HomeMy WebLinkAbout05/09/18 CC AGENDA HIGHLIGHTS AGENDA HIGHLIGHTS MAY 9, 2018 COUNCIL MEETING REGULAR MEETING – 3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that encourage comments pertaining to the workshop item only. At 5:15 p.m., the regular meeting will be called to order to address the remainder of the agenda items. WORKSHOPS Homelessness. As previously requested by Councilmember Gonzales, County Item 3.a. Housing Authority staff will provide a presentation regarding the results of the 2018 Kern County Homeless Point In Time Count (PIT). The purpose of the PIT is to count unsheltered persons experiencing homelessness within Kern County. REGULAR MEETING – 5:15 p.m. WORKSHOPS Proposed Budget Overview. City staff will provide an overview of the Fiscal Item 6.a. Year 2018-19 proposed budget. CONSENT CALENDAR Resolutions Salaries and Benefits for Employees (Police and Fire). The City, Items 8.l. and 8.m. Bakersfield Police Officers Association (BPOA), and Bakersfield Firefighters Labor Organization (BFLO) have concluded negotiations and tentatively agreed upon new Memorandums of Understanding. The resolutions recommended for approval are consistent with Council guidelines. In regard to BPOA, the negotiated items relate to a new term, minimum callback time, standby pay, compensatory time-off maximum accrual, shift trade program, and night- shift differential. In regard to BFLO, the negotiated items relate to a new term, residency requirement, fitness certification incentive pay, paramedic pay, and uniform allowance. The total cost is under one percent and there is no cost of living adjustment. HEARINGS Making Downtown Bakersfield – High Speed Rail Station Area Plan. City Item 10.a. staff, consultants, and various stakeholders have developed the “Making Downtown Bakersfield” High Speed Rail Station Area Plan. This plan establishes a strategic vision for the future development of Downtown Bakersfield, and completes high-level environmental analysis to help streamline future downtown development. City staff is requesting adoption of the Station Area Vision Plan and certification of the related Environmental Impact Report.
