Mr. Anderson made a motion to approve the minutes of June 7, 2017 and July 5,
2017 meetings; the motion was seconded by Mr. Vetter and carried.
V. New Business
A. Review of Special Orders
After review of the Special Orders, Mr. Anderson requested letters to be drafted
for the commissioner's signatures to congratulate Sergeant Matt Eastman,
Officer James Dillon, Sergeant Bill Ware and Sergeant Ben Herrera for their
retirements.
B. Job Specification Revision
Communications Center Supervisor #59950
Anthony Gonzales submitted revised job specifications for the position of
Communications Center Supervisor. He advised the specifications haven't been
updated for 30 years. Language has been revised throughout the proposed
specifications.
Telecommunicator has been changed to Dispatcher throughout the specifications
since there is no longer a classification of Telecommunicator. He said the
classification of Communications Operations Supervisor was updated a couple of
years ago and the proposed language in Communications Center Supervisor
mirror those specifications.
He advised there are currently 6 Communications Center Supervisors who report
to the Communications Operations Supervisor and they typically make up the
applicant pool when testing for Communications Operations Supervisor. Revising
the language in this specification will make Communications Center Supervisors
qualified and eligible to test for the next promotional opportunity, Communications
Operations Supervisor.
Mr. Payne made a motion to approve revised job specifications for the position of
Communications Center Supervisor #59950; the motion was seconded by Mr.
Anderson.
C. Police Trainee Physical Agility Exam
Caryn Claiborne advised they have received a request to open a Police Trainee
Recruitment. Before opening the next Police recruitment Human Resources and
Police Department personnel reviewed and evaluated the recruitment, testing
and selection process to determine whether or not any changes or improvements
are necessary.
She gave the commissioners copy of the current Police Physical Agility Exam
requirements. She explained that it consists of 5 testing events: 99 yard
obstacle course, body drag, chain link fence climb, solid fence climb and 500
yard run. She said the Police Department recommends the removal of the solid
fence climb from the physical agility exam. Caryn said Human Resources went
back and reviewed recent results of past physical agility exams and they saw a
decline of female candidates passing due to the solid fence climb.
Lieutenant Woolard explained that POST requires candidates pass all of the
physical fitness tested items by completion of the academy. The solid fence
climb has hindered a number of female candidates from being able to qualify for
entrance into the Academy. He explained that the solid fence climb is more a
matter of technique than physical fitness; most candidates have never had
exposure to the technique prior to testing.
He advised POST recommends at least 40 hours for Learning Domain 32
Lifetime Fitness; however, our academy doubled the recommendation by
providing 80 hours for LID 32. This gives the candidates an opportunity to learn
the technique by the end of the academy.
Caryn Claiborne said potential candidates have to be able to push themselves up
and get their leg over the solid fence. Many of them have come from retail jobs
or other types of backgrounds where they have not learned this technique. She
explained that during the academy, students will learn the technique of getting
the leg over the wall and will be able to pass POST requirements prior to
completion of the academy.
Lieutenant Woolard explained to the commissioners there are ten dedicated
fulltime Lifetime Fitness instructors providing intense fitness training, ensuring
trainees will learn proper techniques as they increase their level of strength and
stamina. He said he has never seen anybody not pass the final testing of the
Lifetime Fitness Physical Agility Exam at the end of the Academy.
Caryn Claiborne and Anthony Gonzales explained the testing process and how
the scoring is calculated based on the candidate's time to complete each testing
event during the physical agility exam. The intent of the physical agility exam is
to determine the level of fitness of potential candidates.
Mr. Vetter asked about what kind of physical fitness standards are maintained by
officers after the academy. Lieutenant Woolard advised that it is the officer's
responsibility to maintain what was taught to them during the academy. He said
there has been a culture shift at the Department with so many officers taking
ownership of their physical fitness.
Many officers participate in Cross Fit, belong to private gyms or use the gym
located in the police department basement. Officers write and contribute articles
about fitness and nutrition in the Blue Review department newsletter. There are
also several fitness competition events organized by officers outside the
Department, including the Ultimate First Responder, Baker to Vegas Run,
Memorial Run, K9 Run, Lift -a -thon, etc. He said our Department is more ft and
healthier than it has ever been.
Mr. Anderson made a motion to accept the revision to the Police Trainee
Physical Agility Exam; the motion was seconded by Mr. Payne and carried
unanimously.
VI. Commissioner Comments
Mr. Anderson said he attended the service for Sergeant Dennis Moore and the service
was incredible. He congratulated all of the staff for putting on an unbelievable send off
for Dennis Moore. He said he received several phone calls from people commenting on
how professionally it was done. He said the Chief and everyone that assisted deserves
congratulations for their efforts during a very difficult time. He was also very impressed
by the attendance of so many from other Departments.
Mr. Vetter agreed; he said the service was very well done and very respectful. He
inquired about the Dennis Moore's family; Assistant Chief Terry advised that his children
are away at college and the Department is maintaining regular contact with his wife.
Mr. Vetter asked if there were special programs in place to maintain contact with
families after these types of events. Assistant Chief Terry said the Department
maintains frequent contact with the families through personal relationships, the Benefit
Association, Police Memorial Day and invitations to Department events.
