There will not be a separate Closed Session meeting at 3:30 p.m. INSTALLATION CEREMONY Mayor Hall will present a "Key to the City" to four individuals. The results of the November 8, 2016, General Municipal Election will be certified: Declaring Karen Goh (Mayor), Andrae Gonzales (Ward 2), Jeff Tkac (Ward 5) and Jacquie Sullivan (Ward 6) elected to the Office of Councilmember, for a full four -year term. Following the presentations and the Certification of Election Results, the Oath of Office will be administered. A brief reception will follow in the lobby of the Council Chambers before the Regular Meeting is reconvened. APPOINTMENTS There will be one appointment to the Fire Civil Service Board, seven appointments to the Keep Bakersfield Beautiful Committee and one appointment to the Police Civil Service Board. NEW BUSINESS Item 8a. Election of Vice - Mayor. The City Council will elect one of its members as Vice - Mayor. At the next regular Council meeting on January 4, 2016, the Vice -Mayor will submit the appointments to all Council Committees and Special Boards. CONSENT CALENDAR Agreements Item 8ab. Agreement Extension with Aramark. In 2003, the City entered into an agreement with Aramark Enterprises to provide concessionaire services for Rabobank Arena and Convention Center. The agreement has been amended and extended three times since 2003, with the City receiving both increases in the percentage of concession sales and investment in the concession infrastructure from Aramark. Over the past several years, the investments in new point of sale carts and other items have increased concession sales at the facilities and in particular the Convention Center. Staff is requesting Council's approval of a fourth amendment to the agreement, which will allow Aramark to continue to provide the concessionaire services until 2023. In return, Aramark is proposing to invest $275,000 in additional concession infrastructure at the facilities, which will include a new portable cart and kitchen equipment upgrades. In addition, Aramark has agreed to increase the so percentage of the City receives from concession sales and will implement a surcharge program, which will assist the City in attracting top entertainment acts to the facilities. Miscellaneous Item 8ay. Audit Reports. The City Charter requires an annual audit by independent certified public accountants. The accounting firm of Brown Armstrong Accountancy Corporation recently completed its audit of the City's Comprehensive Annual Financial Report for the fiscal year ending June 30, 2016. The current year audit opinion issued by the outside auditors indicates that the City complied, in all material respects, with accounting principles generally accepted in the United States of America. Staff is recommending the City Council refer all of these reports to the Budget and Finance Committee for review and discussion. Upon completion of the Committee review the reports will return to the full Council at a future Council meeting for acceptance.
