HomeMy WebLinkAbout11/01/17 CC AGENDA HIGHLIGHTS" _` >ar AGENDA HIGHLIGHTS NOVEMBER 1, 2017 COUNCIL MEETING � FO REGULAR MEETING - 3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that will encourage comments pertaining to the workshops and closed session matters only. The Council will recess into closed session. Upon conclusion of the closed session, any closed session action will be announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the remainder of the agenda items. WORKSHOPS Item 3a. Kern Region Active Transportation Plan. The City is one of many entities participating in the development of the Kern Region Active Transportation Plan. The Plan promotes walkable and bicycle friendly environments in the cities and selected unincorporated areas of Kern County. As part of this process, staff from Alta Planning + Design will present an overview of the plan, including key findings. Item 3b. Bicycle and Pedestrian Safety Report. Staff from the City Manager's Office will provide the City Council with a presentation on a recently published Bicycle and Pedestrian Safety Report. CLOSED SESSION There will be a conference with legal counsel regarding two items of potential litigation. REGULAR MEETING - 5:15 p.m. Note: Students participating in the 63rd annual Teen Government Day will be introduced by the Mayor, Councilmembers and select staff members at the beginning of the 5:15 p.m. meeting. WORKSHOPS Item 6a. Mesa Marin Sports Complex. Mesa Marin is a large regional sports complex and park located in northeast Bakersfield. The facility includes four lighted softball fields, which play host to several large tournaments each year. Additional amenities are currently under construction. Including playgrounds, picnic areas and walking paths. Recently, Tarina Homes approached the City about a possible naming rights agreement for the facility. Tarina Homes is a Bakersfield - based residential home building company with several successful developments throughout Kern County, including the Shamrock Hills neighborhood adjacent to Mesa Marin. Staff has come to a tentative agreement with Tarina Homes for the naming rights of this facility. Under the terms of the agreement, the facility will be named Tarina Homes at Mesa Marin Sports Complex. The agreement is for a period of three years starting on January 1, 2018. In exchange for the naming rights, Tarina Homes has agreed to pay the City $200,000. These funds will be used to make additional improvements at Mesa Marin. Representatives from Tarina Homes will be on hand to make a presentation to the City. In addition, staff is requesting the City Council approve the agreement with Tarina Homes. The City expresses its great thanks to Tarina Homes for its investment in the community! Agreements Item 8g. Downtown Parking Study. In early 2017, the City Council adopted a new goal to increase population in the downtown area by 10,000 by 2030. The City has and continues to undertake several projects that are anticipated to attract additional residents and visitors to the downtown area. In conjunction with this goal, Councilmember Gonzales requested staff perform a parking study in the downtown area in an effort to identify challenges and opportunities that may exist. In collaboration with Kern Council of Governments, staff was able to identify $50,000 in grant funding to complete the study. Staff recently completed a request for proposals process, where the City received two proposals to perform the parking study. After review, it was determined that the proposal from Quantum Quality Consulting was the most responsive to the RFP criteria. Staff is requesting the Council approve the agreement with Quantum Quality Consulting and appropriate the grant funds from Kern COG. Item 8t. Truxtun Avenue Operational Improvement Project. Truxtun Avenue immediately east and west of Oak Street generally consists of two lanes in each direction. This creates traffic congestion during peak traffic hours. Over the past several years, staff has worked on a plan to make improvements to this section of roadway through a project that will widen the existing roadway to add an additional travel lane in each direction. Staff has also applied for and received federal funding for a portion of this project. The project is now ready to move into the construction phase. This item contains several actions related to the construction of the project. The first two items are agreements - one for the construction of the project and one for the construction management. The remaining two items are budget - related actions that add additional federal and local funding toward the project. Staff is requesting the Council approve all four items. If approved, construction will begin in January 2018 and take approximately one year to complete. HEARINGS Item 10b. California Water Service Company (Cal Water) Franchise. The City's existing franchise agreement with Cal Water is set to expire in December 2017. The franchise agreement authorizes Cal Water to utilize the City's right -of -ways to provide domestic water service to its customers in return for an annual payment made to the City. The process to establish a new franchise agreement includes multiple steps, the first of which took place during the October 11, 2017 City Council meeting. This item provides the public an opportunity to comment on the proposed franchise agreement. Cal Water originally requested a 25 -year term for the agreement; however, staff has proposed a five -year initial term with four additional five -year extensions, absent a vote of the City Council to the contrary. Cal Water has indicated support for staff's recommended term provisions, which is incorporated into the franchise ordinance before the City Council. NEW BUSINESS Item 13a. 2018 City Council Meeting Dates. The City Council will consider a resolution setting the dates for the City Council meetings, Budget Hearings, and Department Budget Presentations for 2018. The proposed calendar of meeting dates mirrors the 2017 calendar, which includes two noon budget workshops in May and June, respectively. The proposed calendar also takes into consideration 2018 League of California Cities conference dates and known events where a majority of the Council may choose to attend.
