AGENDA HIGHLIGHTS
SEPTEMBER 19, 2018 COUNCIL MEETING
REGULAR MEETING – 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that
encourage comments pertaining to closed session matters only. The Council will recess into closed
session. Upon conclusion of the closed session, any closed session action will be announced prior to
adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the
remainder of the agenda items.

There will be a conference with legal counsel regarding four items of existing litigation.

PRESENTATIONS
Excellence in Action Employee Awards. This meeting will include the annual
Item 4.b.
presentations to the recipients of the City’s Excellence in Action Award. These awards recognize
City employees who exemplify the traits of excellent customer service, leadership by example,
willingness to solve problems and consistently high performance during the past year.
WORKSHOPS
Cal Water Update. Per the existing franchise agreement between the City of
Item 6.a.
Bakersfield and California Water Service Company (Cal Water), Cal Water is required to notify
the City prior to submitting an application for any type of rate increase in the City of Bakersfield
with the California Public Utilities Commission (CPUC). The franchise also requires Cal Water
representatives to make a presentation to the City Council to provide information and
justification for such a rate increase request. Cal Water has notified the City of its intent to
request an infrastructure improvement plan, which includes a general rate case filing.
Representatives from Cal Water will provide additional information on this request and be
available to answer any questions.
CONSENT CALENDAR
Bids
24 Street Widening Project. Bids were received for the 24th Street Operational
Item 8.x.

Improvements Project. The Project consists generally of: expanding the 24th Street/Oak Street
intersection to provide four lanes in both directions for 24th Street and to allow for additional
turn lanes for Oak Street; widening 24th Street from four lanes to six lanes between Elm Street to
C Street; and reconstructing and restriping the 23rd Street/24th Street one-way couplet roadway
segments from D Street to 0.2 mile east of M Street to provide for four lanes in each direction.
This project has a14-month duration with the first order of work being the extension of the box
culvert in the Carrier Canal. The project will be constructed with day crews in the residential
area between Elm Street and F Street and a night crews in the couplet area between F Street
and M Street. The Oak Street Intersection will mostly be constructed during the night shift to
minimize traffic impacts. Staff is recommending the Council accept the bid and approve an
agreement with Griffith Company to construct the project, as well as an agreement for
construction management and support services.
