Item 8g. Resolution i ale
jjLcLhwa . At the request of Councilmember Smith, City staff has drafted a resolution in
support of constructing a roundabout at the intersection, of State Route 43 (Enos Lane) and
Stockdale Highway. The intersection is currently a four-way stop and located less than five
miles from the western-most terminus of the Westside Parkway. The intersection is anticipated
to see increasing traffic upon completion of the Centennial Corridor Project and will require
Improvements as part of the project, Caltrans is encouraging the implemenfaflon of
roundabouts on projects across the state and most recently the Kern Council of
Governments passed a resolution in support of the construction of a roundabout at this
location at its March 171" meeting, City staff is requesting the Council approve a resolution in
support of this improvement.
Item 8k. Memorandum of Understanding between the City of Bakersfield and KeLn DELItO
Water District. In 2014, Governor Brown signed legislation into low which is commonly referred
to as the Sustainable Groundwater Management Act (SGMA), The purpose of SGMA is to
create a broad management system in the State by creating structure to manage
groundwater at the local level, while providing authority to the State to oversee and
regulate, if necessary, the local groundwater management system, SGMA requires the
formation of locally- controlled groundwater sustalinability agencies (GSAs) by June 1, 2017,
Any local agency or combination of local agencies within a groundwater basin may elect to
be a GSA for that basin or sub-basin, On March 2, 2016, the Council conducted a public
hearing and continued the item to tonight's meeting for adoption of the Resolution and
Memorandum of Understanding to form a GSA between the City, Kern Delta Water District
and Improvement [District NO, 4,

Item Bab. Amendment to AgreeMent with American Youth Soccer O[qanizatiot], Region 73
f use of soccer fields at State rm orts Village, Since the opening of Phase I of the State
Farms Sports Village in 2011, AYSO (Region 73) has maintained and operated eight lighted
soccer fields within the complex. The organization also maintains the concession stand,
restrooms and general upkeep of the facilities. In 2012, the City and AYSO (Region 73)
entered into a separate agreement for the group to maintain and operate four additional
fields within Phase 11 of the complex. Under the two agreements, AYSO (Region 73) is
responsible far as total of 12 fields at the Sports Village, This arrangement has allowed the
organization to maximize efficiencies as if relates to the scheduling, maintenance and
upkeep of the playing fields and support facilities. In addition, the rnajorify of the funds
necessary to operate the fields and facilities are provided directly by AYSO (Region 73). The
original term of the infifiall agreement is July 2016, The term of the second agreement is spring
2022. City staff is requesting to amend the first agreement to change the term to match the
second agreement, if approved, both agreements with AYSO (Region 73) would have a
term expiring in 2022.

Item l0 a. Master Fee Schedule,.Updgte, The Master Fee Schedule provides a mechanism for
the City to recover the estimated costs associated with providing certain services to the
public, such as building permits or inspections. The Municipal Code requires City staff to
complete a full review of fees and charges every two years. The lost substantial update of
the schedule was completed in 2014. Since that time, costs such as medical rates and
CaIPERS costs have increased, as well as general inflation. As a result of these increases, City
staff is recommending most fees not exceed an increase of 2,5%. Exceptions to the 2,5%
include select large group rental fees for City pools and the General Plan Maintenance fee.
Item Ila. High-Speed Rail Authority Business Plan Comments, City staff from the Community
Development Department will provide a report to the Council regarding the draft 2016
Business Plan recently released by the California High Speed Raill Authority, Most notably, the
Plan includes a change to the overall project, which would move the initial phase of the
project to north. According to the Plan, this would result in an "interim" station being located
north: of Shatter In Kern County. Simultaneously, the City continues to work with the Authority
on the Downtown Bakersfield Station Area Plan and studying an alternative alignment
through Bakersfield. City staff is requesting approval of proposed comments which outline
the City's objections and concerns, with the Plan. The comment period on the Plan closes on
April 18, 2016
