demestihas. Mr. Payne made a motion for approval of the Nepotism Waiver Request for Senior Police Officer Candidates Kraig Guinn and Alejandro Patino; the motion was seconded by Mr. Anderson and carried. F. Job Specification Revision — Senior Police Officer #41270 Anthony Gonzales advised he has been working with Assistant Chief Evan Demestihas on a revision of the Job Specification for Senior Police Officer #41270. The Essential Duties section had verbiage added regarding assisting Sergeants with administrative duties, portraying positive professional image and assisting Sergeants with mentoring and evaluating work of officers. The Distinguishing Characteristics section had verbiage added explaining the difference between a supervisor and a lead position. The Minimum Qualifications, Ability To section had additional verbiage added regarding ability to plan, assign, direct, review and evaluate work of assigned personnel and to work without continuous supervision, etc. Basic and Temporary Police Officer verbiage was removed. Assistant Chief Demestihas explained that these revisions were made to distinguish the Senior Police Officer as a leadership development position. He said the new language helps differentiate the duties of Police Officer, Senior Police Officer and Sergeant's positions. Mr. Anderson made a motion to approve the revised Job Specification for Senior Police Officer #41270; the motion seconded by Mr. Payne and carried. VI. Commissioner Comments Mr. Anderson requested confirmation of the Appeal's Hearing date in July. Richard Iger confirmed the week long hearing will be held starting Monday July 24". Hearing hours will be from 3 to 6 pm, Monday through Friday. All three Commissioners and Mr. Iger expressed their willingness continue work past 6 pm in an effort to conclude the hearing a day early, if it is found to be mutually agreeable to the other parties involved. The hearing will take place at City Hall North in Conference Room A. VII. Adjournment There being no further business, the meeting was adjourned at 8:19 a.m.
