AGENDA HIGHLIGHTS
MARCH 7, 2018 COUNCIL MEETING
REGULAR MEETING – 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that
will encourage comments pertaining to closed session matters only. The Council will recess into
closed session. Upon conclusion of the closed session, any closed session action will be
announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called
to order to address the remainder of the agenda items.

WORKSHOPS
Back-In Diagonal Parking. A petition has been submitted by several business

owners along 18 Street between N and Q Streets, requesting the installation of back-in diagonal

parking on 18 Street. Back in diagonal parking is a more recent trend in parking management,

where angled parking spaces are installed which drivers back in at a 45 degree angle. Several
cities have installed this type of parking, including Austin, TX, Chicago and Frederick, MD. Back-
in angle parking is intended to provide motorists with better vision of pedestrians, bicyclists, motor
vehicles, and other road users as they exit a parking space and enter moving traffic. Back-in
angle parking also eliminates much of the difficulty that drivers have when backing into moving
traffic. Staff from the Public Works Department will provide an overview of back in diagonal
parking and the proposed layout in response to the business owner requests on 18 Street. Staff

will also outline a proposed implementation plan and outreach effort. s
CONSENT CALENDAR
Resolutions
Resolutions of Support for Valley Fever Legislation. At a previous City Council
Item 8e.
meeting, multiple requests were made to staff to bring forth resolutions in support of several pieces
of state legislation. Item 8e is a resolution of support for a package of six bills related to valley
fever. The bills, authored by Assembly Members Rudy Salas and Vince Fong and co-authored by
Senator Jean Fuller, cover a number of topics associated with valley fever, including requirements
for reporting, testing, continuing education and regulation. Staff has drafted a resolution
supporting this legislative package for Council consideration.
Resolutions of Support for Public Safety Legislation. At a previous City Council

meeting, multiple requests were made to staff to bring forth resolutions in support of several pieces
of state legislation. Item 8f is a resolution of support for the Reducing Crime and Keeping California
Safe Act of 2018. This act is in the form of a ballot measure currently being circulated for signature
ahead of the November 2018 election. The measure has not yet qualified for the upcoming
November election. As written, the measure would expand the list of violent crimes for which early
release is not an option, revises the theft threshold by adding a felony for serial theft and revises
the process in which inmates are evaluate for potential parole. Staff has drafted a resolution
supporting this act for Council consideration.
Bids
Community Development Block Grant Curb, Gutter and Sidewalk Projects. As
Item 8t - v.
part of the FY 2017-18 Community Development Block Grant entitlement, the Council approved
the installation of curb, gutter and sidewalks in several low and moderate-income residential
areas. The installation of curb, gutter and sidewalks will improve pedestrian access and safety, as
well as improve storm water drainage. Items 8t, 8u and 8v proposed to award bids to contractors
to begin work on these improvements in the Oleander, Old Town Kern and La France areas.
Community Development Block Grant projects are federally funded with no local match
requirements. Staff is requesting the Council’s approval of the three agreements.
