CALL TO ORDER REGULAR MEETING - 10:05 a.m. 2.. ROLL CALL Present: Chairman Palla, Board Members Lundquist and Smith Absent: 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES- of the February 1, 2018, regular meeting Motion by Board Member Lundquist, seconded by APPROVED Board Member Smith, for approval of minutes. 5. NEW BUSINESS A. Correspondence Received Correspondence received February 5, 2018, from Mel Johnson, Greenfield County Water District requesting participation in and coordination with the Kern River GSA. B. Finance Report i. Receive and File Financial Report Nelson Smith, Finance Director made staff comments. Motion by Board Member Lundquist, APPROVED seconded by Board Member Smith, to approve and file the financial report. Bakersfield, California, March 1, 2018 —Page 2 ACTION TAKEN Approval of Outstanding Invoices for Todd Groundwater (3) Nelson Smith, Finance Director made staff comments and requested a cash call for the next meeting. Motion by Board Member Smith, APPROVED seconded by Board Member Lundquist, to approve the payments and the recommended cash call. C. Update on potential Kern River GSA boundary changes (David Beard) i. Olcese Water District I. Lamont Public Utilities District iii. Cawelo Water District IV. Others David Beard, ID4 Manager, provided update regarding the boundary changes. D. Discussion regarding adjacent land owner requests for inclusion in Managed Areas Mark Mulkey, General Manager of Kern Delta Water District, provided update, no recommendations at this time. Gene MCMurtey, Attorney for Kern Delta Water District, made additional comments. Update on the Kern County Subbasin Groundwater Sustainability Plan Support 2017 Grant. Art Chianello, Water Resources Manager, provided update regarding the Grant. J J Bakersfield, California, March 1, 2018 - Page 3 ACTION TAKEN F. Update on Kern County Groundwater Sustainability Agency Coordinating Group Activities. Mark Mulkey, General Manager of Kern Delta Water District, provided update. Phyllis Stanin, Vice President of Todd Groundwater, gave update regarding letter agreement for the C2VSim model. She also requested to be added to the April 5, 2018, meeting regarding the Hydrogeologic Conceptual Model. B. COMMITTEE COMMENTS None 6. CLOSED SESSION a. Conference with Legal Counsel — Potenfial Litigation: Closed Session pursuant to Government Code section 54956.9(d)(2),(e)(1) (one matter). Motion by Board Member Smith, to adjourn to APPROVED Closed Session of 10:40 a.m. Closed Session was adjourned by Board Member Lundquist at 11:29 a.m. 7. CLOSED SESSION ACTION a.
