HomeMy WebLinkAbout05/20/15 CC AGENDA HIGHLIGHTSAGENDA HIGHLIGHTS May 20, 2015 COUNCIL MEETING REGULAR MEETING - 3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements that will encourage comments pertaining to Closed Session matters only. The Council will then recess into Closed Session. Upon conclusion of the Closed Session, we will announce any Closed Session action and then adjourn the meeting. At 5:15 p.m., the Regular Meeting will be called to order to address the remainder of the agenda items. CLOSED SESSION There will be a conference with legal counsel regarding one matter of existing litigation; and a Public Employee Performance Evaluation for the City Manager. REGULAR MEETING - 5:15 p.m. WORKSHOPS Item 6a. Department Budget Presentations. Staff from the Police Department and Water Resources Department will provide a detailed overview of their FY 2015 -16 proposed operating budgets. The budget overview will include discussion regarding the goals, accomplishments, and budget changes for the respective departments. CONSENT CALENDAR Agreements Item 80. Cooperative Agreement with Caltrans for the Construction of the SR -99 and Rosedale Highway Off -Ramp Proiect (TRIP). The City and Caltrans had previously entered into a cooperative agreement related to the construction of this project, which consists of an auxiliary exist lane along southbound SR -99 between the Gilmore Avenue Undercrossing and the off -ramp to Rosedale Highway. The project also calls for the Rosedale Highway off -ramp to be widened at multiple points. Since the execution of the previous agreement, Caltrans has offered to contribute over 7 million in funding for this project from their State Highway Operation and Protection Program. This new agreement will supersede the existing agreement and will reflect the new funding source for the project. It is expected that the California Transportation Commission will approve these funds during their upcoming meeting on June 24 -25, 2015. Item 8p. Amendment to an Agreement with Sierra Construction and Excavation, Inc. for Continued Annual Maintenance and Repairs on the City's Domestic Water System. In July of 2014 the City approved an annual contract with Sierra Construction to perform routine and emergency maintenance on the City's domestic water system. The initial contract was for $1,000,000, renewable annually thereafter for two one -year periods. This amendment represents the first one -year extension of this annual contract. It should be noted that prior to contracting directly with Sierra Construction for these services, the City relied on California Water Service Company to provide these services as a component of the City's operation and maintenance agreement with Cal Water. This new arrangement has proven to be cost effective and it is estimated that the City is saving 15 to 20 percent annually by using a specific annual contract for this work. Bids Item 8w. Appropriation of $48,333 in TDA Grant Funding for Bike Routes /Lanes on Various Streets in Southwest Bakersfield. The City successfully applied for a Transportation Development Act grant to install bike lane striping, markings and roadside signs along North and South Half Moon Drive and Olympia Drive. The project also includes signage designating "Bike Route" along various streets in southwest Bakersfield. Since the cost to complete the project is under $40,000, appropriation of the grant funds is the only Council action required. The project will be administered through a departmental level agreement.
