REGULAR MEETING-5:15 p.m. APPOINTMENTS There will be one appointment to the Historic Preservation Commission. CONSENT CALENDAR Resolutions Item 8e&f. Labor Agreements. The City and Service Employees International Union, Local 521 (SEIU) have concluded negotiations for employees of the Blue and White Collar Units and tentatively agreed upon a new memorandums of understanding (MOU). The resolution recommended for approval is consistent with Council guidelines. Due to ongoing poor fiscal circumstances, members of the Blue and White Collar units have not received a cost of living wage adjustment since 2014. Under the terms of the proposed agreement, no wage adjustments will occur.The agreement does include a provision for a one-time payment of$750 for employees who are employed as of July 1, 2018. Several other minor revisions to the previous agreement are included in the new MOU. The term of the agreement is proposed to run through December 31, 2019. As historically done, the applicable terms of the agreement will be extended to the officers and employees of the General Supervisory, Police Supervisory, and Management Units by way of a separate resolution. Staff is requesting approval of both items. Bids Item 8y. Backup Storm Lift Station Generators. The City previously applied for and received grant funding through the Hazard Mitigation Grant Program for two backup generators at two storm lift stations within Beach Park and at the police pistol range. The grant funding pays for approximately 75 percent of the total costs of the generators, with sewer enterprise funds providing the local match requirement of 25 percent. These generators are critical components of the City's hazard mitigation program, as they will ensure the lift stations will continue to operate if a disruption to electrical power occurs during a storm event or otherwise. Staff is requesting the council accept the low bid for the installation of the generators and approve the contract to begin this work.
