January 7, 2015 COUNCIL MEETING
IV REGULAR MEETING - 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public
Statements that will encourage comments pertaining only to Closed Session matters. The
Council will then recess into Closed Session. Upon conclusion of the Closed Session, we
will announce any Closed Session action and adjourn the meeting. At 5:15, the Regular
Meeting will then be called to order to address the remainder of the agenda items.
CLOSED SESSION
There will be a conference with legal counsel regarding one matter of potential litigation
and one item pertaining to the City Attorney's Performance Evaluation.

WORKSHOPS
Item 6a. Thomas Roads Improvement Program (TRIP) Update. Staff from the Public Works
Department will provide the City Council with an update on the various TRIP projects.
APPOINTMENTS
Item 7a and 7b. There will be one appointment to the Golden Empire Transit District Board
and four regular committee members and one alternate committee member
appointments to the Keep Bakersfield Beautiful Committee, respectively.
Item 7c. Vice -Mayor Hanson will present his recommendations for appointments to the
City Council committees and other special committees and boards.
CONSENT CALENDAR
Ordinances
Item 8c. First Reading of Ordinance Regarding National Association of City Transportation
Officials' (NACTO) guidelines. NACTO, a non - profit association that represents large cities
on transportation issues of local, regional and national significance, has developed two
documents: "Urban Street Design Guide" and "Urban Bikeway Design Guide." Both
documents provide guidance and solutions that can help create complete streets that
are safe and enjoyable for bicyclists and pedestrians. Additionally, both documents have
been endorsed by CalTrans, which allows the City utilize the applications without being in
conflict with previously established State standards. Staff is requesting the Council approve
the first reading of the ordinance which would ultimately recognize each document as
approved City standard manuals. If approved, the guidelines would be evaluated by staff
for use on a project -by- project basis.

Agreements
Item 80. Americans with Disabilities (ADA) Transition Plan and Self- Evaluation Plan Update.
The Americans with Disabilities Act (ADA) of 1990, requires the City to ensure that all public
facilities, services, and information are accessible to people with disabilities. In order to
maintain compliance with ADA regulations, the City is required to have an approved Self -
Evaluation Report (Report) and Transition Plan (Plan). Although the City has an approved
Plan, it was last updated in 1993. ADA regulations have been continually updated over
the years, which necessitate the need to update the existing Plan. Updating the Plan will
also keep the City eligible to receive certain Federal and State funding. Developing an
updated Plan requires specialized knowledge and training; therefore, staff is requesting
approval of an agreement with Disability Access Consultants (DAC) to assist in developing
both the Plan and Report. DAC is highly qualified in this specific field and has completed
similar scopes of work in many other California jurisdictions. The update of the Plan and
Report is expected to be completed by summer 2015.
Item 80. Rosedale Highway Widening Proiect. As part of the Thomas Roads Improvement
Program (TRIP), the Rosedale Highway Widening Project will construct two additional lanes
(one in each direction) along State Route 58 (Rosedale Highway) from Calloway Drive to
State Route 99. The project includes the installation of a 16 -inch water mainline extension
from Mohawk Street to Wedding Lane along the south side of Rosedale Highway,
completing a loop of the City's domestic water system in the area to provide improved
water flow and pressure. Staff is recommending approval of the three items associated
with the construction phase of the project, including awarding the construction contract
to Teichert Construction. Upon approval, construction is expected to begin in early 2015
and be completed in 2016.
