REGULAR MEETING - 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements
that will encourage comments pertaining to Closed Session matters only. The Council will
recess into Closed Session. Upon conclusion of the Closed Session, any Closed Session
action will be announced prior to adjournment of the meeting. At 5:15 p.m., the Regular
Meeting will be called to order to address the remainder of the agenda items.

There will be a conference with legal counsel regarding two items of pending litigation.

WORKSHOPS
Item 6a. Staff from the City Manager's Office will provide a presentation regarding proposed
changes to the park area surrounding the Bright House Networks Amphitheatre.

Resolutions
Item 8h. Westside Parkway Repairs. In January 2017, Public Works staff observed some
pavement unevenness on eastbound Westside Parkway generally between Calloway Drive
and Coffee Road. After further review, City staff determined immediate repairs were needed
to correct the pavement issue. Because of the high daily usage of the roadway, Public Works
staff authorized four vendors to immediately make the necessary repairs. This item is
requesting the Council dispense with its normal bidding procedures and transfer $240,000 in
savings from a previously completed project to fund the necessary repairs.
HEARINGS
Item 10b. Board of Zoning Adiustment Appeal Hearing. In January 2017, the City's
Board of Zoning Adjustment (BZA) considered a conditional use permit application to allow
limited alcohol sales and consumption within the existing Reading Cinema movie theater
located adjacent to the Valley Plaza Mall. During the BZA meeting, members of the public
spoke in opposition to allowing the alcohol sales and consumption. The applicant and their
representatives spoke generally in favor of approving the permit, but requested changes to
the staff recommended conditions to allow for sales and consumption in all 16 theaters and
reduce the number of required security personnel. Several other technical changes were
also requested. In a 2 to 1 vote, the BZA approved the conditional use permit to allow
alcohol sales in all 16 theaters from 3 p.m. to 1 a.m. daily. Shortly after the BZA decision, three

nearby residents appealed the decision and are in opposition of allowing any alcohol sales
or consumption at the theater. The appeal now comes before the City Council for
consideration and a decision. The City Council may grant, grant in modified form, or deny
the conditional use permit. Staff is recommending the City Council grant the conditional use
permit with the original conditions that staff recommended to the BZA, which would limit the
sale and consumption of alcohol to three of the 16 theaters within the complex.
