AGENDA HIGHLIGHTS
SEPTEMBER 5, 2018 COUNCIL MEETING
REGULAR MEETING – 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that
encourage comments pertaining to closed session matters only. The Council will recess into closed
session. Upon conclusion of the closed session, any closed session action will be announced prior to
adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the
remainder of the agenda items.

There will be a conference with legal counsel regarding one item of existing litigation and one item of
potential litigation.

WORKSHOPS
Recycling Program Update. The market for recyclable materials has evolved in recent

years, which has affected the City’s recycling program. Staff from the Public Works Department will
provide the Council with a presentation summarizing these issues. Staff is not recommending any
change to the recycling program at this time.
CONSENT CALENDAR
Resolutions
Proposition 3. The Water Supply and Water Quality Act of 2018 qualified for the

November California Statewide ballot as Proposition 3. If passed, Proposition 3 makes available $8.9
billion in general obligation bonds to fund projects for the implementation of the Sustainable
Groundwater Management Act, storm water treatment, wastewater recycling, watershed restoration,
water conservation, infrastructure repair, in addition to other programs of importance to the City of
Bakersfield and other local agencies. Councilmember Rivera requested staff bring a resolution in
support of Proposition 3 to the City Council for consideration.
Miscellaneous
HUD Action Plan. In May 2018, staff received notice of an approximately $1 million

increase to the City’s annual entitlement from the Department of Housing and Urban Development. In
June 2018, the City Council approved an amended action plan to account for these increases along
with identifying the specific projects, programs and services to fund with these additional monies. This
item requests Council action to appropriate this additional funding to the City’s budget. The programs
and projects receiving this additional funding include two curb, gutter and sidewalk installation
projects, affordable housing and homeless outreach services to be conducted by Flood Bakersfield
Ministries.
