HomeMy WebLinkAbout03/08/17 CC AGENDA HIGHLIGHTSAGENDA HIGHLIGHTS � MARCH 8, 2017 COUNCIL MEETING ® r�r, SPECIAL MEETING - 4:00 p.m. NOTE: A separate special meeting will be called to order at 4:00 p.m., followed by Public Statements that will encourage comments pertaining to the workshop items. At 5:15 p.m., the Regular Meeting will be called to order to address the remainder of the agenda items. WORKSHOPS Item 3a. High Speed Rail Area Plan Update. At the request of Vice Mayor Smith, this workshop is a staff presentation to update City Council on the High -Speed Rail Station Area Plan project; what has been completed so far and what is ahead for 2017. Item 3b. City Council Goals Update. City staff will provide a report on the accomplishments and progress made toward the City Council Goals that were adopted by Council in 2015. The presentation is intended to kick off the goals update process, which will continue over the next few Council meetings. REGULAR MEETING - 5:15 p.m. WORKSHOPS Item 6a. Senior Refuse Rebate Program. In 1987, the City Council established the Senior Refuse Rebate Program, which provides a 50 percent rebate of the annual trash fee to senior citizens who are at least 65 years old or older and who own and occupy a single - family house. Those who meet the criteria enroll in the program each year in order to receive the rebate. As of the most recent year, approximately 5,600 individuals received the rebate of $95. Over the past several years, the State has changed how cities and other public entities are allowed to charge property - related fees, such as refuse, sewer and water fees. These changes, along with recent court cases, have resulted in staff determining that the non - senior refuse ratepayers are being charged more than their fair share for the trash services, which is not allowed under state law. Staff looked into the feasibility of using smaller carts and reducing refuse service to seniors, but switching to small carts was determined to be cost prohibitive and has failed in other cities. As a result of this research, staff is requesting the Council carry out first reading of the ordinance to end the rebate program. The City Attorney's Office will provide a presentation on the topic. APPOINTMENTS There will be one appointment to the Planning Commission. 91 CONSENT CALENDAR Bids Items 8u &v. 24th Street Widening Project Property Demolition. These two items represent the second and third of four phases of demolition of structures in preparation for construction of the 24th Street Widening Project. Item 8u includes the demolition of the structures at 2401 Spruce Street, 2400 Spruce Street, and 2401 Pine Street. Item 8v includes the demolition of the structures at 2401 Beech Street, 2400 Beech Street, 2401 Myrtle Street, 2400 Myrtle Street, 2201 24th Street. Both items include asbestos and lead abatement, removal of houses, removal of debris, installation of temporary site fencing as well as installing 8' high green screen fencing (which will remain in place until soundwall construction is completed), grading of the site, applying pre- emergent, and installing a 4" thick layer of wood chips. Staff is recommending the Council award both items to the responsible low bidder, respectively. Miscellaneous Item 8x. City Audit Reports. In December 2016, staff referred seven audit reports for Fiscal Year 2015 -16 to the Budget and Finance Committee for review and discussion. The committee met on March 2, 2017 and reviewed the audit reports with City staff and the independent outside audit firm of Brown Armstrong. As discussed with the committee members, the audit reports contain no adverse findings. As a result of that meeting the committee members unanimously recommended the various reports be accepted by the City Council.
