� OCTOBER 12, 2016 COUNCIL MEETING
I�',' -;a REGULAR MEETING - 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements
that will encourage comments pertaining to the Workshop and Closed Session matters only.
The Council will receive two presentations and then recess into Closed Session. Upon
conclusion of the Closed Session, any Closed Session action will be announced prior to
adjournment of the meeting. At 5:15 p.m., the Regular Meeting will be called to order to
address the remainder of the agenda items.
WORKSHOPS
Item 3a. Retiree Healthcare Update. Segal Consulting, the City's health care consultant, will
be providing the Council with a presentation on the most current actuarial valuation analysis
of the City's other postemployment benefits.
Item 3b. Bakersfield Marathon Planning Update. Staff from the City Manager's Office will
provide the City Council with an update on the planning efforts associated with the
Bakersfield Marathon, scheduled to take place on November 13, 2016.
CLOSED SESSION
There will be a conference with the City's labor negotiator and legal counsel regarding one
item of pending litigation.
REGULAR MEETING - 5:15 p.m.
PRESENTATIONS
Item 4a. Excellence in Action Employee Awards. This meeting will include the annual
presentations to the recipients of the "Excellence in Action Award ", including the "Extra Mile
Award" and the "S.T.A.R. Award" for outstanding team performance.
WORKSHOPS
Item 6a. Thomas Roads Improvement Pro__ rq am (TRIP). Staff will provide a brief update on the
various TRIP projects.
Item 6b. Brighton Parks Sound Wall Study Update. During the September 28th City Council
meeting, Councilmember Smith requested staff provide a presentation on the Brighton Parks
sound wall study at the next City Council meeting. Staff from the City Manager's Office and
Public Works Department will provide a presentation on this topic.

Agreements
Item 8q. Bus Stop Improvements. During the last fiscal year, the City, Golden Empire
Transit (GET) and the Kern Council of Governments (KernCOG) worked together to make
pedestrian and accessibility improvements at and around bus stops throughout the City. This
program proved to be a success and as a result, GET has budgeted $500,000 for the current
fiscal year to make additional improvements at more sites throughout the City. As part of this
program, the City designs and constructs the improvements within the right -of -way, which
include curb access ramps, sidewalk improvements, reconstruction of curb and gutter and
reconstruction of the existing pavement section. The various improvements within the City will
be constructed using City forces and annual contractors. The bus stops to be improved were
determined by the number of hoardings by geographical areas. Staff is requesting the
Council's approval of an agreement with GET to continue the bus stop improvement
program.
