This data reflects the activity and sales during the months of October, November & December 2018. In summary, the quarterly growth, comparing the most recent quarter with the same quarter last year, was 1.25% and the annualized data so far, comparing the most recent four quarters with the prior four quarters, is at 3.97%. The quarterly 1.25% is slightly below budgeted estimates, but the annualized results are still on target to exceed estimates for the current fiscal year. Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of March. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. Last week’s three-day CIF State High School Wrestling Championships at Rabobank Arena brought a significant number of visitors to Bakersfield. This was the first year that both the boys’ and the girls’ championships were combined into a single event. In the past, the boys held a two-day event at Rabobank Arena while the girls met in Visalia. According to AEG, 16,024 people came through the Arena doors between Thursday and Saturday for the combined CIF wrestling championships. That number was a mix of locals and out-of-town visitors, with the percentage of out-of-towners being higher than the locals by at least two to one. Accounting for people who attended more than one day of the event, AEG estimates that the number of unique out of town attendees was around 3,500, plus 750 out of town wrestlers and 1,000 out of town coaches, for an estimated total of 5,250 out of town individuals attending the three-day event. Near the end of the championships on Saturday, CIF Executive Director Roger Blake commented to the crowd, “This has been a great weekend. So proud and appreciative of the great hospitality and kindness of the Bakersfield community. Lifetime of memories for a thousand girls and boys wrestlers." General Information March 1, 2019 Page 2 Events like CIF have a major impact on local hotels and Visit Bakersfield reports that this year was no exception. According to STR, Inc., Bakersfield-area hotel rooms sales for Wednesday through Saturday of last week were up an average of 7% compared with the same period the year before. The average daily rate that hotels charged was up about 23% and hotel revenue was up about 33% over the previous year. With the CIF event being held in Bakersfield a week earlier than last year, these data provide a useful comparison between this year’s CIF weekend and last year’s non-CIF weekend. The 2020 CIF High School Wrestling Championships for both boys and girls will be held at Rabobank Arena February 27th-29th. The first Citizens Oversight Committee meeting took place yesterday. The committee members voted Beatris Sanders as their Chair and Barry Hibbard as the Vice-Chair. All committee members were very attentive throughout and asked staff plenty of good questions. No further actions were taken and the next Committee meeting is scheduled for Monday, March 11th at 11:00 a.m. in the same location. You may notice water in the river from the Golden State Avenue Bridge down through to the Park at Riverwalk and on to 2800 acres. This is due to state water recharge starting today, March 1st. Though it is not Kern River water at this time, it is a nice amenity and will be good for groundwater levels. We anticipate the flow to last at least a week. General Information March 1, 2019 Page 3 There has been some attention and public interest in the application of pesticides and herbicides in public parks and streetscapes. The City of Bakersfield Recreation and Parks Department understands these concerns as well as employee safety. The City employs a certified applicator of herbicides and pesticides to ensure all employees and equipment is in compliance with the State Agriculture Commission safety standards. The State Ag department performs periodic, unannounced checks on park employees, vehicles and equipment while they are in the field. The City of Bakersfield, in recent spot checks, has received perfect scores from the state inspectors. A recent completed inspection form is attached. Bakersfield is featured in SPG’s 2019 Sports Guide to California as one of “nine site inspections of event-ready destinations and their top venues.” The profile begins: “Bakersfield has all the cutting-edge facilities your team needs for world-class sports events, all while creating memories that will last a lifetime.” The profile also features “Things to do in Bakersfield” and a testimonial from an event planner, along with profiles of three local facilities: Rabobank Arena, Rabobank Theater and Convention Center and Tarina Homes Sports Complex at Mesa Marin. The California guide is one of 16 destination guides produced by Sports Planning Guide (SPG), the largest circulation publication in the sports event planning industry, with combined print and digital circulation of more than 86,000 print and digital readers. The Information and photos used in the magazine’s profile were provided by Visit Bakersfield. The profile on Bakersfield can be found on the Visit Bakersfield website and is also attached here. Lots of great shows have been announced for Bakersfield this past week! There are two shows for the Spectrum Amphitheatre; Average White Band on April 18th and RBRM: Bell Biv DeVor & Bobby Brown on June 14th. Another exciting announcement is Toby Keith with special guest Ned LeDoux at the Rabobank Arena on August 23rd. Tickets for all shows are on sale now. General Information March 1, 2019 Page 4 Traffic Advisories Eye Street closure, between 23rd Street and 24th Street A short section of Eye Street will be closed to traffic next week to allow the contractor for the 24th Street Improvement Project to work on the drainage system beneath the roadway. The contractor plans to close Eye Street, between 23rd Street and 24th Street, early Monday, March 4. This section of Eye Street is expected to remain closed for about a week. On the north side of 24th Street, access to and from all streets between Spruce Street and Alder Street is closed. These closures are expected to remain in place through mid- May. The contractor is enlarging the drainage basin on the southeast corner of the Oak Street and 24th Street intersection. Multiple trucks are moving dirt off-site. Trucks are entering the site from Elm Street (crossing over the canal) and exiting at Oak Street. Please slow down and watch for construction workers and equipment while driving through the work zone. Work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Nighttime closures on State Route 99 – Sunday and Monday Demolition work will continue on the Belle Terrace Bridge Sunday and Monday nights. On Sunday night, crews will be working over the northbound lanes. All northbound lanes and all but one southbound lane will be closed. The northbound State Route 99 to eastbound State Route 58 connector and the Ming Avenue on-ramp to northbound State Route 99 will be closed, but the westbound State Route 58 to southbound State Route 99 connector will remain open. Lanes closures begin at 9 p.m., with all closures implemented at 11 p.m. All lanes and ramps are expected to open at 5 a.m. On Monday night, work will take place over southbound State Route 99. The following closures will be in effect: All southbound lanes and all but one northbound lane will be closed at 11 p.m. The following ramps will also be closed: northbound State Route 99 to eastbound State Route 58 connector, westbound State Route 58 to southbound State Route 99 connector, and the Ming Avenue on-ramp to northbound State Route 99. Lane closures begin at 9 p.m. All lanes and ramps are expected to open by 5 a.m. The bridge, built in 1963, contains conduit that must be removed prior to full demolition. The work is expected to be completed by Monday night. Bridge demolition will resume the week of March 17. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  Demolition is underway for the Belle Terrace Bridge at State Route 99, which was built in 1963. Demolition work is performed during nighttime hours under full freeway closures. The new structure, designed to meet current Caltrans standards, is expected to open to traffic in spring 2020.  The eastbound State Route 58 and southbound State Route 99 on-ramps from Real Road have been permanently closed. The westbound State Route 58 off-ramp at Real Road will be permanently closed in the near future. Motorists will continue to have freeway-to-freeway access during construction. Motorists can enter and exit State Route 58 at the H Street/Chester Avenue Interchange. Motorists can enter southbound State Route 99 at California Avenue or Ming Avenue.  The final phase of the Centennial Corridor Project has been advertised for construction bids. The estimated $155 million construction project will construct the mainline between the Westside Parkway and State Route 58, as well as the State Route 99 connector ramps. The City anticipates opening bids from pre-qualified contractors on March 28, 2019. Construction is scheduled to begin in spring 2019, with completion anticipated in 2022. PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 99% complete; anticipated completion: early 2019 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Final work on this project includes completing drainage, slope grading, and erosion control in various areas along State Route 99 and State Route 58. These work items are expected to be completed in March, along with the installation of permanent signage. Fiber optic and electrical work continues. Construction crews may remain in the area for several more weeks as punch list items are completed. March 2019 TRIP Status Report TRIP Status Report March 2019 Page 2 24th Street Improvement Project Contractor: Griffith Company 11% complete; anticipated completion: spring 2020 The contractor is working on new drainage systems in various areas of 23rd Street and 24th Street, replacing an outdated drainage system with new 48-inch pipe. The new drainage system addresses recurring flooding issues along the corridor. New sound walls located on the south side of 24th Street, between the canal to just east of Beech Street, are under construction. Crews began setting block in late February. These walls will be 12 feet high and match the sound walls constructed last year on the north side of 24th Street. Access to and from the north side of 24th Street will be temporarily closed at Spruce Street, Pine Street, Cedar Street, Alder Street, and Bay Street through mid-May. The contractor will be completing the drainage system in this area and will then begin working on the new roadway. The alleyways on the south side of 24th Street are open to residential and service use only. Signage has been installed and will be enforced. Motorists should anticipate potential shifts in traffic along the 23rd/24th Street corridor and use alternate routes, such as Truxtun Avenue, whenever possible. Centennial Corridor The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The first three phases are under construction. A smaller contract for a roundabout at the State Route 43/Stockdale Highway intersection is scheduled to begin this spring. The final phase of the Centennial Corridor project has been advertised for construction bids, with bid opening scheduled for March 28. Completion of all phases is expected in 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 70% complete; anticipated completion: summer 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline. The contractor has been removing falsework from the new Kern River Bridge that will carry westbound freeway traffic to Mohawk Street. This work is expected to be completed in March. Falsework is now being set for the widening of the existing eastbound Kern River Bridge. The widening of the eastbound Kern River Bridge and bridge crossing Truxtun Avenue will accommodate the Centennial Corridor mainline connection to the Westside Parkway. The contractor has been forming the deck for the Truxtun Avenue bridge widening and anticipates completing this work in March. Crews also finished forming and placed concrete for the retaining walls at the adjacent bridge crossing Truxtun Avenue (Mohawk Street exit). Crews will form the stems and soffit for this bridge in the coming weeks. Embankment construction continues between the Kern River and Truxtun Avenue. TRIP Status Report March 2019 Page 3 Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 19% complete; anticipated completion: spring 2020 Demolition of the Belle Terrace Bridge is underway and the barrier and bridge deck were removed along the southern edge of the bridge in late February. The contractor will complete bridge demolition in March then begin structure excavation on the west side of the freeway for the new bridge. Until the new bridge is completed, Belle Terrace (between State Route 99 and Real Road) should be used by local traffic only as there is no outlet. A temporary road will be paved along the future Alamo Street alignment to provide access to residents who live on the Mona Way cul-de-sac until the new road is completed. Construction of the new northbound State Route 99 to eastbound State Route 58 connector bridge is underway. The southern abutment and two columns have been completed. The northern abutment is under construction. Once the abutments and columns are completed, the contractor will begin setting falsework for this structure over Wible Road. Sound walls, concrete barriers, and fencing have been removed within the project area along the top slopes of northbound and southbound State Route 99. During the next month, crews will begin working along the east side of northbound State Route 99 in preparation of constructing a new retaining wall. New striping and temporary concrete barrier rail have been installed along southbound State Route 99, and three lanes are open to traffic in both directions. The new configuration creates space to construct the center column for the new Belle Terrace Bridge. Phase 3 – Bakersfield Freeway Connector Security Paving Company 0% complete; anticipated completion: summer 2021 This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The eastbound and westbound State Route 58 connectors will be combined into one branch connecting to southbound State Route 99. The project will shift the entrance of the Ming Avenue off-ramp to the north and construct a barrier-separated connector to Ming Avenue. Sound walls will also be constructed with the project. Construction activities began in late February. The eastbound access to State Route 58 and southbound State Route 99 from Real Road has been permanently closed. The westbound State Route 58 off-ramp to Real Road will be permanently closed in early March. Freeway-to-freeway access will continue during construction. A temporary ramp will be built to maintain access from westbound State Route 58 to southbound State Route 99 during the reconstruction of the loop connector ramp. With the closures of the Real Road on- and off-ramps motorists can enter and exit State Route 58 at the H Street/Chester Avenue interchange. Motorists can use either California Avenue or Ming Avenue to access southbound State Route 99. Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Advertised for construction bids; anticipated completion: summer 2022 This phase will construct the freeway mainline and connector ramps between State Route 58/State Route 99 and the Westside Parkway. TRIP Status Report March 2019 Page 4 Westpark street improvements and sound walls have been completed. Bid opening is scheduled for March 28 and construction is expected to begin in late spring. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 0% complete; anticipated completion: 2020 This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. Utility relocations are currently underway. Construction is scheduled to begin in spring 2019. Rain and other inclement weather conditions can impact construction activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are too low. In addition, Caltrans does not allow lane and ramp closures during rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice. TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling adjustments to work around changing weather conditions. Pre-registration is required. Pre-assessment requirements: participants are required to complete a 300 yard swim test, a 10 lb. brick test, and must be able to tread water for 2 minutes. PRE-ASSESSMENT DATES (#159499): A1: Saturday, March 2nd at 8:00 a.m. A2: Saturday, March 30th at 8:00 a.m. Step 2: Upon completion of Pre-Assessment enroll in an upcoming Lifeguard Academy and apply online for the Lifeguard position at www.bakersfieldcity.us. Must attend entire course selected.  March Enrollment Steps: Pay course fee no later than March 11th at McMurtrey Aquatic Center.  April Enrollment Steps: Complete a Bakersfield College add slip, enroll at B.C. online, and *submit con- current enrollment form (*applies to current high school students only) by April 8th. B.C. enrollment, complete paperwork, and certification payment is required to receive American Red Cross certification. Step 3: Successfully complete the Lifeguard Academy and become eligible for the Lifeguard position. SESSION 1 (#144599): WATERPARK LIFEGUARD TRAINING A1: March 15, 16, 17, 22, 23, 24 Fridays: 5:30 - 9:30 p.m. Saturday & Sundays: 8 a.m. - 6 p.m. FEE: $85 for City applicants $210 Community Rate* *Lifeguard participants who successfully pass the academy, but decline employment or are not hired by the City may still receive certifications, but must pay the Community Rate above. SESSION 2 (#144599): WATERPARK LIFEGUARD TRAINING with Bakersfield Fire (#144599): A2: April 15, 16, 17, 18, 19 Monday - Friday: 8 a.m. - 6 p.m. FEE: Course Fees WAIVED $39 fee for American Red Cross Certification Offered thanks to a partnership with Bakersfield Fire and Bakersfield College (B.C.). Participants will earn up to 2 units of college credit at Bakersfield College. 2 Spring Course Options Available Must be at least 16 years of age.
