HomeMy WebLinkAbout10/12/18 CC AGENDA HIGHLIGHTS cc LAK AGENDA HIGHLIGHTS OCTOBER 17, 2018 COUNCIL MEETING ' REGULAR MEETING-3:30 p.m. NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that encourage comments pertaining to closed session matters only. The Council will recess into closed session. Upon conclusion of the closed session, any closed session action will be announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the remainder of the agenda items. WORKSHOPS Item 3a. Taxi cabs, recycling centers, and non-commercial signs. The City Attorney's Office will provide a presentation on the above referenced topics which will require modifications to the Bakersfield Municipal Code. The required modifications are due to changes in State law and in response to a City Council referral. The workshop will provide an opportunity for staff to provide information regarding the changes and receive Council input. REGULAR MEETING-5:15 p.m. CONSENT CALENDAR Resolutions Item 8.g. Identify Vendors, Plans, and Setting Rates for Health Insurance. Prior to the start of the new plan year (calendar year), the City Council reviews and considers a package of healthcare vendors, plans, and rates for City employees and retirees. The resolution before the Council summarizes the proposed healthcare vendor and rate package for the 2019 plan year. A highlight of the proposed rate package is that all active healthcare plans will benefit from a rate reduction of some degree. The result of which is that both the City and our employees will benefit from the savings associated with this advantageous rate renewal package. The proposed vendor and rate package included in the resolution for 2019 have been reviewed and endorsed by the Employee Insurance Committee, the Council's Personnel Committee, and City management. Agreements Item 8.1. Bicyclist and Pedestrian Safety Plan. In May of 2018 the City was awarded $200,000 in state grant funds for the Bakersfield Bicyclist and Pedestrian Safety Plan. The purpose of the plan is to assist in reducing serious injuries and fatalities of bicyclist and pedestrians on Bakersfield's most vulnerable roadways. This action approves a design consultant agreement (not to exceed $189,578) with Alta Planning + Design, Inc. to develop the plan. This consultant has extensive local experience as they previously completed the 2013 Bakersfield Bicycle Transportation Plan and the 2018 Kern Region Active Transportation Plan.
