At the direction of Mr. Anderson, Richard Iger gave a brief synopsis to the college students in
attendance. He explained that the three Police Commissioners are appointed by City Council to run
the human resources aspect of the Police Department. They handle the appointments, promotions
and other special issues related to the job specifications related to the Bakersfield Police Department.
He used the Agenda to illustrate the duties of the Police Civil Service Commission.
III. Approval of Minutes
Mr. Lucas made a motion to approve the minutes of March 7, 2018; the motion was
seconded by Mr. Payne and carried unanimously.

B. Certification of Community Relations Supervisor Eligibility List, Examination #01060

Caryn Claiborne submitted Community Relations Supervisor Eligibility List, Examination
#01060, to the Commission for review and approval for certification. She advised there
are three candidates and one vacancy. She thanked the Police Department and staff in
Training for their assistance throughout the testing process.
Mr. Payne made a motion to approve Community Relations Supervisor Eligibility List,
Examination #01060; the motion was seconded by Mr. Lucas and carried unanimously.
C. Nepotism Waiver Request for Community Relations Supervisor

Caryn Claiborne submitted two Nepotism Waiver Requests to the Commission for review
and approval for Community Relations Supervisor candidates Carina Ortiz and Kelsey
Taylor. She advised the Nepotism Waiver Requests were reviewed and approved by
Assistant Chief Greg Terry.
Mr. Lucas asked I each of the involved parties is required to separately request a
nepotism waiver. Caryn Claiborne clarified the nepotism waiver is required when two
people decide to reside together or anytime either of them participates in a new
recruitment or testing process.
Mr. Lucas made a motion for approval of the Nepotism Waiver requests for Community
Relations Supervisor candidates Carina Ortiz and Kelsey Taylor; the motion was seconded
by Mr. Payne and carried unanimously.
D. Polygraphs for Professional Staff
(L. Martin, PD)
Chief Martin advised the commissioners that in December 2017, the Police Department
asked the Commission to require polygraphs for 20 positions within the department;
however, due to the large number of anticipated upcoming recruitments and eligibility lists,
it is logistically difficult to do such a large number of recruitments efficiently and effectively.
He asked the commission to remove the language requiring all candidates to undergo
polygraph testing and requiring only the most critical positions to undergo polygraph
testing; these positions would include Police Computer Forensics Examiner, Crime Analyst,
Police Lab Technician and Latent Print Examiner. These positions have access to highly
sensitive State and Federal data bases, in addition to giving technical testimony in court
proceedings. Chief Martin advised we now have one polygraph examiner of our own and
we will send two more to a 10 week polygraph school for certification. He said the list of
positions would be revisited again sometime in the future. He also advised the
commissioners that even though it is considered best practices for police agencies to do
polygraphs, we are not currently set up to support the logistics of doing polygraphs on
every police department candidate.
Mr. Lucas made a motion to approve with the proviso that the list of positions is revisited
from time to time to evaluate whether or not other positions may need to be added to the
list requiring candidates to undergo a polygraph examination; the motion was seconded by
Mr. Payne and carried unanimously.
