The meeting was called to order by Chairman, Ken Vetter at 8:00 a.m.

Mr. Anderson made a motion to approve the minutes of the November 1, 2017
meeting; the motion was seconded by Mr. Vetter and carried.

B. Certification of Police Trainee Eligibility List, Examination #01009

On behalf of Caryn Claiborne, Maria Mojica submitted Police Trainee Eligibility List,
Examination #01009, to the Commission review and approval for certification. She
advised there are 81 candidates with 20 ties on the list. On behalf of the Human
Resources office she thanked Police Department staff and oral interview raters for
their assistance throughout the recruitment process.
Mr. Anderson made a motion to approve Police Trainee Eligibility List, Examination
#01009; the motion seconded by Mr. Vetter and carried.
C. Nepotism Waiver Request for Police Trainee Candidates
On behalf of Caryn Claiborne, Maria Mojica submitted eleven Nepotism Waiver
Requests to the Commission for review and approval for Police Trainee Candidates
Michael Angeloni, Nicholas Bell, Tristan Braughton, Koby Davenport, Chad Dickson,
Fletcher Fick, Christopher Green, Jarred Roark, Patrick Tramel, Paul Trammel and
Katelynne Winters. She advised the Nepotism Waiver Requests were reviewed and
approved by Assistant Chief Greg Terry.
Mr. Anderson made a motion for approval of the Nepotism Waiver requests for
Police Trainee Candidates Michael Angeloni, Nicholas Bell, Tristan Broughton, Koby
Davenport, Chad Dickson, Fletcher Fick, Christopher Green, Jarred Roark, Patrick
Tramel, Paul Trammel and Katelynne Winters; the motion was seconded by Mr.
Vetter and carried.
D. Certification of Police Officer — Academy Graduate/Lateral Eligibility List,
Examination #01013

Maria Mojica submitted Academy Graduate/Lateral Eligibility List, Examination
#01013, to the Commission review and approval for certification. She advised there
were six candidates on the list. She thanked the Police Department staff and oral
interview raters for their assistance throughout the recruitment process.
Mr. Vetter asked where the lateral candidates came from; Maria advised there were
candidates from McFarland, Porterville and Pasadena.
Mr. Anderson made a motion for approval of the Academy Graduate/Lateral
Eligibility List, Examination #01013; the motion was seconded by Mr. Vetter and
carried.
E. Nepotism Waiver Request for Police Officer — Academy Graduate/Lateral
Candidate

Maria Mojica submitted a Nepotism Waiver Request to the Commission for review and
approval for Police Officer — Academy Graduate/Lateral Candidate Jeffrey King. She
advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief
Evan Demestihas.
Mr. Anderson made a motion for approval of the Nepotism Waiver request for Police
Officer — Academy Graduate/Lateral Candidate Jeffrey King; the motion was seconded
by Mr. Vetter and carried.
F. Request from Larry Esparza to be reinstated as a Police Officer
(J. Grimes, P.D.)
Jeremy Grimes submitted a request from Larry Esparza for reinstatement as a Police
Officer. Jeremy Grimes advised that Lerry Esparza resigned approximately a year
ago to accept employment at the Pasadena Police Department and he wants to come
back to the Bakersfield Police Department. Per Civil Service Rule 12.02, Lerry
Esparza submitted his written request to Chief Lyle Martin for reinstatement. Jeremy
Grimes advised Larry Esparza left the Bakersfield Police Department in good standing
and he is eligible for rehire. The Bakersfield Police Department recommends he be
reinstated as a Police Officer.
Mr. Anderson inquired about the why Larry Esparza moved to Pasadena and why he
would like to come back. Jeremy Grimes said they moved to Pasadena to be closer to
his wife's family but due to the cost of living in Pasadena, they decided that
Bakersfield was a better, more affordable option for them.
Mr. Anderson made a motion to approve Lerry Esparza's request for reinstatement as
Police Officer for the Bakersfield Police Department; the motion was seconded by Mr.
Vetter and carried.
G. Polygraph Testing for Applicants for Non -Sworn Positions
(M. Hale, P.D. and J. Grimes, P.D.)
Jeremy Grimes advised the Bakersfield Police Department has been conducting
polygraph examinations for Police Officer candidates for several years. Background
investigators have determined this avenue of screening provides an additional level of
information for scrutiny, not typically available during the background process.
He gave the commissioners a list of civilian jobs within the Police Department that
should also include a polygraph test as part of the background investigation process.
The list contains jobs that have access to privileged information. A survey of other
agencies revealed a majority of them require every prospective employee to undergo
a polygraph test.
The Police Department requests the Commission to approve revision of all Police
Department job bulletins be revised to include polygraph testing as part of the
background process.
Mr. Vetter asked why the department wanted to require polygraphs for all employees
at this time. Jeremy Grimes said they first started examining this idea when they were
preparing. to hire a Computer Forensics Examiner. They started looking at the degree
of extremely sensitive information a Computer Forensics Examiner has access to
review. He said when that position first developed, the position was filled by people
who already worked for the department and had already demonstrated their level of
confidentiality. The polygraph would give an added level of information when hiring
candidates from outside the department for highly sensitive positions.
Mr. Vetter asked if it is a pass or fail test. Jeremy Grimes said the polygraph
examination would be part of the background process and is not a pass or fail test. It is
used as a tool for further investigation into specific areas of criminal or prohibited
behavior when there are indicators of deception. He emphasized that it is a
background process tool. He said candidates are much more forthright when
completing background questionnaires when they know they will undergo a polygraph.
Mr. Vetter asked if it was the responsibility of the Commission to approve this change
in the hiring process. Richard Iger confirmed it is the Commission's responsibility to
approve changes related to the application and hiring process regarding the public.
Mr. Anderson made a motion to approve polygraph testing of applicants for non -sworn
positions on December 6, 2017; the motion was seconded by Mr. Vetter and carried.
V. Commissioner Comments
Mr. Anderson acknowledged Mr. Vetter is retiring as Police Commissioner after this meeting. He
said in all the years he has served on the Commission he has turned to Mr. Vetter for the history of
the Department, how things were done in the past and he looked to him as a weather vane for how
things should be done for the future. He also said Mr. Vetter has always conducted himself in an
extremely professional manner and he is very proud to have served with him. Mr. Anderson
congratulated Mr. Vetter for his retirement.
Mr. Vetter said serving on the Police Civil Service Commission has been a very important part of
his life. He has enjoyed working with everyone he works with now, as well as all of those in the
past. He served with eight Chiefs of Police. He said it has been a real honor and thanked
everybody for the opportunity to serve.
Chief Martin presented Mr. Vetter a plaque of appreciation from the City of Bakersfield for 40 years
of loyal and conscientious service, December 7, 2017, signed by the Honorable Mayor Karen Goh,
City Manager Alan Tandy and Chief of Police Lyle D. Martin. Chief Martin extended an invitation to
the Commissioners, as well as, to staff from City Attorney, City Manager and Human Resources
Offices. Anthony Gonzales presented Mr. Vetter with a gift from the Human Resources Office and
also expressed appreciation for his 40 years of service.
