CALL TO ORDER The meeting was called to order by Chairman Steve Anderson at 8:00 a.m. 2. ROLL CALL Commissioners Present: Steve Anderson Kelly Lucas Mike Payne Staff Present: Lyle Martin, Chief of Police Evan Demestihas, Assistant Chief of Police Jeremy Grimes, Captain Jason Matson, Captain Mike Hale, Captain Mike Coronado, Lieutenant Bobby Woolard, Lieutenant Kevin Findley, Sergeant Richard Iger, Deputy City Attorney Maria Mojica, Human Resources Analyst Shayla Woods -Collins, Human Resources Analyst Isabel Farmer, Human Resources Analyst Sandra Duncan, Human Resources Paula Kitchen, Secretary 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES Motion by Commissioner Lucas, seconded by Commissioner Payne and carried unanimously to approve minutes of November 28, 2018 5. NEW BUSINESS ACTION TAKEN APPROVED a. REVIEW OF SPECIAL ORDERS APPOINTMENTS, PROMOTIONS, RETIREMENTS, AND INFORMATIONAL RESIGNATIONS OF POLICE DEPARTMENT PERSONNEL ITEM b. CERTIFICATION OF POLICE TRAINEE ELIGIBILITY LIST, EXAMINATION N01122 - Maria Mojica advised there are 103 candidates with 26 ties. A motion was made by Mr. Lucas, seconded by Mr. Payne and carried unanimously to certify Police Trainee Eligibility List, Examination #01122. C. NEPOTISM WAIVER REQUEST FOR POLICE TRAINEE CANDIDATES) - Maria Molico advised 16 Nepotism Waiver Requests were approved by Assistant Chief Demestihas. A motion was made by Mr. Lucas, seconded by Mr. Payne and carried unanimously to approve 16 Nepotism Waiver requests for Police Trainee candidates. APPROVED APPROVED d. NEW JOB SPECIFICATION- PARKING ENFORCEMENT TECHNICIAN 21460 -Isabel Farmer explained job specifications for newly created position of Parking Enforcement Technician which will go before City Council for approval. A motion was made by Mr. Lucas, seconded by Mr. Payne and carried unanimously to approve new job specifications for Parking Enforcement Tehchnician 21460. e. DISCUSS SELECTION OF NEW DATE(S) FOR FEBRUARY 2019, PERSONNEL APPEAL HEARING(S) -Richard Iger requested to move the February 11, 2019, Personnel Appeal Hearing to January 28 -February I, 2019, and to extend the daily time from 2-6 p.m. to 2-8 p.m. with a possible flex -day j8 a.m.-5 p.m.) on Monday, the January 281h, 2019, at City Council Chambers. A motion was made by Mr. Lucas, seconded by Mr. Payne and carried unanimously to move the Personnel Hearing from February 11, 2019, to January 28 - February 1, 2019, with a possible flex -day Monday, January 281h with times to be confirmed by the City Attorney. f. APPOINTMENT OF HEARING OFFICER FOR PERSONNEL APPEAL HEARING(S) AND WAIVING OF POLICE CIVIL SERVICE RULE 16.03 - Richard Iger requested the Commission approve Retired Judge Freidman as Hearing Officer for the Personnel Appeal Hearing starting January 28, 2019. A motion was made by Mr. Payne, seconded by Mr. Lucas and carried unanimously to approve the appointment of Judge Freidman as Hearing Officer. A motion was made by Mr. Lucas, seconded by Mr. Payne and carried unanimously to approve the waiver of the provision within Police Civil Service Rule 16.03 requirement, "the Hearing Officer shall be a member of the State Bar of California", in the instance of Judge Freidman. 6. COMMISSIONER COMMENTS The commissioners congratulated Human Resources Analyst Maria Mojica on her retirement after 38 years with the City of Bakersfield. 7.
