HomeMy WebLinkAbout01/04/17 CC AGENDA HIGHLIGHTSAGENDA HIGHLIGHTS r, � January 4, 2017 COUNCIL MEETING REGULAR MEETING - 3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements that will encourage comments pertaining to Closed Session matters only. The Council will recess into Closed Session. Upon conclusion of the Closed Session, any Closed Session action will be announced prior to adjournment of the meeting. At 5:15 p.m., the Regular Meeting will be called to order to address the remainder of the agenda items. CLOSED SESSION There will be a conference with legal counsel regarding one item of existing litigation, one item of pending litigation and a conference the City's labor negotiator. REGULAR MEETING - 5:15 p.m. APPOINTMENTS Item 7a. Vice -Mayor Smith will present his recommendations for appointments to the City Council committees and other special committees and boards. Item 7b and 7c. There will be one appointment to the Golden Empire Transit District Board and two appointments to the Miscellaneous Civil Service Board. CONSENT CALENDAR Resolutions Item 8g. Minimum Wage Increase. As of January 1, 2017, the minimum wage in California increased from $10 to $10.50 per hour. This increase will impact pay scales for certain regular and temporary positions throughout the organization. Specifically, the laborer positon and various temporary positions within the Recreation and Parks Department will have pay scales adjusted to account for the new minimum wage law. Staff estimates the change will result in a $56,000 increase in payroll costs for 2017. Under the current state law, the minimum wage will continue to rise incrementally until 2022. This item is requested amendments to two resolutions which set the salaries for the positions affected by this change. Miscellaneous Item 8ad. Jefferson Pool Contribution. Over the past several months Jefferson Park Pool has undergone a significant surface restoration to ensure the facility remains in satisfactory condition for community -wide use. In addition, City staff has identified the need to enhance perimeter fencing to increase security and deter vandalism. Kern High School W9 District (KHSD) utilizes the pool each season for student practice and swim meets. KHSD has provided a contribution of $42,000 to assist the City with making these improvements, which will benefit all pool users, including the high school swimmers. Staff is requesting the Council appropriate the funds to complete these improvements. Staff wishes to recognize and thank KHSD for its generous contribution. REPORTS Item 11 a. Animal Control Update. At the request of the Legislative and Litigation Committee, staff will provide an update regarding Animal Control related activities, including an overview of the Target Zero Program. The Committee recommended the full Council hear the report and take the necessary actions for the City of Bakersfield to participate as a Target Zero Fellow City.
