The packet is intended to help members become familiar with the priorities of the measure, the role of the committee and some tentative timelines for meetings. Enclosed is the main section of the welcome packet. We look forward to engaging with the committee in the very near future!  Earlier this afternoon, City staff attended the first online orientation on the Transformative Climate Communities (TCC) Round 2 Planning Grant. As you may recall, Bakersfield is one of four cities to receive the $200,000 planning grant from the Strategic Growth Council to create a competitive application for the larger TCC implementation opportunity. The City’s project, “Revitalizing Downtown Bakersfield: Live, Work, Play,“ proposes to initiate activities related to affordable housing, workforce development, and alternative transportation. Moving forward, staff will receive a feedback package on the City’s application, make any needed revisions, execute the grant agreement, and begin the project by early April.  The Jastro Park pickleball and tennis court rehab project is underway. Crews started scraping work last week and the expected completion date is near the end of April or early May, barring any unexpected delays. This project involves a complete removal and replacement of all court surfacing and will hold 3 tennis courts and 6 pickleball courts.  The Bakersfield Fire department has been active in public outreach and education. Staff was there to educate students on what their fire department does, what the job entails, and how to become a BFD Firefighter. Traffic Advisory  UPDATE: Construction starts on Centennial Corridor Phase 3. Freeway ramps at Real Road to permanently close The start of construction on Centennial Corridor Phase 3 – Bakersfield Freeway Connector – has been shifted to February 11th, 2019 due to weather. This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 Interchange, build an auxiliary lane on westbound State Route 58, widen the bridge across State Route 99, and construct a barrier-separated off-ramp connector from southbound State Route 99 to Ming Avenue. The project permanently closes access to State Route 58 and to southbound State Route 99 at Real Road. This closure is now expected to be set in place the night of February 14th, 2019 (weather dependent). Eastbound motorists will then need to access State Route 58 by taking Stockdale Highway/Brundage Lane to the H Street interchange. Westbound motorists will need to exit State Route 58 at Chester Avenue. Southbound motorists can access State Route 99 at either California Avenue or Ming Avenue. Real Road will remain open to both northbound and southbound traffic.  Demolition scheduled for Belle Terrace Bridge Demolition of the Belle Terrace Bridge is scheduled to begin on February 19th, 2019. This work will require several nights of full freeway closures on State Route 99, as well as State Route 58/State Route 99 connector ramps and the Ming Avenue on-ramp to northbound State Route 99. The detour route will utilize Wible Road. Signs and flaggers will be in place to direct vehicles around the work zone. General Information February 8, 2019 Page 3 On Tuesday, February 19th, the contractor plans to begin bridge demolition work above the southbound lanes on State Route 99. The first freeway lane will be closed at 9:00 p.m. Additional lanes will close at 10:00 p.m. All southbound lanes and all but one northbound lane will be closed at 11:00 p.m. This work will also require the closure of the following ramps: northbound State Route 99 to eastbound State Route 58 connector, westbound State Route 58 to southbound State Route 99 connector, and the Ming Avenue on-ramp to northbound State Route 99. All lanes and ramps are expected to open by 5:00 a.m. These closures will also be in effect on Thursday, February 21st. On Wednesday, February 20th, the contractor plans to begin bridge demolition work above the northbound lanes on State Route 99. All northbound lanes and all but one southbound lane will be closed. The northbound State Route 99 to eastbound State Route 58 connector and the Ming Avenue on-ramp to northbound State Route 99 will be closed, but the westbound State Route 58 to southbound State Route 99 connector will remain open. Lanes closures will begin at 9:00 p.m., with final closures implemented at 11:00 p.m. All lanes and ramps are expected to open at 5:00 a.m. Demolition and nighttime closures may continue into the first week of March. Closure information will be updated as work progresses. This work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances.  State Route 99 to eastbound State Route 58 connector ramp closures Nighttime closures are planned for both the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps on Wednesday, February 13th and Thursday, February 14th. The closures are expected to be in place between the hours of 9:00 p.m. and 5:00 a.m. each night. The closures are needed for bridge work and do not impact westbound traffic.  Intersection closures on the north side of 24th Street Following the re-opening of Myrtle Street, Spruce Street will close at 24th Street. Pine Street is expected to close mid next week, depending upon weather. Each street eastward to Bay Street will consecutively close on the north side of 24th Street as the contractor installs new drainage pipe along the corridor. Spruce Street, Pine Street, Cedar Street, Alder Street and Bay Street will remain closed through mid-May while the contractor constructs new roadway and installs new sidewalks, curb and gutter in this area. During this period, residents will need to access the neighborhood via Beech Street or from F Street.  PG&E periodic lane closures during equipment safety upgrades Pacific Gas and Electric Company (PG&E) contract crews are upgrading equipment on electric transmission towers to improve safety and reliability. Work is scheduled to be complete by the end of April. General Information February 8, 2019 Page 4 During construction access to businesses and homes from White Lane at Wible Road, west to Gosford Road at White Lane, and north on Gosford Road to the Kern Power Substation at Coffee Lane and Rosedale Highway may be impacted. No road closures are expected, but crews will temporarily close lanes to access construction areas off the roadway. Customers may see PG&E contractors climbing towers to complete the work in the area, and weather or other safety factors may change our schedule. Construction will mostly take place during business hours, with some work occurring during the weekends to minimize impacts to local businesses. To ensure safety around towers and work areas, “no parking” signs will be posted at least 72 hours in advance. PG&E may temporarily close some nearby roads, trails, or public spaces. PG&E has notified the City of Bakersfield as well as impacted customers of work near their home or business. PG&E appreciates the patience and cooperation of customers in the area as it works to improve the electric system serving the region. Reports  Streets Division work schedule for the week of February 11th Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  CPR and First Aid Training – provided by grant through the Recreation and Parks Department for parents, grandparents, expectant parents, and childcare providers of children under the age of 10. Located at the McMurtrey Aquatic Center. Pre-registration is required. The next training is February 16th. Please see flyer for more details.  The annual Guns & Hoses hockey game will take place this weekend at 2:00 p.m. at the Rabobank Arena. Proceeds from this event benefit the Kern Law Enforcement Foundation and the $20 ticket is valid for both the 2:00 p.m. benefit game and the 7:00 p.m. Condors game. Bakersfield Public Safety/Vital Services Measure Citizens Oversight Committee Welcome Packet     Bakersfield Public Safety and Vital Services Measure Overview On November 6, 2018, voters within the City of Bakersfield passed the Bakersfield Public Safety and Vital Services Measure. The Measure is a locally controlled one-cent sales tax measure that will provide approximately $50 million annually to the City of Bakersfield to address top community priorities. The Measure increases the sales tax rate from 7.25 to 8.25 percent within the incorporated city limits of Bakersfield. The City will receive 2 percent of the 8.25 percent rate. In response to feedback received during over 30 community meetings and a survey of nearly 1,000 residents, the 13 priorities included in the Measure documents are: 1. Increasing police staffing to improve police response times, reduce crime, and increase neighborhood police patrols. 2. Improving rapid response to assaults and robberies. 3. Maintaining/improving rapid response to gang violence. 4. Investigating and proactively preventing property crimes, burglaries and vehicle thefts. 5. Keeping public areas safe and clean 6. Strengthening the capacity of the Special Enforcement Unit. 7. Expanding the School Resource Officer Program. 8. Maintaining a fully staffed and equipped class II rated fire department. 9. Reducing homelessness through partnerships with service providers to increase outreach, sheltering and construction of affordable housing. 10. Addressing the fiscal stability of the City of Bakersfield 11. Creating jobs through economic development, business retention/attraction and workforce development 12. Enhancing amenities throughout the community to improve the quality of life and attract visitors. 13. Enhancing neighborhoods through additional code enforcement and improved park maintenance. These 13 priorities will guide all proposed investments for enhanced City services, programs and projects. Effective Date and Sunset Pursuant to state law, the Measure will become effective for retailers engaged in business within the incorporated city limits of Bakersfield starting April 1, 2019. Revenues associated with the Measure are not anticipated to start being received by the City until June 2019. There is no sunset term contained within the Measure. Oversight and Transparency Requirements In keeping with the City’s fiscally-conservative, award-winning budget approach, the Measure requires:  Establishment of a nine member citizens’ oversight committee  Publishing of an annual report  Annual financial audits  Distinct accounting procedures to track the expenditures of Measure revenues These requirements ensures the proceeds of any revenue generated by Measure are expended in a manner consistent with the priorities of the community.     Citizens Oversight Committee Term and Compensation Each Committee member serves a three year term, expiring on February 6, 2022. All Committee members must reside within the City of Bakersfield for the duration of their term. The City Council may remove any Committee member for any reason by a simple majority vote. There is no monetary compensation for serving on the Committee. Primary Duties of the Committee  The Bakersfield Public Safety and Vital Services Measure requires the establishment of a Citizens Oversight Committee to act in an advisory capacity to review the expenditure of revenues generated by the tax imposed by the Measure. The Committee’s primary objective is to provide independent verification that the revenues collected pursuant to the Measure are expended in such a manner that is consistent with the priorities described within the Measure. The Committee shall exist in this capacity for the duration of Measure.     The City shall produce an annual report to demonstrate how the funds subject to the Measure are being expended. The report shall provide a comprehensive review of the funds received, budgeted and expended in relation to the tax that is subject to the Measure. The report shall be provided to the Committee for review upon completion.  The City shall ensure that annual independent audits are conducted to account for the tax revenues received and expenditures made in relation to the tax that is subject to this ordinance, and to ensure consistency with spending priorities. Such audits will be provided to the Committee for review upon completion.  Hold public meetings, in compliance with the Brown Act and applicable conflict of interest rules, to receive public comments, review presentations from City staff and discuss spending priorities associated with the Measure.  The Committee will be provided presentations by City staff in advance of the City annual budget process to allow for comprehensive review and comment.  The Committee may prepare recommendations on funding priorities for the Measure and present such recommendations to the City Council in advance of or during the City’s annual budget process. Staff Contact The City Manager’s Office is designated as the coordinator for the Committee. City Manager Alan Tandy and Assistant City Manager Chris Huot will act as the primary staff contacts for the Committee. The City Manager’s Office will coordinate meeting dates and times, prepare meeting agendas and coordinate with the various City departments on presentations that will be made to the committee. Committee Meeting Information Overview The Committee is anticipated to meet at least four times per year in advance and after adoption of the City’s budget by the City Council, as well as after the fiscal year concludes. Additional meetings may be required for the first year. Please allot two hours per meeting for scheduling purposes. Dates and times for meetings will be determined based on the availability of Committee members and City budget deadlines. All meetings will be noticed in advanced according to state law and will be open to the public. An agenda will be prepared and distributed to the committee members, the public and the media prior to the meeting date. All meetings will take place in the Rabobank Convention Center. 2019 Tentative Meeting Timeline The following is tentative timeline based on the City’s budget deadline for FY 2019-20.
