NOTE: A separate special meeting will be called to order at 4:00 p.m., followed by public
statements pertaining to Closed Session matters. The Council will then recess into Closed
Session. Upon conclusion of the Closed Session, staff will announce any Closed Session
action and adjourn the meeting. At 5:15 p.m., the Regular Meeting will be called to order
to address the remainder of the agenda items.
CLOSED SESSION
There will be one item pertaining to the City Attorney's Performance Evaluation.

APPOINTMENTS
There will be one appointment to each of the following boards or commissions: Fire Civil
Service Board, Miscellaneous Civil Service Board, Police Civil Service Board, North of the
River Recreation and Parks District, Kern Mosquito and Vector Control District Board and
Planning Commission.
CONSENT CALENDAR
Ordinances
Item 8c. Bakersfield Youth Commission. The City Council will consider the first reading of an
ordinance which would establish a youth commission for the City of Bakersfield. The intent
of the commission is to provide local youth a voice regarding various issues pertaining to
City policies, programs, and projects. As proposed, the commission would consist of eight
members and eight alternate members who are current high school students at the time
of appointment. One member and one alternate would be appointed by each
Councilmember and the Mayor and serve an initial two year term. The commission would
meet monthly to discuss items as they are identified. If this item is approved, second
reading of the ordinance would be scheduled for the January 6, 2016 City Council
meeting.
Agreements
Item 8t. High -Speed Rail Station Area Plan Grant. In August 2015, Council approved an
agreement with the High -Speed Rail Authority (HSRA) to accept grant funds to create a
High -Speed Rail (HSR) Station Area Plan in Downtown Bakersfield. Staff has since sent out a
Request for Proposal to seek a qualified firm to assist in the preparation of the HSR Station

Area Plan. Staff received and evaluated five proposals from qualified firms. Based on the
evaluation process, staff recommends entering into an agreement with Skidmore,
Ownings and Merrill LLP. This firm has experience in leading multidisciplinary consultant
teams in creating station area plans and other transit - oriented development projects. Staff
anticipates the HSR Station Area Plan will be completed in 2017.
Bids
Item 8ag. Sports Village Phase 3. The State Farm Sports Village is a highly - utilized multi -use
recreational and sports complex located on the north side of Taft Highway between
Gosford Road and Ashe Road. The first two phases of the facility include fields for youth
soccer and football programs. Phase 3 of the project includes the construction of a
tournament soccer field, additional roads within the facility, picnic areas and supporting
infrastructure. The City recently received three bids to construct Phase 3. Unfortunately, all
of the bids received exceeded the current project budget. As a result, staff is requesting
the City Council reject the bids. Staff plans to revisit all aspects of the project with the goal
of reducing the overall costs. Staff intends to rebid the project in the near future.
CONSENT CALENDAR PUBLIC HEARINGS
Items 9a and b. General Plan Amendments. The City's General Plan is a comprehensive
long -term plan for the physical development of the City, commonly referred to as a
blueprint for growth. Periodically, elements of the plan need to be updated for a variety of
different reasons. Item 9a is proposing to update three elements of the plan to include
language required by recently enacted state legislation. Item 9b is a larger
comprehensive update of the Housing Element of the City's General Plan. As a
requirement of state law, the City must update the housing element in conjunction with
certain actions taken by the Kern Council of Governments. This update is required to
occur by December 31, 2015. The update process included public outreach through
workshops, surveys and public hearings. In addition, the California Department of Housing
and Community Development reviewed the update. The Housing Element update
contains all of the information required by State law. Staff is recommending the City
Council approve the related resolutions for these updates.
HEARINGS
Item 10a. Hosking Avenue and State Route 99 Commercial Center. The City is currently in
the process of constructing a full interchange at Hosking Avenue and State Route 99, just
west of a proposed commercial center. The interchange will provide a main point for
access to this property upon development. The plans for the 86 -acre property includes a
proposed 800,000- square foot retail shopping center, 240 hotel rooms, surface parking
spaces and various other improvements in and around the proposed project site. The first
item is a resolution certifying the environmental impact report for the project. The
remaining items are related to certain land use and zone changes proposed for the site to
allow for the development of the commercial center. The Planning Commission recently

considered and approved the project by a unanimous vote, with no written or public
comments in opposition. Staff is requesting the Council approve the related items.
