A Public Benefit Corporation Meeting will be called to order following the special meeting. At 5:15 p.m., the Regular Meeting will be called to order to address the remainder of the agenda items. WORKSHOPS Item 3a. Council Goals Update. Staff from the City Manager's Office will present an update on the Council Goals that was last reviewed on November 4, 2015. Following a brief presentation, staff is seeking Council adoption of this item. Item 3b. City Recycling Program Update. Staff from the Public Works Department will present an update on the City's Recycling Program. The item does not require further Council action. PUBLIC BENEFIT CORPORATION MEETING - 4:00 P.M. (FOLLOWING THE SPECIAL MEETING) REGULAR MEETING - 5:15 p.m. CONSENT CALENDAR Agreements Item 8m. Pavement Rehabilitation and ADA Improvements at Various GET Bus Stops. GET was awarded $1,000,000 in Transportation Development Act - Article 8 funds for pedestrian accessibility improvements and pavement rehabilitation at various GET bus stop locations. Through a collaborative effort between the City, Kern COG, and GET, $500,000 of funding will be allocated to the City for improving the right -of -way along several bus stops within Bakersfield. Because the City owns the right -of -way along these bus stops, we will be responsible for the design and construction of these improvements. The improvements will be constructed using City forces and annual contractors. Staff anticipates the project will be completed in early summer 2016. Bids Item 8y. Centennial Plaza Fountain Replacement. In October 2014, Council approved a plan to improve the pedestrian walking surfaces at the Centennial Plaza and to address the ongoing maintenance issues with the existing fountain. As part of the plan, the existing fountain was to be replaced with a new above - ground fountain, which would complement the Plaza and be more efficient to maintain and operate. The City selected a design firm to develop options for the replacement of the fountain; these options were later presented to the Community Services Committee and ultimately Council. In June 2015, the City received two bids for the project that were significantly higher than the design firm's estimate; therefore, those bids were rejected and the project was re- designed with the intent of lowering the cost of construction while still maintaining the aesthetic appeal of the fountain. In October 2015, the City received three bids based on the revised design of the project. The revised lowest bid is approximately 40% less than the previous rejected lowest bid. Staff anticipates the project will be completed in spring 2016.
