NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements
that will encourage comments pertaining to the Workshop and Closed Session matters only.
The Council will recess into Closed Session. Upon conclusion of the Closed Session, any
Closed Session action will be announced prior to adjournment of the meeting. At 5:15 p.m.,
the Regular Meeting will be called to order to address the remainder of the agenda items.
WORKSHOPS
Item 3a. City Council Goals Adoption. Over the past several meetings, staff has presented
accomplishments and proposed changes to the City Council Goals document. This item is
the final step in the goals update process. Staff will present the updates to the goals as
recommended by staff and Councilmembers. After review, staff is recommending adoption
of the goals document.
CLOSED SESSION
There will be a conference with legal counsel regarding two items of existing litigation and
two items of pending litigation.

WORKSHOPS
Item 6a. California Water Service Company. California Water Service Company (Cal Water)
recently filed an application with the California Public Utilities Commission (CPUC) that
requests to increase water rates $.65 in 2018 within the area of the City in which Cal Water
provides service. Due to the fact that this filing requires a full review process by the CPUC and
is not related to a previously approved action, staff has requested Cal Water appear before
the City Council and provide additional information and comment, consistent with the
provisions included in Cal Water's franchise agreement with the City.
APPOINTMENTS
There will be three appointments - one to each of the following commissions or committees:
Planning Commission, Historic Preservation Commission and Keep Bakersfield Beautiful
Committee.
CONSENT CALENDAR
Resolutions
Item 8f. Federal Emergency Management Agency Grant. In 2015, the state and federal
government declared a disaster that in part covered Kern County. Because the City
participates in the Multi- Jurisdictional Multi- Hazard Mitigation Plan, the City is eligible to
receive certain grant funds when disasters are declared. In late 2016, the City was notified it
successful in securing $311,350 in grant funding for the installation of two storm water pump
station generators. These two storm pump lift stations, located at Beach Park and the Police
Pistol Range located on Truxtun Avenue are critical to the alleviation of flooding in the
downtown area. The installation of generators provide added assurances that these lift
stations will perform effectively if electricity to the stations is disrupted. Staff is requesting
Council's approval of a resolution to accept the grant funding and authorize the
appropriate City staff to execute all documents associated with the grant.
Item 8g. Assembly Bill 763. This proposed legislation, if enacted, will delete language in state
law that currently prevents the Independent Living Center of Kern County from receiving a
minimum amount of annual state funding. The Independent Living Center of Kern County is
one of three out of 28 independent living centers state wide that do not receive state
funding. The center promotes the independence, social and economic achievements of all
individuals with disabilities by providing numerous services including assistive technology,
housing, employment and advocacy services. The resolution acknowledges the importance
of the programs provided by the Independent Living Center of Kern County to those they
serve as well as the broader community. Staff is requesting the Council approve a resolution
in support of AB 763.
Agreements
Item 8i. Kern Community College District. Over the past several months, the Bakersfield Police
Department staff has evaluated options as it relates to completing future police academies
and training. After evaluation, the City and Kern Community College District have found it to
be mutually beneficial to work together to complete these activities. The academy program
allows recruits to acquire college credits for their training and allow recruits all of the many
benefits and use of facilities afforded to all Bakersfield College students. The agreement has
a term of five years and the Bakersfield Police Department will be reimbursed for instructors at
the hourly rate of $2.70 per student hour for each student actively attending the program.
Staff is requesting the Council approve the agreement.
