NOTE: A separate special meeting will be called to order at 3:30 p.m., followed by
Public Statements that will encourage comments pertaining to the workshop item. At
5:15 p.m., the Regular Meeting will be called to order to address the remainder of the
agenda items.
WORKSHOPS
Item 3a. Homelessness. As requested by Vice Mayor Smith and Councilmember
Gonzales, staff has arranged for a presentation on homeless services. The presentation
will be given by three of the largest homeless service providers in Bakersfield, including
the Bakersfield Homeless Center, Flood Ministries, and the Mission at Kern County.

WORKSHOPS
Item 6a. Proposed Changes to Master Fee Schedule. Staff will provide an overview of
proposed changes to the Master Fee Schedule. The fee schedule is the Council
authorized listing of all general and development related fees and charges designed to
recover the cost of providing services. Although the schedule is amended every two
years, the last comprehensive examination occurred in 2008. Some of the proposed fee
adjustments are substantial due to various factors that have increased the recovery
costs over the years. Staff estimates the adoption of the fee schedule will generate
$435,000 of additional revenues for the General Fund and Development Services Fund.
A public hearing is scheduled for Council consideration on the June 7, 2017.
CONSENT CALENDAR
Agreements
Item 8h. Citywide Banking and Merchant Services. The City has contracted with Bank of
America for banking and merchant services for over 50 years. Through an extensive
Request for Proposals (RFP) process, staff now recommends contracting with Union
Bank for these services. This contract will benefit the City by offering technologically
advanced products and improved efficiencies in our banking processes. Furthermore,
Union Bank offers advanced services at a price less than its competitors.
Bids
Item 8w. Pavement Rehabilitation of California Avenue (Oak Street to H Street). Staff is
proposing to award Granite Construction approximately $3 million for a full -depth
pavement reconstruction on California Avenue from Oak Street to H Street. The project
is primarily federally funded and currently budgeted in the Capital Improvement
Program. The project was bid under budget as well.
HEARINGS
Item 10a. Board of Zoning Adiustment Appeal - Roominghouse. The Board of Zoning
Adjustment (BZA) recently considered an application for a Conditional Use Permit (CUP)
to allow an eight person roominghouse in an existing four bedroom residence, and a
Zoning Modification to allow two parking spaces where a minimum four spaces are
required. The applicant's roominghouse serves adults requiring mental health services,
and does not have a State license to operate such a facility. The Board's decision
allowed for a CUP for a maximum of six individuals, and expired within six months in
order to allow the applicant to obtain a State license. However, based on evidence in
the record, including information contained in the appeal, staff recommends denial of
the application.
