Public Safety/Vital Services Measure Updates
The first Citizens Oversight Committee meeting is scheduled for Thursday, February 28th at
11:00 a.m. in the Truxtun Room in the Rabobank Convention Center. Please see the
attached map for directions to the meeting.
The voters in Bakersfield approved the Public Safety Vital Services Measure on the
November Ballot. The tax itself will begin to be collected April 1, 2019. Sales tax is
disbursed by the State to the City quarterly. The first allocation is expected to be received
for accounting purposes at the end of June.
The City fiscal year is July 1, 2019 through June 20, 2020. The first quarter receipts can be
appropriated to the FY 18/19 budget. The full FY 19/20 budget will follow.
The Oversight Committee will be reviewing proposed expenditures for five quarterly
distributions as follows:
o First disbursement FY 18/19 – one quarter
o Full Budget Year 19/20 – four quarters
Projected Receipts:
First Quarter $14,500,000
FY 19/20 (four quarters) $58,000,000
Total $72,500,000
This level of funding represents a new direction for the City of Bakersfield and a real
opportunity to significantly impact all of the priority service areas established in the tax measure- Public Safety-the top priority, fiscal stability, homelessness, enhancement of
amenities and economic development.
We appreciate the vision, cooperation and teamwork of the community in moving
ahead to work hard towards a better Bakersfield.

Notable Items
We are pleased to welcome Nathan Gutierrez to our team in the City Manager’s Office
as the new Management Assistant. Nathan Gutierrez comes from Employers’ Training
Resource at the County of Kern where he worked as an Analyst, assisting local education
providers develop programs and budgets to help youth complete their high school
education, obtain skills through training and find employment. He also led the multi-
agency effort in the planning and development of the EPIC@ the Beale, the first youth
center in Kern County, located at the Beale Library in downtown Bakersfield. In 2016, the
program, utilizing human-centered design principles, was selected as only 1 of 15 for
national recognition at the White House as part of a challenge issued by the U.S.
Department of Labor.
Prior to working with the County, Nathan was the League Coordinator for the League of
Dreams, a local youth sports nonprofit organization for children with special needs. There
he worked with City of Bakersfield officials to develop Abilities Field, the first universally-
accessible baseball field in Kern County, which opened in 2012. We are excited to have
him on our team and look forward to his contributions!

this special treatment. In addition to a
unique photo, each elevator door
contains the web address for Visit
Bakersfield, VisitBakersfield.com, to
entice visitors and residents to learn
more about what there is to see and
do in Bakersfield, and to encourage
local spending. Each of these mini-billboards was produced locally by
Advanced Signs. The elevator door at Kern County Raceway Park joins seven
others in the 18th and Eye Parking Garage and four on the pedestrian
overcrossing behind Rabobank Arena.

The snow accumulation season has begun and the snow pack measurements are looking favorable. After the storms this past week, the current projections are showing that this
year is currently 138% of average, as shown below as the red line on the chart. This is an
increase even from the previous forecast on February 12th which was at 120%.

and Chief Martin participated in
the “Cupids Challenge” for the
local Mendiburu Magic
Foundation. Officers from our
specialized unit including Bomb,
SWAT, and Crisis Negotiations
were present from 5:00 a.m. to
7:00 a.m. at Dewar’s Ice Cream
and Fine Candy Store. BPD’s
participation was requested to
assist with promoting this
fundraiser which in turn helps
support the unmet needs of local families with children who are
facing catastrophic or life threatening illnesses.

Great progress has been made in implementing the recommendations from the
Downtown Bakersfield Parking Study, approved by council in April 2018. Phase 1 of those
report short-term recommendations have been completed; all of the parking signage in
the core downtown area have been streamlined to 1 hour, 90 minutes, or 2 hour parking,
improvements in security and operations made in the 18th & Eye parking garage, and parking technicians diligently working to encourage turnover for customers downtown.
The next improvement phase recommended by the consultant focuses on the addition of
a new parking mall along G street from 18th to 20th Street. This area was found to be a high-use congested area and feedback from community members indicates the need
for more capacity close to nearby storefronts. The addition of the parking mall will add 15 new on-street parking spaces in a diagonal orientation with a new one-way northbound
traffic pattern.
Letters were sent to both property owners and tenants of properties adjacent to the proposed project this week. The letter includes a design of the new traffic pattern (also
attached here) and allows for a 30 day comment period before any work commences. We estimate the work to take no longer than a week, with the aim of having minimal
impact to traffic.
The CIF state high school wrestling championship event returned to Rabobank Arena last
Thursday through Saturday with some exciting changes. First, CIF announced last year
that boys’ and girls’ wrestling championships would be combined in Bakersfield in
2019. Previously, the girls’ event was held in Visalia. The boys’ championships have been
held at Rabobank Arena since 2004. Next, combining both boys’ and girls’ wrestling
means the event expands from two days to a one-weekend, three-day event. That will
result in more people visiting Bakersfield and more hotel room nights sold.
Third, the CIF wrestling event will be held one week earlier than its traditional dates, the
first weekend of March. That is welcome news because CIF Wrestling, March Meet and
the Fred Hall Central Valley Sports Show will no longer be competing for Bakersfield hotel
rooms on the same weekend. For many years the first weekend of March was the busiest
on Bakersfield’s events calendar and local hotels had to juggle demand from these three
large events on the same weekend. In addition to CIF moving one week ahead, March
Meet gets underway March 7-10 and the Fred Hall Central Valley Sports Show will be held
two weeks later than last year, March 15-17. These changes give each event room to grow, and provide Bakersfield hotels and restaurants with three large events spread over
three separate weekends.
Visit Bakersfield had an information booth at the event to welcome visitors and offer ways to help them spend their money in California's ninth largest city. Below are photos from

Lifeguard recruitment for Summer 2019 has begun with two Spring course options
available. Applicants must be 16 years of age or older and pre-registration is required.

Traffic Advisory
Upcoming freeway closures for Belle Terrace Bridge demolition
Demolition of the Belle Terrace Bridge will continue next week and nighttime freeway
closures on State Route 99 have been scheduled for Sunday, February 24 through Thursday,
February 28. Closures have also been scheduled for the State Route 58/State Route 99
connector ramps and the northbound State Route 99 Ming Avenue on-ramp. Detour signs will be in place to direct vehicles around the work zone.
The contractor plans to work over northbound State Route 99 on Sunday and Wednesday
nights, and over southbound State Route 99 on Monday, Tuesday and Thursday nights. The following closures will be in effect while work is underway.
Northbound (Sunday and Wednesday nights): All northbound lanes and all but one
southbound lane will be closed. The northbound State Route 99 to eastbound State Route 58
connector and the Ming Avenue on-ramp to northbound State Route 99 will be closed, but
the westbound State Route 58 to southbound State Route 99 connector will remain open.
Lanes closures begin at 9 p.m., with all closures implemented at 11 p.m. All lanes and ramps
are expected to open at 5 a.m.
Southbound (Monday, Tuesday, Thursday nights): All southbound lanes and all but one
northbound lane will be closed at 11 p.m. The following ramps will also be closed:
northbound State Route 99 to eastbound State Route 58 connector, westbound State Route
58 to southbound State Route 99 connector, and the Ming Avenue on-ramp to northbound
State Route 99. Lane closures begin at 9 p.m. All lanes and ramps are expected to open by 5
a.m.

Mohawk Street lane closures & Westside Parkway ramp closures
The contractor for the Kern River Bridge Improvements project will be potholing for utilities on
Mohawk Street on Monday, February 25, between the hours of 8:30 a.m. and 3:30 p.m. This
work will require temporary lane closures of the outside lanes, in both directions, in the vicinity
of the Westside Parkway.
The southbound Mohawk Street to westbound Westside Parkway on-ramp will need to close
for a short period during the day to allow for the potholing operation. Utility potholing is also planned for the westbound Westside Parkway loop ramp from northbound Mohawk Street as
well as the eastbound Westside Parkway on-ramp, but these ramps will remain open to traffic while the operations are underway.
Cedar Street, Alder Street, and Bay Street Closures at 24th Street
The contractor for the 24th Street Improvement Project is installing new drainage pipe along
the corridor. Myrtle Street, Spruce Street and Pine Street are currently closed on the north side of 24th Street. Cedar Street is expected to be closed this week, followed by Alder Street and
Bay Street next week. These closures will remain in place through mid-May while the contractor constructs new roadway and installs new sidewalks, curb and gutter in this area.
The contractor will also begin enlarging the drainage basin on the southeast corner of the
Oak Street and 24th Street intersection. Multiple trucks will be moving dirt off-site during the next three weeks. Please watch for trucks entering and exiting the work site. Trucks will enter
the site from Elm Street (crossing over the canal) and exit at Oak Street.

Step 1: Enroll in a Lifeguard Pre-Assessment at McMurtrey Aquatic Center. Pre-registration is required.
Pre-assessment requirements: participants are required to complete a 300 yard swim test, a 10 lb. brick test,
and must be able to tread water for 2 minutes.
PRE-ASSESSMENT DATES (#159499):
A1: Saturday, March 2nd at 8:00 a.m.
A2: Saturday, March 30th at 8:00 a.m.
Step 2: Upon completion of Pre-Assessment enroll in an upcoming Lifeguard Academy and apply online for
the Lifeguard position at www.bakersfieldcity.us. Must attend entire course selected.
March Enrollment Steps: Pay course fee no later than March 11th at McMurtrey Aquatic Center.
April Enrollment Steps: Complete a Bakersfield College add slip, enroll at B.C. online, and *submit con-
current enrollment form (*applies to current high school students only) by April 8th. B.C. enrollment,
complete paperwork, and certification payment is required to receive American Red Cross certification.
Step 3: Successfully complete the Lifeguard Academy and become eligible for the Lifeguard position.
