Mr. Lucas made a motion to approve the minutes of April 4, 2018; the motion was seconded by Mr.
Anderson and carried.

B. Certification of Police Lieutenant Eligibility List, Examination #01083

Maria Mojica submitted Police Lieutenant Eligibility List, Examination #01083, to the -
Commission for review and approval for certification. She advised there are six
candidates on the eligibility list and currently, there are two vacancies. She thanked the
Police Department staff and oral raters for their assistance throughout the testing
process.
Mr. Lucas made a motion to approve Police Lieutenant Eligibility List, Examination #01083;
the motion was seconded by Mr. Anderson and carried.
C. Nepotism Waiver Request for Police Lieutenant

Maria Mojica submitted one Nepotism Waiver Request to the Commission for review and
approval for Police Lieutenant Candidate Kevin Fidler. She advised the Nepotism
Waiver Request was reviewed and approved by Assistant Chief Evan Demestihas.
Mr. Lucas made a motion for approval of the Nepotism Waiver request for Police
Lieutenant Candidate Kevin Fidler; the motion was seconded by Mr. Anderson and carried
unanimously.
D. Certification of Community Relations Specialist Eligibility List, Examination #01084

Isabel Farmer submitted Community Relations Specialist Eligibility List, Examination
#01084, to the Commission for review and approval for certification. She advised there
are ten candidates.
Mr. Lucas made a motion to approve Community Relations Specialist Eligibility List,
Examination #01084; the motion was seconded by Mr. Anderson and carried unanimously.
E. Nepotism Waiver Request for Community Relations Specialist Candidate(s)

Isabel Farmer submitted one Nepotism Waiver Request to the Commission for review
and approval for Community Relations Specialist Candidate Inez Contreras. She
advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief
Evan Demestihas.
Mr. Lucas made a motion for approval of the Nepotism Waiver request for Community
Relations Specialist Candidate Inez Contreras; the motion was seconded by Mr. Anderson,
F. Approval to Extend Police Service Technician Eligibility List, Examination #00989

Jeremy Grimes advised there are openings for Police Service Technician due to the fact
there are two Police Service Technicians currently attending the Police Academy; the
department will wait until they pass certain milestone tests before filling the vacant Police
Service Technician positions. The list expires in July and it is requested the list be
extended for 6 months.
Mr. Lucas made a motion for approval to extend Police Service Technician Eligibility List,
Examination #00985, for 6 months; the motion was seconded by Mr. Anderson and carried
unanimously.
G. Reinstatement Request for Police Dispatcher II Benjamin Kitchen

Jeremy Grimes advised the commissioners a letter has been received by Benjamin
Kitchen requesting reinstatement as Dispatcher II. He said there are still several openings
and it would be advantageous to reinstate someone who will not require training and is
ready to go.
Mr. Lucas made a motion for approval to reinstate Benjamin Kitchen as Dispatcher II; the
motion was seconded by Mr. Anderson.
H. Nepotism Waiver Request for Police Dispatcher II Reinstatement Candidate

Caryn Claiborne submitted one Nepotism Waiver Request to the Commission for review
and approval for Police Dispatcher II Reinstatement Candidate Benjamin Kitchen. She
advised the Nepotism Waiver Request was reviewed and approved by Assistant Chief
Greg Terry.
Mr. Lucas made a motion for approval of the Nepotism Waiver request for Police
Dispatcher II Reinstatement Candidate Benjamin Kitchen; the motion was seconded by Mr.
Anderson and carried unanimously.
Police Officer— Academy Graduate/Lateral Recruitment Informational
(J. Grimes, P.D.)
Jeremy Grimes advised the Commissioners that recruitment for Police Officer— Academy
Graduate/Lateral will open soon. The department is looking at ways to streamline the
testing process; this would accommodate a larger number of candidates from other
agencies who are looking for an opportunity to apply for Bakersfield Police Department.
He explained that in the past this testing process has taken several months requiring most
lateral applicants to take time off from their current jobs to participate in each phase of
testing. The streamlined testing process would be condensed into a single day; the day
would be comprised of the written exercise and physical agility in the morning, and the oral
interview would take place the same afternoon. The test will be scheduled for two dates
and applicants will be able to choose a day that works best for them. This will eliminate
applicants having to take multiple days off from their current job to participate in testing.
Mr. Lucas asked for where these applicants come from. Jeremy Grimes explained that
agencies like California City will be experiencing layoffs soon and politics at other agencies
may trigger an increase of lateral applications. He said officers who have been at their
agency for one year should have their POST Basic Certificate making them eligible to
lateral to the Bakersfield Police Department.
Assistant Chief Terry said officers from other law enforcement agencies stop in at the front
desk or they call the Training office to inquire if BPD is accepting applications for laterals.
He said the streamlined testing process will facilitate a broader group of candidates who
want to leave agencies and they will be able to come here and get things done relatively
quickly. He also said this new streamlined testing process was the result of collaboration
between Jeremy Grimes and the Human Resources Department.
Mr. Anderson asked about the frequency of lateral applicants failing the physical agility
testing and Jeremy Grimes said he is not aware of any lateral candidate who has been
unable to pass the physical agility test.
