NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements
that will encourage comments pertaining to the Closed Session matters only. The Council will
recess into Closed Session. Upon conclusion of the Closed Session, any Closed Session
action will be announced prior to adjournment of the meeting. At 5:15 p.m., the Regular
Meeting will be called to order to address the remainder of the agenda items.

There will be a conference with legal counsel regarding one item of existing litigation and
one item of pending litigation.

CONSENT CALENDAR
Resolutions
Item 8j. Community Development Block Grant and HOME Investment Partnership
Programs. On May 23, 2017, the White House released its proposed budget for the federal
fiscal year beginning October 1, 2017. Included in the proposal was the elimination of the
Community Development Block Grant and HOME Investment Partnership Programs. These
programs provide the City with $4.3 million annually for projects, programs and services that
benefit low and moderate - income residents of the City. Elimination of these programs and
the related funding will greatly affect a large segment of the City's population. Impacts will
include the Bakersfield Senior Center and fair housing services, as well as park projects and
basic infrastructure in eligible areas. At the request of Council, staff has prepared a resolution
in opposition to the elimination of these programs. Staff is requesting the approval of the
resolution, which will be sent to various federal representatives.
Agreements
Item 8w. Freeway Litter Cleanup Program. The City contracts with the Bakersfield Homeless
Center (BHC) to remove litter from highways and other areas of the City. The contract with
the BHC is paid for by contributions from Caltrans, Kern Council of Governments, private
donations and City Departments. The program has been a success, where BHC clients are
reentering the workforce while at the same time beautifying the City. This item amends the
agreement with the BHC to account for the continuation of the program in FY 2017 -18. In
addition, the second item secures $150,000 in funding from Kern COG for the program in FY
2017 -18. Staff is requesting approval of both items to allow for the continuation of the
program after July 10.

Miscellaneous
Item 8aj. July 4th Fireworks Show. Each year the City hosts a free community -wide fireworks
show at the Park at River Walk. The show is very popular, with over 12,000 people attending
the celebration. Over the past several years, it has been difficult to obtain the necessary
sponsorships to pay for the event. Once again this year, multiple organizations have stepped
up and provided sponsorship funds, however the dollars committed to date do not cover the
anticipated costs of the show. In 2016, the City began issuing administrative citations for the
use of illegal fireworks during the 4th of July holiday period. To date, approximately $40,000
has been collected as a result of the fines. Staff has been requested to bring this item
forward to allocate $32,000 of the fireworks fines to fully fund the event for 2017.
HEARINGS
Item 10a. FY 2017 -18 Proposed Budget Public Hearing_ Each year a public hearing is required
to receive testimony on the proposed budget for the upcoming fiscal year beginning July 1 st.
The proposed budget was presented to the City Council on May 10th, with staff presenting
department budgets on May 15th and June 5th. All of the budget information presented to
date is available on the City's web site. This public hearing provides an opportunity for the
public to comment on the proposed budget. Final adoption of the FY 2017 -18 budget is
scheduled for June 28th.
