There will not be a separate Closed Session meeting at 3:30 p.m. INSTALLATION CEREMONY Mayor Hall will present a "Key to the City" to outgoing Councilmember Johnson (Ward 7). The results of the November 4, 2014, General Municipal Election will be certified: 1) Declaring Willie Rivera (Ward 1), Ken Weir (Ward 3), Bob Smith (Ward 4), and Chris Parlier (Ward 7) elected to the Office of Councilmember, for a full four -year term. Following the presentations and the Certification of Election Results, the Oath of Office will be administered. A brief reception will follow in the lobby of the Council Chambers before the Regular Meeting is reconvened. WORKSHOPS Item 6a. Thomas Roads Improvement Program (TRIP) Update. Staff from the Public Works Department will provide the City Council with an update on the various TRIP projects. CONSENT CALENDAR Agreements Item 8p. Agreement with the Bakersfield Homeless Shelter. Since 2009, the City has contracted with the Bakersfield Homeless Center to provide staffing for the sorting of green waste at the Mount Vernon Green Waste Recycling Facility. The partnership has been very successful, with many Homeless Center clients transitioning out of the Center and into permanent housing, while also receiving important job training skills. In return, the City has received excellent service in the sorting of green waste material throughout the term of the agreement. The existing agreement provided for four one year extensions, the last of which expires today. Staff is recommending the City Council approve a new agreement with the Homeless Center which includes the ability to renew the agreement for four consecutive one -year extensions. The proposed agreement provides for a not to exceed compensation amount of $190,000 annually, which is reflective of increases in the State minimum wage, as well as changes to State law regarding sick leave compensation. Bids Item 8af. Synthetic Turf Median Test Sites. In May 2014, the City Council approved a plan to install synthetic turf within six existing, but unfinished medians in various areas of Bakersfield. The six test sites include: Allen Road north of San Juan Avenue; Buena Vista Road north of 02114116 CC A EN A PACKET FAG 901 Harris Road and just south of Union Pacific Railroad Crossing; Brundage Lane west of Union Avenue; California Avenue at H Street; Calloway Drive north of Westside Parkway; and Truxtun Avenue from Mohawk Street to Commercial Way. The project generally consists of removing existing asphalt and small areas of natural turf and subsequently installing synthetic turf. Upon installation, the test sites will be monitored by staff to determine if synthetic turf is feasible for future median landscaping. Staff is requesting Council's acceptance of the bid and approval of the contract for this project. CONSENT CALEDNAR PUBLIC HEARINGS Item 9a. First Public Hearing for Housing and Urban Development (HUD) Consolidated Plan. Every five years, the City is required by HUD to develop a Consolidated Plan, Analysis of Impediments to Fair Housing Choice, and Citizen Participation Plan. These documents are required to receive the City's annual allocation of HUD funds. This public hearing is intended to provide an update on the community needs gathered thus far and to obtain public comment regarding the respective needs. A second required public hearing will be scheduled prior to the submission of the Consolidated Plan and associated documents. Staff anticipates that the draft Consolidate Plan will be presented for Council consideration in April 2015. DEFERRED BUSINESS Item 12a. Formation of a City Police and Fire Services Community Facilities District. The City previously entered into a development agreement with PB Ventures, LLC, regarding the future development of 1,868 acres of land in west Bakersfield (formerly Old River Ranch). A component of the agreement includes the formation of a Community Facilities District (CFD). The purpose of the district is to help offset the cost of fire and police protection services required by new development within the area. Once the CFD is formed, property owners of each residential unit within the area will pay, on their property tax bill, $287 per year for the first 10 years after a building permit is pulled for each residential unit and then $174 per year for the next 10 years. Staff is recommending Council take the necessary actions to form the CFD. NEW BUSINESS Item 13a. Election of Vice - Mayor. The City Council will elect one of its members as Vice - Mayor. At the next regular Council meeting on January 7, 2015, the Vice -Mayor will submit the appointments to all Council Committees and Special Boards.
