HomeMy WebLinkAbout01/11/2019AT/CH OFFICE OF THE CITY MANAGER January 11, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  This week, staff completed the process of working with BIRD representatives to develop and execute the appropriate encroachment permit for the placement of scooters in the public right of way. The permit, which is intended to cover a pilot period of up to one year includes appropriate indemnification language for the City as well as insurance and operating requirements which BIRD has agreed to comply with. Should you have any questions or if you have any feedback you would like to provide regarding the scooters, please feel free to contact my office.  The Bakersfield Fire Department is proud to announce the promotion of Noe Reyna from Captain to Battalion Chief, Julian Valenzuela from Engineer to Captain, and Jon Wegis from Engineer to Captain. General Information January 11, 2019 Page 2  As you may recall, in October staff learned of a breach of one of the City’s online payment systems. To ensure we reached all those who may have been affected, in accordance with applicable laws, the City utilized multiple notification methods. In addition, a call center was made available to provide additional information. The call center accepted calls for 35 days during November and December. During this time they received a total of 16 calls, most of which were in the first 10 days. Of the accounts possibly impacted, less than 1% contacted the call center.  The City Council, under resolution 173-06 (1), has established a list of events for which Councilmembers are automatically eligible for reimbursement. In recent times, members have requested that additional events be added to that list, including the State of the County, Annual Kern Tax meeting, the annual Chamber installation event, the Kern Economic Development Corporation Annual Dinner, the Annual Downtown Breakfast, and the League of Cities Committee and Caucus meetings. There may be other events to add to the list. If so, please notify Michelle Cruz in our office. After we receive that input we intend to put an amended resolution back on the Council agenda for consideration. In the interim, members can recommend unlisted events during Council statements or the expense can be listed on the agenda after the fact as an interim measure.  On Saturday, January 5th, the Bakersfield Police Department held its first Coffee with a Cop event of the year. The Starbuck’s inside the Valley Plaza Mall graciously hosted the event, allowing staff of the Bakersfield Police Department the opportunity to engage with our community.  I am still scheduled for Jury Duty next week, therefore my availability will be day to day. Assistant City Managers Chris Huot and Steven Teglia will both be available should I not be. Traffic Advisory  F Street closure postponed, Closure at Drake Street and 24th scheduled The around-the-clock closure for F Street, between 23rd Street and 24th Street, previously scheduled for this weekend has been postponed. The work will be rescheduled at a later date. Next week’s closure at Drake Street and 24th Street will be in effect, following the re-opening of C Street. The around-the-clock closure for Drake Street is expected to be in place by 7:00 a.m. on Monday, January 14 and to remain in place through 7:00 p.m. on Friday, January 18. Motorists will not be able to travel to or from Drake Street and 24th Street during the closure. The closure is needed for drainage work in conjunction with the 24th Street Improvement Project. Road construction may be cancelled and rescheduled without notice due to inclement General Information January 11, 2019 Page 3 weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month only when possible.
