NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public
statements that will encourage comments pertaining to closed session matters only. The
Council will recess into closed session. Upon conclusion of the closed session, any
closed session action will be announced prior to adjournment of the meeting. At 5:15
p.m., the regular meeting will be called to order to address the remainder of the
agenda items.
CLOSED SESSION
There will be a conference with the labor negotiator as well as a conference with legal
counsel regarding two items of existing litigation and one item of potential ligation.

CONSENT CALENDAR
Resolutions
Item 8e. LED Lighting Proiect. Over the past several years, City staff has reviewed
opportunities to reduce energy consumption and associated costs. After analysis, staff
has estimated the City could save over $600,000 annually by converting all existing
high - pressure sodium (HPS) streetlights to light emitting diode (LED) fixtures. LED fixtures
utilize significantly less energy, last longer, require less maintenance and improve
visibility. To achieve the estimated savings, the City will need to convert the 15,570
streetlights still utilizing the HPS fixtures. Staff is planning to utilize two different financing
mechanisms to achieve this conversion - an on -bill financing program through Pacific
Gas and Electric and the Energy Efficiency Financing Program offered through the
California Energy Commission. This item is requesting the Council authorize the Public
Works Director to submit the required application documents to be considered for the
Energy Efficiency Financing Program. This program has been successfully used by
hundreds of local government agencies to make energy improvements since first
became available in 1979. Should the City's application be successful, any future loan
agreement, including the term and final amount of the loan, will be brought to the
Council for consideration.
Bids
Item 8v. Citywide Tree Replacement. Due to prolonged drought conditions,
nearly 3,000 trees have been removed from City parks and streetscapes over the last
three years. On September 20, 2017, the City Council approved $500,000 in funding to
replace many of the trees lost during the drought. This item requests the Council's
approval of an agreement with a contractor to provide and install approximately 1,700
trees throughout the City. The new trees will be drought tolerant and replaced in the
same proportion throughout the City as the trees removed. If approved, the tree
replanting will continue through the spring of 2018.
CONSENT CALENDAR HEARINGS
Items 9c &d. Resolutions of Necessity for Centennial Corridor Proiect. The City is
down to partial acquisitions and temporary construction easements on the Centennial
Corridor project. Resolutions of necessity (RON), the first step in condemnation, are
sometimes necessary at this stage to get owners to act on what in the majority of
instances are minor impact acquisitions. Staff recommends adoption of two RONs;
however, throughout the process, staff will continue to work with the property owners to
attempt to negotiate and finalize an agreement reflecting fair and equitable
compensation for the properties.
