REGULAR MEETING - 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements
that will encourage comments pertaining to Closed Session matter only. The Council will then
recess into Closed Session. Upon conclusion of the Closed Session, any Closed Session
action will be announced prior to adjournment of the meeting. At 5:15 p.m., the Regular
Meeting will be called to order to address the remainder of the agenda items.

CONSENT CALENDAR
Agreements
Item 8s. Amendment to Parsons Agreement. Parsons provides project management and
other support services for the Thomas Roads Improvement Program (TRIP). In 2014, the City
Council approved an agreement with Parsons that was anticipated to run through March
2017. However, there have been two legal challenges, which have required significant
unanticipated work to be completed by Parsons. These legal challenges have directly
resulted in delays in both the 24th Street Widening Project and the Centennial Corridor
timelines. As a result of the unanticipated work and the time delays associated with the legal
challenges, the agreement needs to be amended to increase the dollar amount so that
work can continue on these TRIP projects through December 2018. Absent the legal
challenges and related time delays, an amendment would not be needed at this time. Staff
is requesting the Council's approval of the amendment to increase the agreement amount
by $3.59 million to a new agreement amount of $11.13 million.
HEARINGS
Item 10a. Master Fee Schedule Update. Staff is requesting a minor update of the master fee
schedule mainly due to recent ordinance updates related to food trucks and wireless
telecommunications facilities. These fees will allow the City to recover staff costs associated
with reviewing applications for these items, as well as any costs associated with required
public notification activities. In addition, staff is proposed to eliminate one fee from the
schedule, as it is no longer applicable.
Item 10b. Kern River Flow and Municipal Water Program. In 2012, the City Council certified
an Environmental Impact Report (EIR) outlining the City's plan to use existing City water rights
and unappropriated surplus Kern River water to return water flow to the river bed through the
City and then for municipal uses. Soon after, the EIR was challenged in a lawsuit and in 2015

a court ruled the City needed to enhance the project description contained within EIR, but
found the remainder of the EIR was acceptable. Since that time, staff has worked with the
City's consultant to make the necessary changes to the EIR, receive public comment and
prepare the new 2016 Final EIR that is being considered by the Council this evening. Staff is
requesting the City Council adopt a resolution to certify the new 2016 Final EIR.
NEW BUSINESS
Item 13a. 2017 City Council Meeting Dates. The City Council will consider a resolution setting
the dates for the City Council meetings, Budget Hearings, and Department Budget
Presentations for 2017. The proposed calendar of meeting dates mirrors the 2016 calendar,
which includes two noon budget workshops in May and June, respectively.
