Adjournment Staff recommends motion to adjourn meeting POLICE CIVIL SERVICE COMMISSION REGULAR MEETING EXECUTIVE CONFERENCE ROOM POLICE DEPARTMENT Minutes March 7, 2018 . 8:00 a.m. Call to Order The meeting was called to order by Chairman Steve Anderson at 8:00 a.m. II. Roll Call Commissioners Present: Steve Anderson Mike Payne Kelly Lucas Administrative Staff Present: Lyle Martin, Chief of Police Greg Terry, Assistant Chief of Police Mike Hale, Captain Jason Matson, Captain Brent Stratton, Lieutenant Bobby Woolard, Lieutenant Kevin Findley, Sergeant Kevin Fidler, Sergeant Richard Iger, Deputy City Attorney Anthony Gonzales, Human Resources Supervisor Maria Mojica, Human Resources Analyst Shayla Woods -Collins, Human Resources Analyst Caryn Claiborne, Human Resources Analyst Paula Kitchen, Secretary Public: Javier Collazo, Student from CSUB - History Major III. Approval of Minutes Mr. Lucas made a motion to approve the minutes of February 7, 2018; the motion was seconded by Mr. Payne and carried unanimously. IV. New Business A. Review of Special Orders: No comments. B. Certification of Police Dispatcher I Eligibility List, Examination #01043 (C. Claiborne, H.R.) Caryn Claiborne submitted Police Dispatcher I Eligibility List, Examination #01043, to the Commission for review and approval for certification. She advised there are 22 candidates on the list with ties for position numbers 10, 15 and 17. She thanked the Police Department and staff in Training for their time, professionalism and expertise in this recruitment. She said there are currently six vacancies for the position due to retirement and resignations. Mr. Payne made a motion to approve Police Dispatcher I Eligibility List, Examination #01043; the motion was seconded by Mr. Lucas and carried unanimously. C. Nepotism Waiver Request for Police Dispatcher I (C. Claiborne, H.R.) Caryn Claiborne submitted two Nepotism Waiver Requests to the Commission for review and approval for Police Dispatcher I candidates Julie Acosta and Vickie Samano. She advised the Nepotism Waiver Requests were reviewed and approved by Assistant Chief Greg Terry. Mr. Lucas made a motion for approval of the Nepotism Waiver requests for Police Dispatcher I Candidates Julie Acosta and Vickie Samano; the motion was seconded by Mr. Payne and carried unanimously. D. Certification of Senior Police Officer Eligibility List, Examination #01050 (S. Woods -Collins, H.R.) Shayla Woods -Collins submitted Senior Police Officer Eligibility List, Examination #01050, to the Commission for review and approval for certification. She advised there are ten candidates. She said the top score on the eligibility list was 95.92% and the minimum score was 89.4%. She thanked the Police Department for their assistance throughout the recruitment. Mr. Payne made a motion to approve Senior Police Officer Eligibility List, Examination #01050; the motion was seconded by Mr. Lucas and carried unanimously. E. Nepotism Waiver Request for Senior Police Officer Candidates) (S. Woods -Collins, H.R.) Shayla Woods -Collins submitted one Nepotism Waiver Request to the Commission for review and approval for Senior Police Officer Candidate Randy Petris, Jr. She advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief Evan Demestihas. Mr. Lucas made a motion for approval of the Nepotism Waiver request for Senior Police Officer Candidate Ryan Petris, Jr.; the motion was seconded by Mr. Payne and carried unanimously. V. Nepotism Waiver Request from Police Officers Audrina Dollschnieder and Randy Petris (M. Mopca, H.R.) Maria Mojica submitted a Nepotism Waiver Request to the Commission for review and approval for Police Officer Audrina Dollschnieder and Police Officer Randy Petris to live under the same household. She advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief Evan Demestihas. Mr. Lucas asked about Nepotism Waivers from an "Evergreen Standpoint"; once approved is there follow-up? Are nepotism waivers reviewed on an annual basis in the personnel files or is it just "one and done"? He cited an example at a company he was previously employed where a domestic situation did not end well. Assistant Chief Terry advised it is not automatically or periodically reviewed; however, if any kind of circumstance should occur as described by Mr. Lucas, the department would perhaps be involved on a criminal level and certainly on an Internal Affairs level which would affect the continued status of nepotism approval. He also advised Mr. Lucas if there are no issues and if the couple should get married, they will not be permitted to supervise one another, answer to one another, evaluate one another's work or have any conflict of interest. A new nepotism waiver will be required only when they apply for promotional testing opportunities which will insure conflicts do not occur. Mr. Lucas made a motion for approval of the Nepotism Waiver request for Police Officer Audrina Dollschnieder and Police Officer Randy Petris; the motion was seconded by Mr. Payne and carried unanimously. VI. Commissioner Comments Mr. Lucas extended his congratulations to all the new appointments. VII. Adjournment There being no further business, the meeting was adjourned at 8:09 a.m.
