City Offices will be closed Monday, January 21st, in recognition of the Martin Luther King Jr.
Holiday. Regular curbside trash and recycling services will not be affected by the holiday.
Notable Items
This morning, our office launched the FY 19/20 budget kickoff with a presentation to department staff. Budget overview and council consideration is scheduled to begin on
May 8th, with Council budget workshops scheduled for May 13th and June 3rd, concluding with adoption at the June 28th Council Meeting.
This past Tuesday, the 15th, the Bakersfield Fire Department responded to three residential
structure fires across the city from approximately 6:00 a.m. to 8:45 a.m. Each of these incidents includes a reinforced alarm, which is comprised of 3 engine companies, 2 truck
companies, 2 battalion commanders, safety officers, and a PIO for each. In an effort to increase public understanding of the scale of these responses, the Fire Department has
posted footage on their social media from one incident with explanation as the process unfolds. Timely emergency response demands succinct coordination. Our thanks go to
those who assisted from the Bakersfield Police Department, Kern County Fire Department, PG&E, and the City Building Department and importantly, to BFD personnel for their
professional and timely response under great demand.
As a reminder, the City Council, under resolution 173-06 (1), has established a list of events
for which Councilmembers are automatically eligible for reimbursement. In recent times,
members have requested that additional events be added to that list, including the State
of the County, Annual Kern Tax meeting, the annual Chamber installation event, the Kern
Economic Development Corporation Annual Dinner, the Annual Downtown Breakfast,
and the League of Cities Committee and Caucus meetings. There may be other events
to add to the list. If so, please notify Michelle Cruz in our office. After we receive that input
we intend to put an amended resolution back on the Council agenda for consideration.

expense can be listed on the agenda after the fact as an interim measure.
Traffic Advisory
Upcoming closures on Bike Path, Westside Parkway, and Truxtun Avenue
A section of the Kern River Parkway Multi-Use Trail will need to be closed next week to allow
for the safe removal of falsework from the new bridge crossing the Bike Path and Kern River. From Monday, January 21st through Friday, January 25th, bike and pedestrian traffic will be
detoured to the south side of Truxtun Avenue between Commercial Way and Empire Drive
(see attached map). This is an around-the-clock closure.
Motorists should also anticipate shoulder closures on the Westside Parkway, during daytime
hours, for the next month. The shoulder closures will affect both directions of travel between Truxtun Avenue and Mohawk Street. They are needed for lighting, sign illumination and fiber
optic work.
Nighttime closures on Truxtun Avenue, in the vicinity of the Westside Parkway on- and off-ramps, may be in place on an as needed basis through the end of January while bridge
falsework is completed over Truxtun Avenue. When closures are needed, the Westside Parkway eastbound off-ramp will also be closed, but the westbound on-ramp will remain
open. Closure hours are between 9:00 p.m. and 5:00 a.m. Motorists can detour around the
closure via California Avenue or Rosedale Highway.
Construction work may be postponed and rescheduled without notice due to inclement
weather or other unforeseen circumstances.
Nighttime lane and ramp closures on northbound State Route 99
Nighttime lane and ramp closures have been scheduled for northbound State Route 99,
between State Route 58 and Ming Avenue, for next week. The contractor for the Belle
Terrace Operational Improvements Project will be placing temporary concrete barrier rail,
which will require the closure of the outside northbound travel lanes and the northbound
State Route 99-to-eastbound State Route 58 connector ramp.
The closures are expected to be in effect each night from Tuesday, January 22nd through
Thursday, January 24th. The contractor plans to close the northbound lanes on State Route 99
at 9:00 p.m. and the connector ramp will close at 11:00 p.m. The lanes and the connector
ramp are expected to re-open by 5:00 a.m.
Two lanes on northbound State Route 99 will remain open to traffic while work is underway.
F Street closure rescheduled for this weekend
An around-the-clock closure for F Street, between 23rd Street and 24th Street, has been re-
scheduled for this coming weekend. The closure is expected to begin on Friday, January 18,
at 7:00 p.m. and will continue through Monday, January 21, at 5:00 a.m.

The closure will affect northbound and southbound traffic on F Street. Northbound and
southbound motorists should use H Street to detour around the closure. F Street will then
remain partially closed with only one lane available to traffic from Monday, January 21st
through Wednesday, January 23rd. Both 23rd Street and 24th Street will be open to traffic while
work is underway.

The BFD responded to three structure fires this morning. All of the fires included a reinforced alarm, which is
comprised of 3 Engine Companies, 2 Truck Companies, 2 Battalion Commanders, Safety Officers, and a PIO.
All of the fires were located at residential structures, and the cause and origin of each fire is under investigation.
There are no injuries to report.
Assisting agencies included BPD, KCFD, PG&E, and the City Building Department.

submitted for the re-engineering of the project into four individual
projects with a not to exceed $4500.00. The individual projects will be
as follows:
1. Lowell Park Concrete Work.
2. Lowell Park Shade Structure with footings.
3. Stiern Park Concrete and Pavement Repair.
4. Stiern Park Playground Surfacing. Reservations:
• 28 park reservations and an estimated 13,555 guests in attendance for

PARKS UPDATES
Park Area Tree Plantings
• 200 trees planted in various locations within Area 1.
• 100 trees planted in various locations within Area 3 Central Park
• Otterbines cleaned and wiring issues fixed.
• Staff trimmed and lifted tree branches throughout Mill Creek walkway.
Kaiser Permanente Sports Village
• Final walk through inspections for new stadium conducted by Public Works
and Recreation & Parks Department on 12/21/18. Tradewinds Park
• Staff replaced all backboards at the horseshoe pit area on 12/19/18. Windermere Park
• Trellis walk repaired and painted. Trellis beams replaced as needed,
primed and painted. Windsor Park
• Trash bin enclosure repaired. Stucco patched, replaced gazebo wood as
needed, primed and painted. Tree Maintenance
o Area 6 staff delivered Mobile stage to Real Rd and HWY 58 for groundbreaking ceremony on December 20th.
o Staff assisted Rabobank arena using our aerial lift to repair the electronic
bulletin board on December 20th.
o Delivered and set up four (4) bleachers for the annual Christmas Parade on
Thursday December 6th.
o In collaboration with the Tree Foundation of Kern planted 10 24” box trees at
Grissom Park on December 8th.
o Staff removed leaves from streetscapes on Palm Ave, Jenkins, Stockdale Hwy,
Johnson, Calloway, Brimhall, TPRW, Quailwood Park, and Bill Park Greens Park
during the month of December.
• Staff repaired the inlet grates at the East Lake at the Park at Riverwalk. The
Lakes are restored back to normal level and pumps have been installed. Fountains are operational. Trimming:

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the month of December totaled 16,519 as compared to last year’s total of 14,234.
Aquatics/Attendance: 91
• McMurtrey Aquatic Center was closed November 26th through
December 31st for annual winter maintenance and renovation of
locker room floors. McMurtrey re-opened January 1st for the Polar Bear
Plunge event. Aquatic total attendance for December was 91. McMurtrey Aquatic Center:
• Annual maintenance of the competition and activity pools completed
this month. Both pools drained, pool lights replaced, tiles repaired, drains installed, and systems checked and fixed. Water slides, locker
rooms and offices received a deep cleaning. The flooring project completed on December 28th.
• Seventeen (17) employees received American Red Cross re-certifications in Waterpark Lifeguarding, Title 22, and Bloodborne
Pathogens.
• Conducted an American Red Cross Lifeguard Recertification Class on
Saturday, December 29th Silver Creek Pool:
• The annual Holiday In-Service Training took place at the Silver Creek Community Center on December 7th. Jefferson Pool:
• The Kern High School District held a lifeguarding certification course for
district swim coaches on December 15th with twelve (12) coaches
participating. Aquatic Grants:
• First 5 Kern “Make A Splash” – Staff currently organizing a curriculum for
the water safety parent workshop that will take place in spring 2019.
• Kaiser Permanente Operation Splash- The grant proposal for the 2019
and 2020 grant cycle was submitted in November. We hope to be
able to provide discounted swim lessons, free season swim passes,
discounted Junior Lifeguarding classes, and healthy beverage and
water safety education.
• USA Swimming Make A Splash Foundation- 2018 grant reports were
submitted in the month of September. The grant provided $5 fall swim
lessons to 70 children ages 3 to 17.
• American Red Cross Centennial Campaign - CPR classes were offered
to parents and caregivers of children under the age of 18 years.

Athletics/Attendance: 0
• Total attendance for November was 0 compared to 0 last December.
Attendance stayed the same due to the Fall Softball Season ending in
November again. In previous years, rainouts caused the season to roll
into December. There were no tournaments this month.
Athletic Programming
• Adult Softball – Staff completed a year-end cleaning and inventory of
all softball equipment at each of the fields as well as field inspections
and maintenance scheduling. Registration for the Spring Softball
League opened on January 2.
• A USA Umpire Certification Clinic scheduled for January 30. Adaptive Programming
• Adaptive Basketball – Staff working on recruiting teams and officials
for the Adaptive Basketball program. The League begins January 10th.

• Attendance was down 1% compared to December 2017 due to less participants in the After School Program.

• Santa’s Winter Wonderland – Very successful event held December 21st
with over 700 in attendance. Over 400 gifts donated by East High School Students, Toys for Tots, Teddy Bear Toss and various individual
donations.
• Kwanzaa – Annual event held on December 28th with approximately
500 in attendance. There were 15 vendors offering a variety of African culture crafts and memorabilia.
