HomeMy WebLinkAbout06/28/17 CC AGENDA HIGHLIGHTS AGENDA HIGHLIGHTS June 28, 2017 COUNCIL MEETING REGULAR MEETING –3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that will encourage comments pertaining to installation and closed session matters only. The Council will recess into closed session. Upon conclusion of the closed session, any action taken by the City Council will be announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the remainder of the agenda items. INSTALLATION Following approval of the resolution to accept the certification of the Items 3a. and 3b. June 6, 2017 Special Election results for the Ward 5 council seat, the Oath of Office will be administered to Councilmember-Elect Bruce Freeman. CLOSED SESSION There will be a conference with legal counsel regarding one matter of potential litigation. REGULAR MEETING – 5:15 p.m. PRESENTATIONS Mayor Goh will recognize each of the sponsors for their generous contribution for the City’s 4 of July Community Celebration and Fireworks event. The Mayor will also th recognize students from the Kern High School District for their first in class achievements. CONSENT CALENDAR Ordinances Water Usage Regulations. In 2015 in response to the ongoing drought, the City Item 8c. Council adopted water regulations that in part placed limitations on the days of the week outdoor irrigation could be utilized. The regulations allowed outdoor water three times per week, depending on the property address. In spring 2017, Governor Jerry Brown lifted the statewide drought emergency. In turn, City staff evaluated it existing drought regulations and recommended to the Water Board that the three-day per- week water restrictions be lifted. The Water Board considered this recommendation and voted to recommend to the full Council the three-day per-week watering restrictions be lifted. All existing state drought regulations, including irrigation water being applied onto sidewalks or paving, remain in effect. Staff is requesting the Council give first reading to amend the City’s water use regulations, removing the three-day per-week watering restrictions. If approved, the item will be placed on a future Council agenda for second reading. Agreements TCP Mitigation Project. Over the past several Council meetings, numerous items Item 8q. have been approved by the City Council in preparation for the City to come into compliance with soon to be adopted State water regulations regarding TCP. TCP is a contaminant and is found in groundwater in California, especially in the Central Valley and in the Bakersfield area. The State’s regulations will require the City make modifications to many of its water wells by the first quarter of 2018 to be in compliance. This item requests approval of a $1.2 million agreement with a contractor to begin the deign process to equip 27 City water wells with the necessary equipment to treat the TCP. This is the first step to design the necessary infrastructure to meet the State regulations. After design, the construction phase to install treat at the 27 well sites is estimated to cost $35 million. Additional agreements with be brought to the City Council as the project progresses. DEFERRED BUSINESS Fiscal Year 2017-18 Budget. Staff will present the Fiscal Year 2017-18 Budget Item 12a. for Council adoption in addition to proposing a resolution establishing the City of Bakersfield appropriations limit for the upcoming fiscal year.
