The Council will convene at 5:15 p.m. for the regular meeting. REGULAR MEETING - 5:15 p.m. APPOINTMENTS There will be appointments to the following committees and boards: two appointments to Keep Bakersfield Beautiful, one appointment to the Miscellaneous Civil Service Board, one appointment to the Planning Commission and one appoint to the Youth Commission. CONSENT CALENDAR Resolutions Items 8 e & f. Federally Funded Roads Projects. The City is eligible to receive federal funding for various transportation - related projects. Every two years, the Kern Council of Governments (Kern COG) issues a call for projects. As part of this process, City staff identifies priority projects that meet the eligibility requirements for each source of federal funds and submits the list of projects to Kern COG for inclusion in the Federal Transportation Improvement Program. As part of this process, the City Council must adopt resolutions in support of the projects and commit to fund the local for these projects. The resolutions before the Council identify the various projects City staff is proposing to include in the FTIP in FY 2018 -19 and 2019 -20, as well as commit the City to fund the local match portion of these projects. In total, the City anticipates to receive $17.2 million in federal funding over the course of the two fiscal years. The local match is 11.47 percent of the total project costs and will be funded through a variety of local sources, including capital outlay funds and gas tax funds. The total local match for all projects submitted over the course of the two fiscal years is $2.19 million. Staff is requesting the Council approve both resolutions so City staff can submit the applications to Kern COG by August 31, 2017. Agreements Item 8p. Parking Study. Recently, the City Council adopted a new goal to utilize resources and partnerships to increase the population in the downtown area to 10,000 residents by 2030. In response to this goal and at the request of Councilmember Gonzales, staff has identified available funding from the Kern Council of Governments (Kern COG) for a downtown parking study. The study will include a review of existing parking policies and infrastructure in the downtown area and identify opportunities that N may exist to improve parking arrangements. Funding in the amount of $50,000 is available from Kern COG for this study. Staff is requesting the Council approve an agreement with Kern COG for the City to receive the funding. If approved, the study must be completed no later than June 2018. HEARINGS Item 10b. Board of Zoning Adiustment Appeal Hearing. During the July 11, 2017 Board of Zoning Adjustment (BZA) meeting, the Board considered and denied a conditional use permit for the proposed operation of a recycling center at 3300 Planz Rd. During the BZA meeting, one member of the public spoke in opposition to the proposed recycling center and submitted a petition with 88 individual signatures also in opposition to the proposed recycling center. The reasons for opposition included access to other nearby recycling centers, concerns about the potential for undesirable activities to occur around the proposed recycling center. One member of the public spoke in favor of the project, citing site improvements that will be made if the project is approved and his successful operations of other recycling centers within the community. Subsequent to the Board's decision to deny the conditional use permit, an appeal was filed with the City, stating the applicant did not have sufficient time to identify adequate justification for the conditional use permit to be approved. After further review of the appeal, City staff recommends upholding the decision of the BZA and denying the conditional use permit. NEW BUSINESS Item 13a. League of California Cities Annual Conference - City Position on Conference Resolution. Each year the League of California Cities hosts an annual conference during which proposed League resolutions will be considered. League resolutions generally consider taking action on issues impacting municipalities across the state. Currently, there are two proposed resolution that will be considered during the annual conference. Staff is recommending the City support both resolutions. In addition, the League requires the Council to appoint one of its members as the City's voting delegate and up to two alternate voting delegates. Staff is requesting the Council appoint a voting delegate and alternate delegate(s) and adopt staff recommended position on the League proposed resolution.
