The Council will then recess into Closed Session. Upon conclusion of the Closed Session, we will announce any Closed Session action and adjourn the meeting. At 5:15, the Regular Meeting will then be called to order to address the remainder of the agenda items. CLOSED SESSION There will be a conference with legal counsel regarding one matter of existing litigation, one matter of initiating litigation and one matter of potential litigation. REGULAR MEETING - 5:15 p.m. WORKSHOPS Item 6a. GET Board Update. Board Members Elliott Kirschenmann and Cindy Parra will present updates on GET finances, new board appointment, board priorities and new facility update. CONSENT CALENDAR Agreements Item 81. Job Skills Training Program for Early Release Inmates with Low -Level Offenses (AB 109). The proposed agreement is an opportunity for the City to partner with a local nonprofit, the Mexican American Opportunity Foundation, to provide a job skills training program for early release inmates with low -level offenses (participants) utilizing AB 109 funds. The participants would assemble residential refuse and recycling carts at the Solid Waste Division's cart storage area, adjacent to the Mount Vernon Green Waste Facility. Also, the participants would work in a location away from the public, in an environment where the job skill training can be done safely. The participants would be properly screened for suitability by County Probation and MAOF. In addition, the proposed program would save the City funds since participants would assemble the carts instead of temporary labor, which is used from time -to- time for peak demand periods. Item 8M. Disposition and Development of the 19th Street Affordable Housing Proiect. The proposed item is a Disposition and Development Agreement (DDA) with Chelsea Investment Corporation ($5,716,184) for the development of 63 units of affordable senior housing and a 100 -space parking facility located at 518 19th Street. These funds are part of an Infill Infrastructure Grant (Prop 1 C) previously awarded from the State Department of Housing and Community Development. The City received a total of six proposals; three proposals were deemed non - responsive to the requirements set forth in the RFQ /P. A panel of three outside professionals was assembled to interview the three finalists. The panel recommended and staff is proposing the award of the DDA to the Chelsea Investment Corporation. Miscellaneous Item 8AJ. Contribution for Year -Round Lighting on Chester Avenue. Councilmember Sullivan has requested the City contribute funds to the Downtown Business Association (DBA) in the amount of $3,000 for year -round lighting for the trees within the medians along Chester Avenue. Currently, lights are installed only during the holiday months on these identified trees. This item would keep the lights on these trees year- round. After a year, staff recommends that the lighting be reviewed with respect to public input, vandalism and other logistical issues that may arise throughout the year. HEARINGS Item 10B. Kern River Parkway Trail Improvements. In October 2013, Councilmember Smith inquired about the possibility of improving access to the Kern River Parkway Trail through the culvert under Truxtun Avenue just east of Quailridge Road to allow bicyclists and pedestrians an alternative route to cross Truxtun Avenue. In November 2013, City staff and Councilmember Maxwell met with the adjacent property owners who had concerns regarding the potential improvements. The option of vacating the Quailwood easement was also discussed at this time. The property owners were given until February 2015 to vacate the easement, and if not done by then, the decision whether to move forward with the improvements would be presented for Council consideration. The proposed plan includes paving a 12' wide multi -use trail to the culvert and improving the culvert base with crushed rock or an alternative trail material. The estimated cost for improvements is anticipated to be around $15,000. Staff will provide a brief presentation to summarize the topic to date.
